Special Traffic and Transport Arrangements
for 2008 Olympic Equestrian Events
Notice is hereby given that the following special traffic and transport arrangements will be implemented during the periods as specified below in connection with the holding of 2008 Olympic Equestrian Events:-
I. TRAFFIC ARRANGEMENTS
TSIM SHA TSUI
(A) Restricted zone
Part of the lay-by on Mody Road near Shangri-La Hotel will be temporarily designated as a restricted zone 24 hours daily from 5 August to 12 September 2008. All vehicles, except emergency vehicles, will be prohibited from picking up/ setting down passengers or loading/ unloading of goods within the restricted zone.
SHA TIN
(A) Prohibited Zones
The following road sections will be temporarily designated as prohibited zones from 10.00 a.m. on 8 August to 3.00 a.m. on 22 August 2008. All vehicles, except franchised bus and emergency vehicles, will be prohibited from entering the prohibited zone.
(a) Yuen Wo Road east of Sha Tin Road; and
(b) Shuttle bus terminus outside University Station.
(B) Road Closures
The following road sections will be temporarily closed to all traffic during the periods as specified below:
(a) From 8.00 a.m. on 8 August 2008 to 3.00 a.m. on 22 August 2008
(i) the access road leading from Yuen Wo Road to the parking spaces outside Sha Tin Fire Station.
(b) from about 2 hours before commencement of events to about 1 hour after end of the events on 9, 10, 12 to 19, 21 August 2008
(i) 2 bridge sections connecting the Sha Tin venue and Yuen Wo Road;
(ii) a section of cycle track along Shing Mun River Channel east of Sha Tin Road;
(iii) a section of cycle track outside the Sha Tin venue; and
(iv) a section of cycle track at Yuen Wo Road opposite the Sha Tin venue.
NORTH DISTRICT
(A) Prohibited Zone
Fan Kam Road between Po Kin Road and Lin Tong Mei will be temporarily designated as a prohibited zone from 5.00 a.m. to about 2.00 p.m. on 11 August 2008. All vehicles, except franchised bus and emergency vehicles, will be prohibited from entering the prohibited zone.
(B) Restricted Zones
The following road sections will be temporarily designated as restricted zones during periods on 11 August 2008 as specified. All vehicles, except emergency vehicles, will be prohibited from picking up/ setting down passengers or loading/ unloading of goods within the restricted zones.
(a) From 5:00 a.m. to about 2.00 p.m
(i) Fan Kam Road between Castle Peak Road ˇV Kwu Tung and Po Kin Road;
(ii) Po Kin Road between Fan Kam Road and Pak Wo Road;
(iii) Ching Hiu Road from its junction with Po Kin Road to a point about 400 metres south of the same junction;
(iv) Ping Kong Road from its junction with Po Kin Road to a point about 200 metres south of the same junction; and
(v) Po Ping Road from its junction with Po Kin Road to a point about 200 metres north of the same junction.
(b) From 6:00 a.m. to about 2.00 p.m.
(i) The general loading and unloading bay at the southern kerbside lane on Fanling Station Road outside Fanling Station.
(C) Cycle track and Pedestrian arrangement
The following arrangements will be implemented from 6.00 a.m. to about 2.00 p.m. on 11 August 2008:
(a) Part of the cycle track, adjacent to the general loading and unloading bay at the southern kerbside lane on Fanling Station Road outside Fanling Station, will be converted to a footpath for pedestrian movement; and
(b) The cycle track adjacent to Pak Wo Road between Chi Fuk Circuit and Pak Fuk Tin Sum Playground will be converted into a footpath for pedestrian diversion.
II. TRANSPORT SERVICES
A. Free Shuttle Bus Services
Free shuttle bus services will be provided to serve the spectators between shuttle bus terminus outside University Station and the Sha Tin venue from 2 hours before the commencement of the events to about 1.5 hours after the end of the events on 9, 10, 12 to 19 and 21 August 2008.
Free shuttle bus service will be provided to serve the spectators between Fanling Station Road/Pak Wo Road and the venue in Beas River from 2 hours before the commencement of the events to about 1.5 hours after the end of the events on 11 August 2008.
Arising from the designation of prohibited zone on Fan Kam Road, the Equestrian Company will provide free shuttle service between On Po Village/ Cheung Lek /Tsiu Keng and Sheung Shui Station from 5.00 a.m. to about 2.00 p.m. on 11 August 2008.
B. Rail Services
MTR East Rail Line, Tsuen Wan Line and Kwun Tong Line will extend the operation hours to match the events schedules:
(a) For morning events (the first departure from the terminus)
(i) East Rail Line: about 2.5 hours before the commencement of the events
(ii) Tsuen Wan Line and Kwun Tong Line: about 3 hours before the commencement of the events.
(b) For evening events
(i) East Rail Line: about 1.5 hours after the end of the events
(ii) Tsuen Wan Line and Kwun Tong Line: about 2 hours after the end of the events.
