2.1 Flow Chart for Obtaining a Full Driving Licence

To obtain a full driving licence with test, you should follow the following steps:

If you hold an overseas driving licence and wish to drive in Hong Kong, please read the next section - Driving in Hong Kong for Overseas Driving Licence Holders.

2.2 Apply for a Learner's Driving Licence

You have to apply for a learner's driving licence before you can learn to drive a vehicle (except taxi and special purpose vehicle).

2.2.1 How to apply?

	Private car and light goods vehicle
		Complete an application form TD555  (758KB)
		Submit it to any Licensing Office (Submit it by post or in person or by agent) (Application by post is not applicable if it is your first application for learner's driving licence)
	Motor cycle (first time application)
		Enroll with a designated driving school for a mandatory training course to acquire the basic knowledge and skills to manoeuvre a motor cycle
		Take the written test and the Competence Test (Part B Test)
		To apply for a motor cycle learner's driving licence within two years after passing the Competence Test (Part B Test)
		Complete an application form TD555  (758KB)
		Submit it by post or in person or by agent to any Licensing Office
	Motor cycle (re-application)
		Complete an application form TD555  (758KB)
		Submit it to any Licensing Office by post or in person or by agent
	Commercial vehicles (including articulated vehicle)

		Send the application by post to the Shatin Licensing Office or submit it to the Hong Kong Licensing Office or Kowloon Licensing Office in person or by agent

2.2.2 What to bring?

	Basic documents
		Hong Kong Identity Card or an alternative identity document e.g. a passport
		Payment for learner's driving licence
		A medical certificate (for applicants aged 70 or above)
		Address proof issued within the last 3 months (e.g. water/electricity/gas bill and bank correspondence)
	Additional required documents for motor cycle
		Competence Test (Part B) Pass Certificate (for first time application)
		Road Test (Part C) appointment letter (for re-application)

2.3 Make a Driving Test Appointment

To apply for a driving test form to make a driving test appointment after obtaining the learner's driving licence.

2.3.1 How to apply?

	For driving tests of private car and light goods vehicle
		Complete an application form TD82  (149KB)
		Submit it to Hong Kong Licensing Office or Kowloon Licensing Office by post or in person or by agent
	For driving tests of motor cycle
		Enroll with a designated driving school for a mandatory training course for acquiring the basic knowledge and skills to manoeuvre a motor cycle. Upon completion of the course, the school will arrange the written test and Competence Test (Part B Test) for its students
		After passing the Competence Test (Part B Test), you can make a road test (Part C test) appointment either by yourself or through a designated driving school
		If you wish to apply for the appointment by yourself, you should inform the driving school of this intention and a road test appointment will then be sent to you by the Transport Department by post
	For driving tests of commercial vehicles (including articulated vehicle)
		You may submit the application for driving test of commercial vehicles at the time when you apply for a learner's driving licence for commercial vehicles
		Complete an application form TD321  (172KB)
		Submit it by post to the Shatin Licensing Office

2.3.2 What to bring?

		Hong Kong Identity Card or an alternative identity document e.g. a passport
		Learner's driving licence (except taxi)
		Full driving licence (if applicable)
		Payment for driving test

2.3.3 What is a driving test form?

		The driving test form entitles you to take all parts of a driving test within the validity period of the form which is 18 months. It becomes invalidated if you fail in any part of the driving test. You need to apply for a new driving test form if you wish to take the driving test again.
		The driving test form also becomes invalidated if you fail to attend a driving test under appointment unless:
		(a)  You have given seven clear days' prior notice to the Commissioner for Transport of your inability to attend the test. For the purpose of satisfying the requirement of seven clear days of notice, the day of scheduled test and that day on which the notice is deemed to be given are excluded. In other words, there should be seven days between these two days; or (b)  The Commissioner for Transport is satisfied that you, through circumstances beyond your control, are unable to attend the test.
		A new driving test appointment will be arranged for circumstances under (a) and (b) above provided that the test appointment can be arranged within the 18-month validity period of the driving test form, otherwise you have to apply for a new driving test form.

