Special Traffic and Transport Arrangements for

the Flag Raising Ceremony at Wan Chai North, Gymnastic Demonstration at Queen Elizabeth Stadium and Extravaganza of China Olympic Gold Medallists

at the Hong Kong Stadium on 30 August 2008

 

           Advice is hereby given that the following traffic and transport arrangements will be implemented on Saturday, 30 August 2008 to facilitate the following events:

 

(i)                  Flag raising ceremony at Golden Bauhinia Square, Wan Chai North;

(ii)                Gymnastic demonstration held at Queen Elizabeth Stadium; and

(iii)               Extravaganza of China Olympic Gold Medallists held at Hong Kong Stadium.

 

I.                   ROAD CLOSURES AND TRAFFIC DIVERSION

The following traffic arrangements will be implemented during the period of time specified below:

 

Flag Raising Ceremony at Golden Bauhinia Square

A.        From 12.01 a.m. to 11.00 a.m.

 

Road Closure

Expo Drive East north of Expo Drive.

 

Extravaganza of China Olympic Gold Medallists held at Hong Kong Stadium

A.    Traffic arrangements for the commencement of the Extravaganza

 

The following arrangements will be implemented from about 3.00 p.m.:

 

1.          Road closures

 

(a)          Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path, except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed; and

(b)         Hysan Avenue westbound between Sunning Road and Hoi Ping Road.

 

2.          Traffic diversion

 

(a)          Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed to one-way southbound;

(b)         Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed to one-way northbound;

(c)          Traffic cones will be laid on a section of Caroline Hill Road between its western junction with Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;

(d)         Vehicles from Link Road northbound downhill to Caroline Hill Road northbound must turn left onto Leighton Road westbound;

(e)          Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;

(f)           Vehicles on Hysan Avenue westbound between Yun Ping Road and Sunning Road must turn left onto Sunning Road;

(g)          Vehicles leaving the Lee Garden must turn left onto Hysan Avenue;

(h)          Depending on traffic situation, section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound; traffic at Lan Fong Road must turn right and divert via Foo Ming Street and Percival Street; and

(i)            If circumstances required, vehicles on Leighton Road eastbound heading for the Hong Kong Stadium may be permitted to turn right onto Caroline Hill Road.

 

3.   Passenger alighting arrangements

 

Coaches, taxis and private cars will be arranged to set down passengers at the locations specified below:

 

(a) Coaches

:

The drop-off zone for coaches will be at the western kerbside of Caroline Hill Road outside the southern side of South China Athletic Association (SCAA);

 

(b) Taxis

:

The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance; and

 

(c) Private Cars

:

No private car is allowed to drop off passengers outside the main entrance of the Stadium. The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road near the eastern side of the Stadium entrance.

 

 

B.    Traffic arrangements for the conclusion of the Extravaganza

 

All or some of the following traffic arrangements may be implemented from about 6.35 p.m. until crowds have dispersed, if situation warrants:

 

1.      Road closure

 

(a)          Caroline Hill Road;

(b)         Eastern Hospital Road between Stadium Path and Cotton Path;

(c)          Leighton Road may be closed if necessary;

(d)         Link Road northbound downhill will be closed if necessary, except for vehicles heading for Link Road No. 1A, 3, 5 and 7; and

(e)          Hoi Ping Road may be closed.

 

        2.     Traffic diversions

 

(a)          Vehicles from the SCAA car parks and the western exit of Electrical and Mechanical Services Department ("EMSD") workshop may be permitted to turn right onto Caroline Hill Road northbound. Vehicles may also be permitted to leave from the eastern exit of EMSD workshop by turning left onto Caroline Hill Road northbound;

(b)         Vehicles from buildings on Eastern Hospital Road may be permitted to turn right onto Eastern Hospital Road northbound;

(c)          Vehicles on Leighton Road heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road;

(d)         Vehicles will be banned from entering Caroline Hill Road for Link Road at Leighton Road / Caroline Hill Road;

(e)          If Leighton Road is closed, westbound traffic from Causeway Road will be directed onto Irving Street; eastbound traffic from Morrison Hill Road will be diverted via Canal Road West; southbound traffic from Percival Street must turn right onto Leighton Road westbound; and southbound traffic from Canal Road East will be banned from turning left onto Leighton Road; and

(f)           Only coaches and franchised buses of Route 117R will be allowed to enter the Stadium proximity via Caroline Hill Road southbound for stacking purpose. The stacking area for buses of Route 117R will be at Cotton Path. The stacking area for other coaches will be same as the drop off zone and at Eastern Hospital Road and Eastern Hospital Service Road near Wong Fung Ling School.

 

 

II.                PUBLIC TRANSPORT ARRANGEMENTS

 

Flag Raising Ceremony at Golden Bauhinia Square

A.        Suspension of bus terminus

 

The bus terminus at Expo Drive East will be temporarily suspended from 12.01 a.m. to 11.00 a.m.. During that period, the terminal points of CTB Routes 25A, 25C and XHT Route 961 will be temporarily relocated to Wan Chai Ferry Pier Bus Terminus.  

 

Extravaganza of China Olympic Gold Medallists held at Hong Kong Stadium

A.       Public transport arrangements for the commencement of the Extravaganza

 

1.   Bus diversion

 

Citybus Route 5B plying between Kennedy Town and Causeway Bay (circular) will be diverted via Yee Wo Street, Leighton Road westbound, Caroline Hill Road southbound, Eastern Hospital Road, Tung Lo Wan Road, Leighton Road westbound, Pennington Street, and Yee Wo Street westbound before resuming its original routeing.

