The Government announced on 22 February 2017 the following First Registration Tax (FRT) concessions for electric vehicles from 1 April 2017 to 31 March 2018 inclusive –
i) electric private cars (e-PCs): their FRT will be waived up to $97,500; and
ii) electric commercial vehicles (including goods vehicles, buses, light buses, taxis, and special purpose vehicles), electric motor cycles and electric motor tricycles: their FRT will be waived in full.
 
As a one-off arrangement, e-PCs ordered by buyers from local registered distributors or arranged for shipment to Hong Kong by their owners before 11 am on 22 February 2017 (Hong Kong Time) will still be entitled to have their FRT fully waived even if they are first registered after 31 March 2017.
 
To qualify for the above one-off arrangement, the buyer should have already entered into a sales agreement/contract and/or purchase order for the concerned e-PC with and paid the full purchase price or a non-refundable deposit/payment to the local registered distributor before 11am on 22 February 2017 (Hong Kong Time).
 
If necessary, the Transport Department will require the e-PC buyer and/or the distributor concerned as appropriate to make a declaration under the Oaths and Declaration Ordinance (Cap. 11) as to the timing of placing the order or arranging the shipment.

How to apply for FRT full exemption for my e-PC under the one-off arrangement?
 
For e-PCs ordered by buyers from local registered distributors before 11am on 22 February 2017 (Hong Kong time) and first registered after 31 March 2017
 
  • The e-PC buyers are not required to submit an “Application for Exemption from Paying Motor Vehicles First registration Tax for an Electric Private Car” (hereunder the “FRT Exemption Application Form”) for their e-PC by themselves.
 
  • The registered distributor selling the e-PC concerned, instead of the e-PC buyer, should submit a FRT Exemption Application Form together with the following documentary proof -
    (a) photocopy of the relevant purchase order / sales contract/ sales agreement between the registered distributor and the buyer for the e-PC concerned; and
    (b) photocopy of the relevant official receipt for the deposit / payment /full purchase price issued by the registered distributor.
 
  • The FRT Exemption Application Form should be submitted together with the Application for Registration and Licensing of a Vehicle (form TD22) for the e-PC concerned to the Hong Kong Licensing Office of the Transport Department upon first registration of the e-PC.
 
For e-PCs arranged for shipment to Hong Kong by owners before 11am on 22 February 2017 (Hong Kong time) and first registered after 31 March 2017
 
  • The FRT Exemption Application Form should be submitted by the e-PC owner together with photocopy of relevant document(s) showing that the e-PC was arranged for shipping to Hong Kong before 11am on 22 February 2017 (Hong Kong time).
 
  • The e-PC owner should also submit the Application for Registration and Licensing of a Vehicle (Form TD22) for the e-PC concerned to the Hong Kong Licensing Office of the Transport Department.
 
Applicants will have to produce the originals of the relevant documentary proof and any other documents as required for verification and auditing. If the documents are in order, processing of the application for FRT Exemption and the vehicle first registration and licensing application would take about a few working days to complete. Applicant will be informed of the outcome by our staff.