C. Bus Services
(a) Bus stop relocation
The bus stops on Pak Wo Road outside Fanling Station (Wah Ming Estate bound) will be suspended from 6.00 a.m. to about 2.00 p.m. on 11 August 2008. The bus stops for route nos. 70X, 76K, 270A, 273, 273A, 273S, 278P, 278X, 279X, A43 and N270 at the above location will be relocated about 100 metres from the original positions towards Wah Ming Estate .
(b) Bus service truncation
KMB route no.77K (Cheung Wah, Fanling ˇV Yuen Long West) will be truncated to operate between Yuen Long and Lin Tong Mei from 6.00 a.m. to about 2.00 p.m. on 11 August 2008.
D. GMB services
Arising from the designation of prohibited zone on Fan Kam Road, the following arrangements of GMB services will be made from 5.00 a.m. to about 2.00 p.m. on 11 August 2008:
(a) GMB route no. 57K (Sheung Shui Station - Tong Kung Leng) will be suspended; and
(b) GMB route no. 50K (Sheung Shui Station ˇV Hang Tau) will be strengthened.
E. Taxi and Coach Services
As Yuen Wo Road east of Sha Tin Road will be temporarily designated as a prohibited zone, taxi drivers are advised to use the existing taxi stand at Tak Hau Street and coach drivers are advised to use Fung Shun Street outside Wo Che Estate for picking up/setting down activities.
As there is no appropriate location for other vehicles to pick up/set down passengers near the venue and there will be special traffic arrangements thereat, no pick up/set down point of coaches, private cars and taxis will be provided near the North District venue. Taxi drivers are advised to use the existing taxi stand at Fanling Station Road outside Fanling Station and coach drivers are advised to use Pik Fung Road for picking up/setting down activities.
F. Residentsˇ¦ Services
The bus stops of Residentsˇ¦ Service route nos. NR112 (Dawning Views, Fanling to Fung Ying Sin Koon) and Residentsˇ¦ Service route no. NR113 (Avon Park to Fanling Station) will be relocated to the franchised bus stop on Fanling Station Road outside Fanling Station from 6.00 a.m. to about 2.00 p.m. on 11 August 2008.
III. suspension of Taxi Stand
The taxi stand on Pak Wo Road near Fung Ying Seen Koon will be suspended from 6.00 a.m. to about 2.00 p.m. on 11 August 2008.
IV. Suspension of Parking Spaces
The parking spaces at the following locations will be suspended at the periods as specified below:
(a) From 8.00 a.m. on 8 August 2008 to 3.00 a.m. on 22 August 2008
(i) Yuen Wo Road outside Sha Tin Fire Station.
(b) From 6.00 a.m. to about 2.00 p.m. on 11 August 2008
(i) Pak Wo Road near Fung Ying Seen Koon; and
(ii) Fanling Station road outside Fanling Station.
V. Bicycle Parking Spaces Arrangements
The bicycle parking spaces adjacent to Pak Wo Road near Fanling Station and Fanling Highway have been suspended from 4 to 12 August 2008. New spaces are available near Pak Fuk Tin Sum Playground and Chi Fuk Circuit.
VI. ATTENTION AND APPEAL
As special traffic arrangements will be implemented on the roads near the venues, taxis, private cars and coaches cannot access the venues directly. Spectators heading for the venues are advised to travel by rail to the shuttle bus terminus and take the free shuttle buses provided by the Equestrian Company.
The pedestrian and traffic flow near University Station, Fanling Station, the venues and Tsim Sha Tsui may be very busy before and after the events. Members of public are advised to avoid going to the affected areas. If going to the affected areas is necessary, please make use of the public transport services as far as possible.
Motorists are advised to avoid driving to the affected areas. If driving is unavoidable, please plan your driving routes in advance carefully, use alternative routes, and allow more time to cater for unexpected delay. Motorists should exercise tolerance and patience in case of traffic congestion, take heed of instruction of the Police and watch out for the latest traffic news through the media.
If the scheduled event is delayed or postponed due to inclement weather or other unexpected situations, the implementation of the special traffic and transport arrangements will be adjusted accordingly. Members of the public are advised to watch out for announcements by the Transport Department and the Police and the latest traffic and transport news through radio and television broadcast. They can also browse through Transport Department website www.td.gov.hk or call the Departmentˇ¦s Hotline 28042600 and the Equestrian Companyˇ¦s website www.equestrian2008.org and its hotline 2107 9955.
Depending on the prevailing circumstances, other ad-hoc traffic and transport measures, including further closures of roads and traffic diversions etc., may be adopted by the Police at short notice.
The Transport Department would like to appeal to the public for their understanding, cooperation and tolerance on the inconvenience that may be caused by road closures, traffic diversions and management measures in Sha Tin, North and Tsim Sha Tsui districts.
