Tenderer pre-qualification for TMCA management contract

The Transport Department is to invite interested parties to apply for the pre-qualification to tender for the contract for the management, operation and maintenance of the Tsing Ma Control Area (TMCA).

Under the contract, the successful bidder will be required to manage, operate and maintain the TMCA including new roads nearby which, after completion, will be incorporated into the TMCA.

The provision of towing services along associated roads such as North Lantau Highway will be required under supplementary contracts.

The commencement date of the contract will be in mid-May 2001 or a date within six months after such date as the Government shall specify.

The contract period will be six years, with an option for extension by the Government for a further period of up to six months.

A notice of the pre-qualification exercise will be gazetted tomorrow (April 28).

When applying for the pre-qualification, applicants have to prove their experience and competence in the management, operation and maintenance of the following:

* highways, tunnels, bridges and the associated electronic, electrical and mechanical equipment and plant;
* buildings, building services and other structures within the TMCA.

They are also required to provide evidence of their financial capability as well as sufficient details to demonstrate their good understanding of the tasks involved in the contract.

Interested parties who intend to take part in the exercise can obtain the pre-qualification documents from the department's Business Management Section.

All applications should be addressed to the Chairman, Central Tender Board and placed in the Government Secretariat Tender Box at the lift lobby on the lower ground floor, Central Government Offices (East Wing), 20 Lower Albert Road, Hong Kong before noon on May 26 this year.

Only applicants successful in the pre-qualification exercise will be invited to tender for the contract.