 

2.   Bus stop arrangements

 

(a)     Temporary bus stops for Route 5B will be provided:

i)      on Leighton Road outside Post Office Recreation Club;

ii)     on Caroline Hill Road outside SCAA;

iii)     on Eastern Hospital Road opposite to Hong Kong Stadium;

iv)     on Eastern Hospital Road opposite to Sir Eills Kadoorie School; and

v)     on Tung Lo Wan Road outside St. Paul's Hospital.

 

(b)  The following bus stop arrangements will be implemented from 3.00 p.m. to 6.00 p.m.:

 

i)               The bus stop of Cross Harbour Routes 601, 680 and 690 at Leighton Road westbound outside Post Office Recreation Club will be temporarily suspended; and

ii)             The bus stop of NWFB Route 23B and CTB Routes 10 and 92 at Leighton Road westbound outside Post Office Recreation Club will be temporarily relocated to outside House No. 54 near Leighton Lane.

 

3.   Green minibus and residents' service diversions

 

               On journeys to Causeway Bay:

 

(a)     Green minibus Route 5 will be diverted via Wong Nai Chung Road and Morrison Hill Road onto Tin Lok Lane before resuming its original routeing; and

 

(b)     Green minibus Routes 14M and 30, and Resident's Service Route HR 51 will be diverted via Wong Nai Chung Road, Morrison Hill Road, Leighton Road and Hysan Avenue onto Yun Ping Road before resuming their original routings.

 

               On journeys to Beverly Hill:-

 

(a)         When the section of Lee Garden Road between Lan Fong Road and Hysan Road is closed by Police, Residents' Service Route HR51 will be diverted via Lan Fong Road/Pak Sha Road, Lee Garden Road, Foo Ming Street, Percival Street and Leighton Road before resuming its original routeing.

 

B.        Public transport arrangements for the conclusion of the Extravaganza

 

1.   Additional bus service

 

Cross Harbour Tunnel Recreation Route 117R (Hong Kong Stadium to Mongkok) will pick up passengers at Cotton Path outside St. Paul's Hospital and will depart when fully loaded or directed by the Police when the road is safe for traffic.

 

2.   Bus diversion

 

Citybus Route 5B on its journey to Causeway Bay will be diverted via Yee Wo Street eastbound, Leighton Road westbound and Pennington Street before resuming its original routeing.

 

3.   Green minibus diversions

 

(a)     Green minibus Route 14M on its journey to Moorsom Road will be diverted via Lee Garden Road, Foo Ming Street, Percival Street, Leighton Road, Wong Nai Chung Road and Broadwood Road before resuming its original routeing.

 

(b)    On journeys to Causeway Bay:

 

(i)      Green minibus Route 5 will be diverted via Wong Nai Chung Road and Morrison Hill Road onto Tin Lok Lane before resuming its original routeing; and

 

(ii)            Green minibus Routes 14M and 30, and Residents' Service Route HR51 will be diverted via Wong Nai Chung Road, Morrison Hill Road, Leighton Road and Hysan Avenue onto Yun Ping Road before resuming their original routings. In addition, when Link Road is closed, Route 14M will be diverted via Tai Hang Road, Fuk Kwan Avenue, Tai Hang Road, Tung Lo Wan Road and Moreton Terrace.

 

III.             LEARNER DRIVER'S PROHIBITION

The following arrangements will be implemented from 2.00 p.m. to 9.00 p.m.:

 

1.   Learner drivers will be prohibited from using the following roads:

(a)          Leighton Road westbound;

(b)         Hysan Avenue;

(c)          Percival Street south of Hennessy Road;

(d)         Caroline Hill Road;

(e)          Link Road;

(f)           Stadium Path;

(g)          Cotton Path;

(h)          Eastern Hospital Road; and

(i)            Eastern Hospital Service Road.

 

2.   Learner drivers will be prohibited from entering Tung Lo Wan Road from Causeway Road.

 

IV.              SUSPENSION OF TAXI STAND AND PARKING SPACES

1.    Suspension of taxi stand

 

The taxi stand at East Expo Drive East will be temporarily suspended from 12.01 a.m. to 11.00 a.m.

 

2.    Suspension of parking spaces

 

(a)     Coach metered parking spaces at Expo Drive East will be temporarily suspended from 12.01 a.m. to 11.00 a.m.

 

(b)     The metered parking spaces and parking spaces for motorcycles at Oi Kwan Road opposite to Queen Elizabeth Stadium will be temporarily suspended from 12.01 a.m. to 2.00 p.m.

 

(c)    All metered parking spaces and on-street car parking spaces at the following roads will be suspended from 2.00 p.m. to 9.00 p.m.:

 

i)              Stadium Path;

ii)             Caroline Hill Road northbound between Stadium Path and Cotton Path;

iii)           Eastern Hospital Service Road;

iv)           Yun Ping Road; and

v)            Hoi Ping Road (including disabled parking spaces).

 

V.                 REMOVAL OF ILLEGALLY PARKED VEHICLES

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above will be towed away by the Police without prior notice.

 

VI.              ENFORCEMENT

Appropriate traffic signs will be erected to guide motorists and notices will be put up by public transport operators to advise passengers of the above temporary arrangements.  Road closures, traffic and public transport diversion will be adjusted by Police at the time depending on traffic conditions in the areas.  Members of the public are advised to use public transport services and avoid driving to the affected areas.  Motorists should exercise tolerance and patience in cases of traffic congestion, follow the instruction of the Police; and watch out for the latest traffic news through media.
