Revision of licence fees charge

The 2001-02 budget revenue proposal to increase all driving licence fees and vehicle licence fees for private cars, motorcycles and motor tricycles by 10 percent in the Revenue Bill 2001 was voted down by the Legislative Council on June 20. With effect from June 22, the 10 percent increase in driving and vehicle licence fees announced in the 2001-02 Budget Speech shall cease to be in force.

Transport Department, in conjunction with the Treasury, will arrange to refund the licence fees to applicants who were charged at the revised rates on the following licensing services during the period from 2.30 pm of March 7 to June 21:

1.  Annual vehicle licence on private cars (petrol and diesel), motor cycles and motor tricycles
2.  Full Hong Kong driving licence
3.  Driving instructor's licence
4.  Learner's driving licence
5.  Temporary driving licence
6.  Duplicate licence
7.  International driving permit
8.  Duplicate international driving permit

Eligible applicants for refund will receive the cheques for the refund within about seven weeks' time.

Effective from Friday (June 22), applicants for the above licensing services will be charged at the rates prevailing before 2.30 pm of the Budget Day (March 7), i.e. old rates. The new fee charge table effective on June 22 is available at all licensing offices or at the Transport Department Internet Homepage Address: http://www.info.gov.hk/td/eng/services/fees_index.html.

Refund of the increased fee will not be applicable to renewal of driving licences and vehicle licences which were charged at the old rates, i.e. those driving licences and vehicle licences which have already expired or will expire on or before July 6, but were renewed at the old rates.
