Rules for Driving In Tsing Ma Control Area (TMCA)

Vehicles using TMCA are subject to Tsing Ma Control Area Ordinance.

This guide summarises the driving rules. Motorists who observe these rules can attain a safe and leisure driving within TMCA.

Normal Driving

Motorists should take note of the following points :

  • Pay attention to the messages shown by the variable message signs.
  • Comply with the lane use signal and observe the speed limit.
  • It is an offence to remain in the offside and/or centre lane of an expressway unless you are overtaking another vehicle. Overtake only on the off-side of the other vehicle.
  • Medium goods vehicles, heavy goods vehicles and buses are prohibited from using the off-side lane where the carriageway has three or more traffic lanes.
  • Do not drive on the hard-shoulder or the central reserve.
  • Do not U-turn or reverse your vehicle.
  • Do not stop on the hard-shoulder except in a genuine emergency, for example a burst tyre.

Driving on bridges in strong winds

High Wind Management

When the hourly mean wind speed is in excess of 40 kph, high wind management will be implemented in TMCA.

Definition of "Wind Susceptible Vehicle"

Wind susceptible vehicles refer to all motor vehicles with an overall height exceeding 1.6 metres, motor cycles and motor tricycles.

Motorists should take note of the following high wind management measures when driving on bridges within TMCA when there are strong winds:

Lantau Link

Stage I
Conditions with an hourly mean wind speed in excess of 40 kph but not exceeding 65 kph
Upper Deck

  • Motorists should observe the "Car Symbol" traffic sign.
  • Wind susceptible vehicles will be banned from using the Upper Deck of the Lantau Link and be diverted to use the Lower Deck.
  • Centre lanes (both directions) of Lantau Link will be closed to road traffic by displaying a "red cross" land use signal.
  • Change lane on the Upper Deck is not allowed when the centre lane is closed..
  • All vehicles must observe the speed limit of 50 kph.

Lower Deck

  • Vechicles carrying dangerous goods belonging to Category 1, 2 or 5 will be banned from using the Lower Deck.
  • All vehicles must observe the speed limit of 50 kph.
  • No overtaking is allowed.

Lantau Link

Stage II
Conditions with an hourly mean wind speed in excess of 65 kph
Upper Deck

  • The Upper Deck of the Lantau Link will be completely closed.
  • All vehicles should use the Lower Deck of the Lantau Link.

Lower Deck

  • Vehicles carrying dangerous goods belonging to Category 1, 2 or 5 will be banned from using the Lower Deck.
  • All vehicles must observe the speed limit of 50 kph.
  • No overtaking is allowed.

* Lantau Link will be completely closed when the hourly mean wind speed is in excess of 165 kph.

Ting Kau Bridge

Stage I
Conditions with an hourly mean wind speed in excess of 40 kph but not exceeding 65 kph

  • Motorists should observe the "Car Symbol" traffic sign.
  • Wind susceptible vehicles will be banned from using Ting Kau Bridge:
    • Wind susceptible vehicles from Tai Lam Tunnel should use Tuen Mun Road;
    • Wind susceptible vehicles from Tuen Mun Road should continue to use Tuen Mun Road;
    • Wind susceptible vehicles at North West Tsing Yi Interchange heading for Tuen Mun and Yuen Long will be directed to Tsing Yi;
    • Wind susceptible vehicles from Tsing Kwai Highway heading for Tuen Mun and Yuen Long should use Tsuen Wan Road.
  • Centre lanes (both directions) of the Ting Kau Bridge will be closed to road traffic by displaying a "red cross" lane use signal.
  • Change lane is not allowed when the centre lane is closed.
  • All vehicles must observe the speed limit of 50 kph.

Ting Kau Bridge

Stage II
Conditions with an hourly mean wind speed in excess of 65 kph

  • Ting Kau Bridge will be completely closed to road traffic
    • Vehicles from Tai Lam Tunnel should use Tuen Mun Road;
    • Vehicles from Tuen Mun Road should continue to use Tuen Mun Road;
    • Vehicles at North West Tsing Yi Interchange heading for Tuen Mun and Yuen Long will be directed to Tsing Yi;
    • Vehicles from Tsing Kwai Highway heading for Tuen Mun and Yuen Long should use Tsuen Wan Road.

* Depending on the prevailing wind condition, the following measures may be implemented prior to the implementation of Stage 1 high wind management measures:
- closure of centre lane (both directions) of the Lantau Link/ Ting Kau Bridge to road traffic; and
- restriction of speed limit at 50 kph.

 

Driving in foggy and/or rainy weather

Motorists should take note of the following points:

  • Pay attention to messages shown by the variable message signs.
  • Drive slowly and carefully when the flashing amber signal is on.
  • Comply with the lane use signal.
  • Observe the speed limit.
  • Use dipped headlamps.

Driving in Cheung Tsing Tunnel

Motorists should take note of the following points:

  • Pay attention to the messages shown by the variable message signs and comply with the instruction so given at all times.
  • Comply with the lane use signal and observe the speed limit.
  • Vehicles carrying dangerous goods belonging to Category 1, 2 or 5 will be prohibited .
  • Use dipped headlamps .
  • Switch on the radio to listen to any broadcast message.
  • Do not U-turn or change lane .
