How to Apply for Vehicle & Driving Licences
You must, first of all, complete the relevant application forms which can be obtained on the Internet. Download forms
The application forms are also available at the enquiry counter of any of the Licensing Offices of Transport Department, the Home Affairs Department Public Enquiry Service Centres, Post Offices and through the 24-hour Enquiry Hotline (852) 2804 2600 to obtain a fax copy.
After you have completed the application form, forward it, together with relevant supporting documents and the appropriate fee, either in person or by post as appropriate, to the licensing offices concerned.

From 19 May 2007, driving licence holders who apply for renewal of full driving licences, probationary driving licences or driving instructors' licences are not required to produce their existing licences. Also, those who apply for driving instructors' licences or international driving permits do not need to produce their full driving licences; |

Do not send cash by post. Crossed cheques/cashier orders for the correct amount of fees should be made payable to the 'The Government of the Hong Kong Special Administrative Region'. Please write down your name, identity document number/vehicle registration mark and daytime contact telephone number on the back of the cheques/cashier orders; |

Make sure that you have settled all moving or parking offence penalties imposed on you or your vehicle; |

If you choose to settle outstanding court fines by cheque, your subsequent application for licensing services to the Transport Department in respect of driving licence, vehicle licence and transfer of vehicle ownership would only be processed 7 working days after the date of payment; |

The Commissioner for transport is not empowered to issue any driving licence or vehicle licence to you if there are any outstanding court orders directing the Commissioner for Transport to refuse to issue the said licence to you; |

If a change occurs in the name, address or identity document of a driving licence holder/registered owner previously provided by the driving licence holder/registered owner to the Commissioner for Transport, the driving licence holder/registered owner shall, within 72 hours of the change, notify the Commissioner for Transport in writing or by submitting the completed Transport Department Form (TD559) with the proof of change. Any person who without reasonable excuse contravenes such requirement commits an offence and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving licence holder/registered owner shall also deliver to the Commissioner for Transport the existing original driving licence (if applicable), original driving instructor's licence (if applicable), original vehicle registration document (if applicable), vehicle licence (if applicable) and Certification of Allocation of Personalized Registration Mark (if applicable) for amendment; |

The Commissioner for Transport may, in processing licensing application, require the applicant to produce address proof (e.g. water/electricity/gas bill and bank correspondence), and may suspend the processing of the application until the production of such proof. Therefore, applicants please bring along with address proof issued within the last three months for presentation as and when requested by officers of Licensing Office; |

With effect from 16 September 2008, applicants are required to produce address proof issued within the last three months (e.g. water/electricity/gas bill and bank correspondence) when applying for the Registration of Vehicle, First Issue of Learner's Driving Licence / Full Driving Licence / Driving Instructor's Licence / Temporary Driving Licence / Vehicle Licence, Renewal of Full Driving Licence / Vehicle Licence, Direct Issue of Full Driving Licence and Change of Address. Transport Department may suspend the processing of the above applications until the production of address proof; and |

For any change of address notified under any Transport Deparment application form, all vehicle/driving licence records of the applicant under the same identity document held by this Department will also be changed. |

Renewal of Full Driving Licence
The 10-year full driving licence issued by the Transport Department from 1997 will expire soon.
To remind licence holders of the expiry of their full driving licences and to faciliate their renewal of licences, the Transport Department will send to the licence holders of a "Full Driving Licence Renewal Notice cum Application Form" before the licence expiry date.
Driving licence can be renewed within 4 months before the expiry date of the current licence or within 3 years after the licence has expired. Application for renewal can be made via the Renewal Notice cum Application Form or by the form TD557 through the following means:
| (a) by post to P.O. Box 69511, Kwun Tong, Kowloon; or | |
| (b) drop boxes in any of the Transport Department Licensing Offices or specified post offices located in 18 districts of Hong Kong |

| (c) in person/by agent over the counters of the Transport Department Licensing Offices, perferably making advanced appointment through Transport Department's Appointment Booking Service either by phone (tel: 3763 8080) or through Internet. | |

Alternatively, renewal can be made through online. Apart from the use of digital certificates, licence holders can also use the 8-digit Renewal Password printed on the TD578, together with the number of their identity document registered with Transport Department, to authenticate their identity from 10 March 2008.
