New Parking Meter System Trial Scheme –

Implementation of the Field Trial in Sai Kung and Wan Chai


 

                Motorists are advised that the field trial in Sai Kung and Wan Chai under the New Parking Meter System Trial Scheme (the “Trial Scheme”) will be launched from 10 a.m. on 15 August 2017 (Tuesday) and 18 August 2017 (Friday) respectively, which will last until early 2018.

 

A total of 20 new parking meters, including 10 dual-bay parking meters and 10 quad-bay parking meters, covering about 60 parking spaces respectively at No. 94–120 Man Nin Street in Sai Kung and on No.7–9 Oi Kwan Road in Wan Chai will be involved (see Annex I).

 

During the Trial Scheme, new parking meters affixed with an Octopus logo, a Visa payWave logo, a MasterCard Contactless logo and a UnionPay QuickPass logo (see Annex II) will accept the use of contactless credit cards enabled with the Visa payWave, MasterCard Contactless and UnionPay QuickPass function supporting offline payment transaction (hereafter called as “the three types of payment cards”) for payment of parking fee, in addition to Octopus.  Parking meters with no such logos will not accept the use of “the three types of payment cards” for payment of parking fee.

 

Motorists can as usual select parking space, parking time and payment means, and then tap their payment cards on the new parking meters for payment of parking fee by following the instructions shown on the new parking meters.  The mode of operation of the new parking meters, including the charging rates, the period of operation, the longest parking period allowed and vehicle types allowed, will remain unchanged.  However, to prevent motorists from paying parking fee during non-operating period (i.e. the free parking period), the new parking meters will not accept payment of parking fee during this period until 2 hours, 1 hour or half hour (which is equivalent to the longest parking period of the concerned parking meter) prior to the commencement of the operating period.  For example, a “2-hour parking meter” operating from 8:00 a.m. to 12:00 midnight on weekdays will not accept payment of parking fee from 12:00 midnight until 2 hours prior to commencement of its operating period, i.e. 6:00 a.m., which would enable motorists in need to make advance payment of parking fee before the operating period of the parking meter start (i.e. 8:00 a.m.).

 

             Indications will be provided on the kerbside next to the metered parking spaces and at the back of the new parking meters to facilitate motorists in locating the corresponding new parking meters for paying of parking fee (see Annex III).

 

Motorists may call the service hotline of the contractor of TD for enquiries related to the operation of the new parking meters.  The service hotline, which will be displayed on the new parking meters, will commence operation from 15 August 2017.  For other enquiries, please call TD at 2804 2600.