2.4 Take a Driving Test

	The driving tests for various vehicle classes are different. You must pass all parts of a driving test before you are eligible to apply for a full driving licence.
	Driving test requirements for various vehicle classes are as follows:-

	Private car
		Written test (Part A test) on the Road Users' Code
		Road test (Part B test and Part C test)
	Light goods vehicle
		Written test (Part A test) on the Road Users' Code
		Road test (Part B test and Part C test)
	Motor cycle
		Written test (Part A test) on the Road Users' Code
		Competence test (Part B test) arranged by the designated driving school
		Road test (Part C test)
	Taxi
		Written test on the Road Users' Code, knowledge on locations of Hong Kong and general legal requirements relating to taxi operation
	Other vehicle classes
		Road test

	Once you have passed the written test (Part A test), you will not be required to take the same test again when you apply for the licence of other classes of vehicle.
	If you enroll with a designated driving school established in accordance with the Road Traffic Ordinance (Cap.374), you are required to comply with the school regulations and pass the tests arranged by the school.

2.5 Apply for a Probationary Driving Licence (For Motorcyclists Only)

	Probationary driving licence is only applicable to motorcyclists. A probationary driving licence can be applied within 3 years after passing all parts of the motor cycle driving test.
	There are some special conditions for probationary driving licence at Appendix B. You are advised to read these conditions carefully if you are to apply for such a licence.

2.5.1 How to apply?

2.5.2 What to bring?

		Hong Kong Identity Card or an alternative identity document e.g. a passport
		Original driving test form
		Payment for probationary driving licence
		A medical certificate (for applicants aged 70 or above)

2.6 Apply for a Full Driving Licence

Except for motor cycle and special purpose vehicle, you can apply for a full driving licence within 3 years after passing all parts of the driving test. A motorcyclist can apply for a full driving licence to drive motor cycle within 3 years from the date of his satisfactory completion of the 12-month probationary driving period.

2.6.1 How to apply?

	For all classes of vehicles except special purpose vehicle
		Complete an application form TD557  (787KB)
		Submit it to any Licensing Office by post or in person or by agent
	For special purpose vehicle
		Complete two application forms, TD321  (172KB) and TD557  (787KB)
		Complete a declaration form for special purpose vehicle
		Submit them to any Licensing Office by post or in person or by agent

2.6.2 What to bring?

	For all classes of non-commercial vehicles
		Hong Kong Identity Card or an alternative identity document e.g. a passport
		Original driving test form
		Payment for full driving licence
		A medical certificate (for applicants aged 70 or above)
		Address proof issued within the last 3 months (e.g. water/electricity/gas bill and bank correspondence)
	For all classes of commercial vehicles except special purpose vehicle
		Copy of Hong Kong Permanent Identity Card; or copy of Hong Kong Identity Card and original and copy of a valid travel document (e.g. a passport) showing that the applicant is not subject to any condition of stay other than a limit of stay as defined in section 2(1) of the Immigration Ordinance (Cap. 115) (please refer to FAQ for details)
		Original driving test form
		Payment for full driving licence
		A medical certificate (for applicants aged 70 or above)
		Address proof issued within the last 3 months (e.g. water/electricity/gas bill and bank correspondence)
	For special purpose vehicle
		Copy of Hong Kong Permanent Identity Card; or copy of Hong Kong Identity Card and original and copy of a valid travel document (e.g. a passport) showing that the applicant is not subject to any condition of stay other than a limit of stay as defined in section 2(1) of the Immigration Ordinance (Cap. 115) (please refer to FAQ for details)
		Original and copy of valid full driving licence
		A letter from the employer specifying name and HKID no. of the driver, the vehicle registration number (or movement permit number) and the chassis number of the special purpose vehicle which the applicant will drive
		Original and copy of the vehicle registration document (or movement permit) of the special purpose vehicle
		A letter from the applicant requesting for exemption from a driving test for special purpose vehicle
		A medical certificate (for applicants aged 70 or above)
		Address proof issued within the last 3 months (e.g. water/electricity/gas bill and bank correspondence)
