TRANSPORT DEPARTMENT NOTICE
Special Traffic and Transport Arrangements for 2011/2012 Horse Race Meetings at Happy Valley
Notice is hereby given that the following special traffic and transport arrangements will be implemented at Happy Valley from 14 September 2011 onwards. The concerned arrangements will continue to be implemented at Happy Valley during 2011/2012 horse race meetings until further notice:
I. Special Traffic Arrangements
(A) Traffic arrangements before the start of race meetings (See Figure 1)
From one and a half hours prior to the start of the first race, the following traffic arrangements will be implemented until traffic resumes normal:
(a) Road closure
Wong Nai Chung Road southbound between Queen’s Road East and the up ramp outside the Hong Kong Jockey Club (“HKJC”) will be closed to all vehicular traffic, except for vehicles heading for Aberdeen Tunnel.
(b) Traffic diversion
(i) Wong Nai Chung Road southbound between Village Road and Queen’s Road East will be re-routed to one-way northbound traffic;
(ii) Vehicles travelling on Queen’s Road East eastbound heading for Wan Chai and Happy Valley will be diverted to turn left onto Morrison Hill Road;
(iii) Vehicles travelling on Morrison Hill Road southbound heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;
(iv) Except for vehicles heading for Aberdeen Tunnel, all vehicles will be prohibited to turn right from Queen’s Road East onto Wong Nai Chung Road;
(v) Vehicles from Cross Harbour Tunnel heading for Queen's Road East will be diverted via the down-ramp leading from Canal Road flyover southbound to Morrison Hill Road and then turn right at the junction of Wong Nai Chung Road and Queen's Road East; and
(vi) Vehicles from Cross Harbour Tunnel heading for Happy Valley or Racecourse will be diverted via the down-ramp leading from Canal Road flyover southbound to Canal Road East, Morrison Hill Road southbound, Sports Road and Wong Nai Chung Road.
(B) Traffic arrangements before the conclusion of race meetings (See Figure 2)
(1) From about 35 minutes prior to the start of the last race, the following additional traffic arrangements will be implemented until traffic resumes normal:
(a) Road closure
The following roads will be closed to all vehicular traffic:
(i) The up-ramp on Wong Nai Chung Road outside HKJC leading to Aberdeen Tunnel;
(ii) Wong Nai Chung Road southbound between Queen’s Road East and the up-ramp leading to Aberdeen Tunnel;
(iii) Wong Nai Chung Road southbound between Village Road and the Public Stands of HKJC; and
(iv) Morrison Hill Road southbound between Leighton Road and Queen’s Road East.
(b) Traffic diversion
(i) Queen's Road East eastbound at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for Canal Road flyover northbound;
(ii) Vehicles from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from Canal Road flyover southbound to Canal Road East, and then U-turn beneath Canal Road flyover onto Canal Road West towards Hennessy Road;
(iii) Vehicles from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from Canal Road flyover southbound to Canal Road East, Leighton Road eastbound and Wong Nai Chung Road;
(iv) Leighton Road between Morrison Hill Road and Wong Nai Chung Road will be re-routed to one-way eastbound traffic;
(v) Vehicles travelling on Morrison Hill Road southbound will be diverted to turn left onto Leighton Road eastbound;
(vi) Vehicles travelling on Morrison Hill Road southbound heading for Happy Valley will be diverted via Leighton Road eastbound and Wong Nai Chung Road; and
(vii) Vehicles travelling on Leighton Road westbound will be diverted to Wong Nai Chung Road.
(2) In addition to the above special traffic arrangements, Wong Nai Chung Road southbound between the up-ramp leading to Aberdeen Tunnel and the Public Stands of HKJC will be closed to all vehicular traffic from about 10 minutes prior to the start of the last race until traffic resumes normal.
II. Special Public Transport Arrangements
(A) Public transport arrangements before the start of race meetings
(1) Bus diversion
NWFB Route 23B and Cross Harbour Tunnel Routes 601, 680, 690, 914 and 948 travelling on Causeway Road westbound will be diverted via Irving Street, Pennington Street, Yee Wo Street and Hennessy Road from 35 minutes prior to the start of the last race until traffic resumes normal.
(2) Suspension of bus stop
The bus stop on Leighton Road eastbound near Matheson Street will be suspended from 35 minutes prior to the start of the last race until traffic resumes normal.
