Proposed arrangements for provision of loading area at airport (with map)

    In response to media enquiries, a Government spokesman said: "The Transport Department, Airport Authority (AA) and the Police today (September 21) met with the van-type light goods vehicle (LGV) and taxi trades and explained details and implementation arrangements for the provision of a goods loading/unloading area for LGV at the airport were explained.

     "Government departments concerned and AA earlier exchanged views with the above mentioned trades on the provision of a goods loading/unloading area at the airport. Having given consideration to the views of the trades and operation of LGVs at the airport, we proposed the implementation of the following measures at today's meeting:

(a) A new goods loading/unloading area for LGVs will be provided next to the government car park at the airport (i.e., south side of Car Park 1; please refer to the attached map).

(b) The new goods loading/unloading area will consist of two parts, namely, the loading area and unloading area. Upon completion of the loading/unloading process, LGVs should leave the loading/unloading areas immediately.

(c) Except for the goods loading/unloading areas, the roads in the area will be designated restricted zones 24 hours a day.

(d) LGVs using the loading or unloading areas will be required to pay separate fees at the following rates: $40 for the first 30 minutes, $60 for the next 30 minutes, and $80 for each 30-minute session thereafter.  

(e) Construction of the goods loading/unloading area will take about four months to complete. Upon provision of the new loading/unloading area for van-type LGVs, all LGVs and taxis will be prohibited from using airport Car Parks 1 and 4, but can use Car Park 5 for parking when necessary.

(f) Upon provision of the new goods loading/unloading area for van-type LGVs, the existing goods loading/unloading area beside the Passenger Terminal will be for the exclusive use of goods vehicles of the Passenger Terminal tenants or their suppliers. Other van-type LGVs can only use the new goods loading/unloading area for loading and unloading of goods.

     "We understand that a majority of the LGV trade members operate transport business in compliance with the law. Provision of the goods loading/unloading area for van-type LGVs will facilitate trade members who engage in legal operations in carrying out legal loading/unloading activities at the airport in an efficient manner. At the same time, the proposal will provide high quality services to airport users, help to maintain a smooth airport operation, and prevent illegal transport activities in a more effective way.

     "Government departments and the AA will follow up on the implementation of the measure as soon as possible. The Police will also continue patrols and enforcement action against illegal transport activities in the airport area."
