Tenders for the management of four tunnels

The Transport Department is inviting interested parties to tender for two six-year contracts for the management, operation and maintenance of Lion Rock Tunnel and Airport Tunnel (Contract A) and of Shing Mun Tunnel and Tsueng Kwun O Tunnel (Contract B) respectively.

Successful tenderers will be required to manage, operate and maintain the respective tunnels and their associated equipment, and to conduct routine maintenance of buildings and other structures situated within the tunnel areas.

Contract A and B will take effect from March 26 and April 1, 2000 separately or on dates within the six months after these two dates. When the contract period ends in 2006, the government may decide whether or not to extend it for a further period of up to six months.

"The remuneration of the contractors for these tunnels except Airport Tunnel includes a fixed management fee for every vehicle using the tunnel concerned and a fixed percentage of share of other incomes approved by the government," said a spokesman of the department when announcing the tender exercise today (Friday).

"Since the Airport Tunnel is toll-free, its contractor will receive a fixed monthly fee and a fixed percentage of share of other incomes approved by the government," added the spokesman.

"Tenderers must submit sufficient and relevant information on operational, technical and financial aspects to demonstrate their expertise and resources in the tunnel management."

The spokesman reminded tenderers that the original copy of the receipt for a deposit of $50,000 at a collection office of the Treasury was also required to be submitted as a pledge of bona fides of their tenders.

Tender documents may be obtained from the Transport Department and tender submissions should be addressed to the Chairman of the Central Tender Board and placed in the Government Secretariat Tender Box situated in the lift lobby on the lower ground floor of the Central Government Offices (East Wing) at 20 Lower Albert Road, Hong Kong before noon on January 7, 2000 (Friday). Late tenders will not be accepted.

If a black rainstorm warning is given or typhoon signal 8 hoisted between 9 am and 12 at noon on that day, the tender closing time will be extended to 12 at noon on the first working day of the following week.