(3) Taxi service
(a) Taxis arriving racecourse will be allowed to drop off passengers outside the entrances of both the Public and Members’ Stands;
(b) The taxi stand in Sung Tak Street will be suspended during the period from 11.00 am to 7.00 pm for day meetings; from 4.30 pm to 11.59 pm for evening meetings and from 5.00 pm to 11.59 pm for night meetings respectively; and
(c) A temporary taxi stand will be designated at the section of Wong Nai Chung Road south of the entrance to the Member’s Stands from the start of the third race until the end of the second last race.
(B) Public transport arrangements at the conclusion of race meetings
(1) Special bus services
(a) Cross Harbour Tunnel Recreation Routes 101R heading for Kwun Tong and 102R heading for Mei Foo will be operated from between 35 minutes before the start of the last race and about 30 minutes after the last race. Buses will wait for passengers on the southbound carriageway of Wong Nai Chung Road near south of its junction with Queen’s Road East and depart when fully loaded. The service may be adjusted subject to the passenger demand; and
(b) CTB Recreation Route 8S heading for Siu Sai Wan (Island Resort) will be operated between 35 minutes before the start of the last race and about 30 minutes after the last race. Buses will wait for passengers on the southbound carriageway of Wong Nai Chung Road near south of its junction with Queen’s Road East and depart when fully loaded. The service may be adjusted subject to the passenger demand.
(2) Bus diversions
The following bus diversions will be implemented from 35 minutes before the start of the last race until traffic resumes normal:
(a) Cross Harbour Tunnel Routes 101 and 111 from Cross Harbour Tunnel heading for Wan Chai will be diverted via Canal Road East, Canal Road West and Hennessy Road;
(b) Cross Harbour Tunnel Routes 109 and 113 from Cross Harbour Tunnel heading for Wan Chai will be diverted via the second down-ramp of Canal Road flyover southbound and Morrison Hill Road;
(c) Cross Harbour Tunnel Routes 112 and 116 from Cross Harbour Tunnel heading for Causeway Bay will be diverted via Canal Road East, Leighton Road, Pennington Street, Yee Wo Street and Causeway Road;
(d) CTB Route 1 travelling on Morrison Hill Road southbound heading for Happy Valley will be diverted via Leighton Road eastbound and Wong Nai Chung Road;
(e) NWFB routes 38, 42, 65, M590 and 590A and CTB Routes 37B, 72, 72A, 75, 77, 90, 96, 97 and 592 on their journeys to Southern District will be diverted via Canal Road West, Canal Road flyover, Victoria Park Road, Causeway Bay flyover, Gloucester Road service road, Canal Road flyover and Aberdeen Tunnel;
(f) CTB Route 92 on its journeys to Southern District will be diverted via Tung Lo Wan Road, Tai Hang Road flyover, Gloucester Road service road, Canal Road flyover and Aberdeen Tunnel;
(g) CTB Routes 6A and 6X travelling on Queen’s Road East heading for Southern District will be diverted via Queen’s Road East, Canal Road West, Canal Road flyover, Victoria Park Road, Causeway Bay flyover, Gloucester Road service road, Canal Road flyover and Aberdeen Tunnel;
(h) Cross Harbour Tunnel Route 170 from Cross Harbour Tunnel heading for Southern District will be diverted via Gloucester Road service road, Canal Road flyover and Aberdeen Tunnel;
(i) CTB Routes 10, 76 and NWFB Route 15B travelling on Leighton Road westbound heading for Queen’s Road East will be diverted to Wong Nai Chung Road; and
(j) NWFB Route H2 on its journeys to Wan Chai (Morrison Hill Road) will be diverted via Wong Nai Chung Road and terminate at Happy Valley (Lower) Bus Terminus.
(3) Suspension of bus stops
(a) The bus stop on Morrison Hill Road southbound near Sports Road outside HKJC and the bus stop on Leighton Road westbound at junction Wong Nai Chung Road will be suspended from 35 minutes before the start of the last race until traffic resumes normal; and
(b) The bus stop on Wong Nai Chung Road northbound opposite to the main entrance of Public Stands of HKJC will be suspended between one hour prior to the start of the first race and 15 minutes after the first race. The bus stop will be suspended again from 35 minutes before the start of the last race until traffic resumes normal.
