First Auction of Personalised Vehicle Registration Marks

The first auction of personalised vehicle registration marks (PVRMs) would be held on September 16 (Saturday) at Meeting Room 401, Hong Kong Convention and Exhibition Centre in Wan Chai, the Transport Department announced today (August 30).

"A total of 210 approved PVRMs will be put up for public auction.  The list of marks has been posted at department website www.td.gov.hk and published in Ming Pao and South China Morning Post today," a department spokesman said.

"The reserve price of all these marks is $5,000.  Applicants who have paid a deposit of $5,000 should also participate in the bidding (including the first bid at the reserve price).  Otherwise, the PVRM concerned may be sold to another bidder," the spokesman added.

People who want to participate in the bidding at the auction should take note of the following important points:

(a)  The display of a PVRM should comply with the requirements stipulated in Schedule 4 to the Road Traffic (Registration and Licensing of Vehicles) Regulations, Cap. 374E.  Moreover, the size of the number plate to be installed on different models of motor vehicles varies.  Bidders should first have an understanding of these requirements and consider the size of the number plate of their vehicles to see whether it can accommodate the PVRM that they prefer.

(b)  No change to the arrangement of letters, numerals and blank spaces of a PVRM will be allowed. If there is no arrangement in two rows, the concerned PVRM can only be displayed in a single row.

(c)  Purchasers must make payment of the purchase price by crossed cheque and complete the Memorandum of Sale of PVRM immediately after the bidding is completed.  Subsequent alteration of the particulars in the Memorandum will not be permitted after execution.

Upon completion of the transaction, the completed Memorandum of Sale of PVRM, a receipt and a Certificate of Allocation of PVRM will be issued to the purchaser.  The certificate of allocation will contain the particulars of the PVRM holder, the arrangements of the mark, the auction date and price.  It will list out the points to note for the PVRM holder, which include, inter alia, that the Commissioner for Transport may cancel the allocation of a PVRM at any time after that allocation if the PVRM is not or is no longer appropriate for allocation.  Under such circumstances, only the auction price would be refunded to the PVRM holder.

"The certificate of allocation will serve to prove the ownership of the PVRM.  It is an important document which should be kept in a safe place.  Potential buyers of vehicles bearing a PVRM should check the certificate of allocation with the sellers and pay attention to the details contained therein.  In addition to the documents normally required for transfer of vehicle ownership, the certificate of allocation should be produced to TD for processing," the spokesman added.

For other points to note for auction of PVRM, please refer to the Guidance Notes - Auction of PVRM, which is available at the TD Licensing Offices or can be downloaded from TD website.
