If you want to dispose of your unwanted vehicle, you must not leave it on any road or Government land at liberty. According to the Laws of Hong Kong, a vehicle owner has a duty to dispose of his unwanted vehicle properly. This leaflet tells you the means that are available for proper disposal of your unwanted vehicle. After proper disposal of your unwanted vehicle, you, as the vehicle owner, should within 15 days after disposal of your vehicle, notify the Transport Department and apply for de-registration of your vehicle. If you do not apply for de-registration of your vehicle, you will be held liable for all liabilities incurred with the vehicle disposed.
Procedures for Disposal of Your Unwanted Vehicle
If you want to dispose of your unwanted vehicle, you may either:
| 1. | Sell the vehicle to a private scrapping company | |
| 2. | Surrender the vehicle to the Government Abandoned Vehicle Surrender Centre | |
1. Sell the vehicle to a private scrapping company
If you choose to dispose of your vehicle by selling it to a private scrapping company, you are reminded to:
| (1) | keep the original Vehicle Registration Document and the Vehicle Licence (if it is still valid) by yourself; | |||
| (2) | request for a scrapping certificate or receipt issued by the scrapping company. You should check if the Business Registration Certificate Number of the scrapping company was marked on the receipt; | |||
| (3) | approach one of the Licensing Offices of the Transport Department and apply for de- registration of vehicle by presenting the following documents within 15 days after you had scrapped your vehicle: | |||
| a. | the original Vehicle Registration Document; | |||
| b. | the original Vehicle Licence of the vehicle (if the Licence is still valid); | |||
| c. | (i) | the original Scrapping Certificate or Receipt issued by the scrapping company (if the vehicle has been scrapped); or | ||
| (ii) | the shipping document (if the vehicle has been exported out of Hong Kong); | |||
| d. | (i) | the identification document of the registered owner (e.g. the H.K. Identity Card or a passport for non-H.K. Identity Card Holders, in the case of a private owner or the Certificate of Incorporation in the case of a limited company); or | ||
| (ii) | a copy of the identification document of the registered owner and the identification document of an agent if the application for de-registration of vehicle is to be handled by the agent authorized by the registered owners; | |||
| e. | a duly completed "Notification for Cancellation of Vehicle Registration" (TD 184). | |||
Information of the private scrapping companies operating in Hong Kong may be obtained from the advertisements placed in the Telephone Directory (Motorcar Wrecking) and in most of the local newspapers.
2. Surrender the vehicle to the Government Abandoned Vehicle Surrender Centre
An Abandoned Vehicle Surrender Centre is operated by the Government at Fo Tan, Sha Tin. (Please refer to the address and the map of the Government Abandoned Vehicle Surrender Centre listed on the top.)
If you want to dispose of your vehicle by surrendering it to the Government Abandoned Vehicle Surrender Centre, please take note of the followings:
| (1) | the Government Abandoned Vehicle Surrender Centre is small centre and operates on "first come, first serve" basis. In order to avoid any inconvenience caused, please check if space is available to accept your vehicle by phoning the 2604 4197 before arranging to deliver your vehicle to the Centre. Please arrange the delivery of your vehicle to the Government Abandoned Vehicle Surrender Centre if you have confirmed that space is available to accept your vehicle; | ||
| (2) | remove all personal property and valuable accessories from your vehicle before de-registration; | ||
| (3) | bring along the following documents: | ||
| a. | the original Vehicle Registration Document; | ||
| b. | the original Vehicle Licence of the vehicle (if the Licence is still valid); | ||
| c. | (i) | the identification document of the registered owner (e.g. the H.K. Identity Card or a passport for non-H.K. Identity Card Holders, in the case of a private owner or the Certificate of Incorporation in the case of a limited company); or | |
| (ii) | a copy of the identification document of the registered owner and the identification document of an agent if the application for de-registration of vehicle is to be handled by the agent authorized by the registered owners; and | ||
| d. | a duly completed "Notification for Cancellation of Vehicle Registration" (TD 184). | ||
After accepting your vehicle, you will be issued a receipt by the attendant of the Government Abandoned Vehicle Surrender Centre. A notification letter will later be sent to the registered owner of the vehicle according to the address as recorded in the Transport Department giving the date of final cancellation of the registration.