(4) Green minibus (GMB) diversions
The following diversions will be implemented from 35 minutes before the start of the last race until traffic resumes normal:
(a) GMB Route 6 on its journeys to Ocean Park / Shouson Hill will be diverted via Leighton Road eastbound and Wong Nai Chung Road;
(b) GMB Routes 4A, 4B, 35M and 36X on their journeys to Southern District will be diverted via Leighton Road, Canal Road West, Canal Road flyover, Victoria Park Road, Causeway Bay flyover, Gloucester Road service road, Canal Road flyover and Aberdeen Tunnel;
(c) GMB Route 28 on its journeys to Baguio Villas will be diverted via Leighton Road westbound, Wong Nai Chung Road, Queen's Road East and Kennedy Road;
(d) GMB Route 36 on its journeys to Ap Lei Chau will be diverted via Leighton Road westbound, Wong Nai Chung Road, Sing Woo Road, Blue Pool Road and Stubbs Road;
(e) GMB Route 39M on its journeys to Ap Lei Chau will be diverted via Percival Street, Leighton Road westbound, Wong Nai Chung Road, Blue Pool Road, Tai Hang Road, Wong Nai Chung Gap Road, Deep Water Bay Road, Nam Fung Road and Wong Chuk Hang Road; and
(f) GMB Route 40 on its journeys to Stanley Village will be diverted via Canal Road East, Leighton Road, Wong Nai Chung Road, Blue Pool Road, Tai Hang Road, Wong Nai Chung Gap Road, Deep Water Bay Road, Nam Fung Road, Wong Chuk Hang Road, Island Road and Repulse Bay Road.
(5) Residents' service (RS) diversions
The following diversions will be implemented from 35 minutes prior to the start of the last race until traffic resumes normal:
(a) RS Route HR36 on its journeys to Ap Lei Chau will be diverted via Percival Street, Sharp Street East, Canal Road East, Canal Road West, Canal Road flyover, Victoria Park Road, Causeway Bay flyover, Gloucester Road service road, Canal Road flyover and Aberdeen Tunnel; and
(b) RS Route HR60 on its journeys to Repulse Bay Road will be diverted via Leighton Road, Wong Nai Chung Road, Queen's Road East and Stubbs Road.
(6) Tram service
(a) From one hour prior to the start of the last race, the tram stop on Wong Nai Chung Road outside Hong Kong Cemetery will be suspended until traffic resumes normal; and
(b) From 30 minutes prior to the start of the last race, up to 30 trams will be permitted to stack outside the entrance of the Public Stands of HKJC on Wong Nai Chung Road to tram terminus in Happy Valley for picking up passengers.
(7) Public light bus service
Public Light Buses will be prohibited to pick up or drop off passengers outside the entrance of Public Stands.
III. Learner Drivers Prohibition
The following arrangements will be implemented between one and a half hours before the start of the first race and one hour after the last race:
(1) Learner drivers will be prohibited from the access to the following roads:
(a) Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;
(b) Village Road between its upper and lower junctions with Shan Kwong Road;
(c) Percival Street between Hennessy Road and Leighton Road;
(d) Canal Road East; and
(e) the service road leading from Gloucester Road to Canal Road flyover.
(2) Learner drivers will be prohibited from left-turning from Caroline Hill Road onto Leighton Road.
IV. Suspension of Parking Spaces
Parking spaces on Wong Nai Chung Road will be suspended during the period from 11.00 am to 7.00 pm for day meetings; from 4.30 pm to 11.59 pm for evening meetings and from 5.00 pm to 11.59 pm for night meetings respectively.
V. Towing of Illegally Parked Vehicles
All vehicles found parked illegally within the precinct of the special traffic arrangements as specified above will be towed away by the Police without prior warning.
VI. Implementation and Enforcement
Appropriate traffic signs will be erected on site to guide motorist. Notices will be put up by the public transport operators to advise passengers of the above temporary arrangements. Road closures, traffic and public transport diversion will be adjusted by the Police at the time depending on traffic situation. Members of the public are advised to use public transport services and avoid driving to the affected areas. Motorists should exercise tolerance and patience in case of traffic congestion, follow the instruction given by the Police; and watch out for the latest traffic news through radios and television.
