Issue of Private Driving Instructors’ Licences

 

1. Notice is hereby given to invite applications for Private Driving Instructors’ Licences. The numbers of licences proposed to be issued are as below:

(a) 212 Group 1 Private Driving Instructors’ Licences (private car and light goods vehicle);

(b) 32 Group 2 Private Driving Instructors’ Licences (private light bus, public light bus, private bus and public bus); and

(c) 43 Group 3 Private Driving Instructors’ Licences (medium goods vehicle, heavy goods vehicle and articulated vehicle).

 

Applicant’s Qualifications

2. Any person who meets the following criteria will be eligible for application:

 

(a) is the holder of valid full driving licences to drive the following vehicle classes and has held such driving licences for a period of at least 3 years immediately preceding the date of the application:

(i) For applying Group 1 Private Driving Instructors’ Licences

     Vehicle classes 1 and 2 (private car and light goods vehicle)

 

(ii) For applying Group 2 Private Driving Instructors’ Licences

      Vehicle classes 4, 5, 9 and 10 (private light bus, public light bus, private bus and public bus)

 

(iii) For applying Group 3 Private Driving Instructors’ Licences

       Vehicle classes 18, 19 and 20 (medium goods vehicle, heavy goods vehicle and articulated vehicle)

 

               and

 

(b) has not been convicted of an offence under section 36, 36A, 39, 39A, 39B, 39C, 39J, 39K, 39L, 39O (1) or 39S of the Road Traffic Ordinance (Cap. 374) during the 5 years immediately preceding the date of the application;

 

and

 

(c) is the holder of a Hong Kong Permanent Identity Card; or the holder of a Hong Kong Identity Card (other than a Hong Kong Permanent Identity Card) and is not subject to any condition of stay (other than a limit of stay as defined under section 2 (1) of the Immigration Ordinance (Cap. 115)).

 

 

Obtaining and Submission of Application Form

3. There are different Application Forms and Guidance Notes for Applicants for different Groups of Private Driving Instructors’ Licences.  Details are as below:

5. Application Forms and Guidance Notes for Applicants could also be downloaded from the Transport Department Homepage (http://www.td.gov.hk). Xeroxed copies of the Application Forms could also be used by applicants for filling in all the required information and subsequently submitting their applications.

 

6. Applicants should make sure that they obtain the correct Guidance Notes for Applicants and submit the correct Application Form.

 

 

7. Applicants could submit their Application Forms by post to the following address or by hand (not necessarily in person) to the collection box at the following location during office hours (9:00 a.m. – 5:00 p.m., Mondays to Fridays, excluding public holidays):

Deadline for Application

8. For Group 1 Private Driving Instructors’ Licences, applications must be submitted during the period from 12 September 2014 to 26 September 2014, both days inclusive. (Deadline for application by hand to the collection box is 5:00 p.m. on 26 September 2014).

 

9. For Group 2 and Group 3 Private Driving Instructors’ Licences, applications must be submitted during the period from 17 October 2014 to 31 October 2014, both days inclusive. (Deadline for application by hand to the collection box is 5:00 p.m. on 31 October 2014).

 

10. Applications submitted before or after the application period will not be accepted. For applications submitted by post, the stamped date will be taken as the date of application. Applications with stamped date before or after the application period will not be accepted.

 

11. An acknowledgement letter will be issued to the applicant after receipt of the application.

 

Fees

12. The Application Form and submission are free.

 

Balloting

13. If the number of applications exceeds the total number of Private Driving Instructors’ Licences of each Group proposed to be issued, the Transport Department will hold ballots to determine the order of processing applications. The scheduled date and details of the ballot will be announced later.

 

Tests

14. Applicants who meet the qualifications stipulated in paragraph 2 above for each Group will be invited to take the test according to their balloted order numbers until the number of Private Driving Instructor’s Licences of respective Group proposed to be issued in this exercise is completely filled, and the applications of those applicants who have not been invited for the tests will also be voided. For applicants who fail to meet the qualifications stipulated in paragraph 2 above, the Transport Department will notify them in writing when their applications are dealt with according to the ballot order.

 

15. For each Group of Private Driving Instructors’ Licences, the test is divided into two parts: the written test and the road test. Only applicants who pass the written test will be invited to the road test.
