Important Notice
 
You have to produce the original or a copy of your proof of address issued within the last three months when submitting a licensing application. In accordance with the relevant legislation, the Transport Department may suspend processing the application in the absence of address proof.

Acceptable Proof of Address
Valid proof of address is document, bill or correspondence issued within the last three months from the application date by any of the organizations listed below. The document should include the name and address of the applicant, the name of issuing organization and the issue date. Proof of address in photocopy, facsimile copy or digital copy (sent by mobile phone or computer) is accepted.
(1) Bills or invoices issued by utility companies (water, electricity, towngas or domestic piped liquefied petroleum gas (LPG) suppliers (NOT including domestic piped LPG operators))
(2) Landline telephone, mobile phone, paid TV, Internet service bills
(3) Statements or correspondence issued by banks, licensed money lenders, insurance companies or Mandatory Provident Fund (MPF) Approved Trustees
(4) Documents issued by government departments or the Judiciary
Examples: demand notes regarding tax payment, Demand for Rates and/or Government Rent, Student Loan Repayment Demand Notes (Declarations or oaths/ affirmations of address proof administered by Home Affairs Enquiry (Enquiry Centres) of Home Affairs Department is not accepted as a valid proof of address)
(5) Documents or bills issued by local universities or degree-awarding higher education institutions
(6) Valid and "stamped" (for stamp duty) tenancy agreement (the criterion of being issued within 3 months before the date of submitting the application/notification is not applicable, but tenancy must cover the date of application)
(7) Bills, correspondences or other documents issued by the following public organizations :
 
  • Hospital Authority
  • Hong Kong Housing Authority
  • Hong Kong Housing Society
  • Hong Kong Examinations and Assessment Authority
(8) Bills, correspondences or other documents issued by the following organizations :
 
  • Autotoll
  • Local companies which supply vehicle fuels
  • Designated driving schools (Including the Hong Kong School of Motoring and Kwun Tong Driving School)
  • International charitable organizations (Example: UNICEF)
  • Charitable organizations registered in Hong Kong (Example: The Community Chest)
(9) [Only applicable to company vehicle owners]
 
  • Valid Business Registration Certificate

The above acceptable proof of address is not applicable to Lantau Closed Road Permit application. Please refer to application form TD348 "Notes to help you" for further information.

 

Circumstances under which alternative documents to serve as address proof will be accepted

(Unless specified otherwise in this document, the address proof/residence proof mentioned below should be issued within the last three months from the date of licensing application.)

  Q1. Can an applicant produce his family member's address proof instead if he resides with his family and does not have any bank accounts or bills as address proof?
  Q2. What should an applicant produce as address proof if he is now staying in a hotel / service apartment but does not have any address proof because no bill is sent to the residing hotel / service apartment?
  Q3. What should an applicant produce as address proof if he has just moved into a property purchased by himself?
  Q4. What should an applicant produce as address proof if he has just moved into a property purchased / rented by his immediate family member?
  Q5. What should an applicant produce as address proof if he has just moved to a property purchased / rented by his friend?
  Q6. What should an applicant produce for address proof if his residence is provided by his employer?
  Q7. Can an applicant produce his employer's address proof as address proof document if he is a domestic helper and resides with his employer?
  Q8. If an applicant is being imprisoned in Hong Kong and therefore does not have an address proof issued within the last three months, what document should his agent produce as address proof?
  Q9. If an applicant needs to stay in hospital / residential care home for elders for a considerable period of time and therefore does not have an address proof issued within the last three months, what document should be produced as address proof ?
  Q10. What should an applicant do if he resides outside Hong Kong and does not have a property / mailbox for correspondence purpose?
  Q11. What should an applicant do if he resides in a village house which is not covered by postal service and therefore address proof is not available for his residential address?
  Q12. The applicant is a company which has not been registered in Hong Kong. The applicant does not have a Business Registration Certificate or letters sent the applicant, what should the applicant do?
  Q13. What should an applicant do if his circumstance (which is not covered by the circumstances in 1 to 12 above) does not allow him to produce an address proof?

 

Change of Address

According to the law, driving licence holders or registered vehicle owners have to notify the Transport Department (TD) within 72 hours of their change of address.  You may notify TD of change in address with your proof of new address in writing, through GovHK or by submitting the specified form ("Change of Personal Particulars or Vehicle Particulars").  Please note that TD will not update your residential address/ company address/ correspondence address before receiving and/ or verifying the valid proof of address provided by you.

If you are unable to submit the valid proof of address, TD may require you to provide the proof of the change within 14 days from the day on which the requirement is made.  You shall comply with such requirement; otherwise, TD will consider referring the case to relevant law enforcement departments for follow‑up.  Any person without reasonable excuse contravenes such requirement commits an offence and is liable to a fine of $2,000.
