Tenders invited for Tai Po ATC system

The Transport Department is inviting applications for prequalification of tenders for supplying and implementing the Tai Po and North District Area Traffic Control (ATC) system and its subsequent five-year maintenance.

Prequalified companies will be invited to tender for the above contract in October 2001. The tenders to be invited will be covered by the Agreement on Government Procurement of the World Trade Organisation.

A single tender combining the supply, implementation and subsequent maintenance will be invited and assessed together for selecting the successful tenderer.

Accordingly, the prequalification proposals shall cover system supply, implementation, and subsequent maintenance together. In summary, the contract shall include installation and provision of the following items:

* ATC System software and documentation;
* Instation computers and peripheral equipment;
* Junction controllers and detector stations;
* Suitable detectors including video detectors and 10 road junctions in Tai Po and North District;
* All communications equipment in the field, at communications hub(s), at the New Territories Area Traffic Control (NTATC) control centre in Tsuen Wan (excluding the communications network), and at remote centres; as well as commissioning of all works including traffic adaptive control;
* Controller plinths and other civil engineering works;
* Acceptance testing;
* Training; and
* Maintenance of supplied hardware and software.

The prequalification is open to all single firms, joint venture partnership and consortia who have the requisite qualification and experience and express an interest in undertaking the works associated with the Tai Po and North District ATC system.

Applications from companies whose main place of business is outside Hong Kong will also be considered. Such applicants will, however, be required to have active local representation, sub-contractors, subsidiaries or partners to allow the requirements for site work and maintenance during both the defects liability period and maintenance period to be fully addressed.

Completed prequalification applications shall be submitted as directed not later than 12:00 noon on Thursday, August 2, 2001. The Government reserves the right to reject any contractor's application.
