Personalised Vehicle Registration Marks Scheme launch

The Transport Department today (March 30) announced the launch of the first invitation exercise of the Personalised Vehicle Registration Marks (PVRMs) Scheme on April 1.

Applications are invited for the allocation of PVRMs upon sale by auction and completed application forms should reach the department no later than May 2.  A department spokesman said that if there were more than 1 000 applications then those to be considered would be selected by lot.”

Starting from tomorrow (March 31), applications forms (TD569) and Guidance Notes for Applications can be downloaded from the department website (www.td.gov.hk) and are available at the department's Licensing Offices.  Each applicant can submit only one application in each exercise.  If more than one application is submitted by an applicant, none of his/her applications will be processed.

Applications can be put in the drop-in box at any department Licensing Office or posted to Vehicle Registration Marks Unit, Transport Department, Room 506-508, 5/F, Harcourt House, 39 Gloucester Road, Wan Chai, Hong Kong.  No payment of deposit is required at this stage.

Before completing the application forms, applicants should carefully read the Guidance Notes.  They should note that after the submission of applications, they cannot withdraw the application or change arrangements of the PVRM as stated in their application forms.

Upon receipt of an application, the department will send an acknowledgement bearing an application number to the applicant by ordinary post.  Applicants who have not received any acknowledgement within two weeks after submission of their applications can call the Enquiry Hotline at 2804 2600.

"After selection by lot, the department will notify applicants if their applications are selected.  The selected applicants will be requested to pay a deposit if their proposed PVRMs are selected and can meet the basic combination requirements.  A list of application numbers of the selected applicants will also be posted on the department website and the notice boards of department Licensing Offices, and published in Ming Pao and South China Morning Post.  Applicants who have not received any notification or who do not find their application numbers on the list should regard their applications as unsuccessful," the spokesman said.

Upon receipt of deposit, the Commissioner for Transport will determine if an application should be approved or rejected, with the assistance of a vetting committee.  The committee is a non-statutory advisory body, comprising official members from different departments and unofficial members appointed by the Commissioner.

Auctions will be arranged for approved applications.  The department will announce auction details in newspapers and the first one is planned for September, 2006.

Further information on the scheme can be found in the Guidance Notes.
