First round

Public Light Bus and Taxi Fuel Subsidy

LPG Subsidy

  • The Government will offer a subsidy of $1 per litre of LPG for public light buses and taxis, for a period of 12 months between 1 July 2020 and 30 June 2021.
     
  • Public light buses and taxis will instantly benefit from the subsidised price when refilling at LPG stations. No registration or application is needed.
     

Diesel / Petrol Subsidy

  • Drivers or operators of diesel public light buses and petrol taxis may apply to the Transport Department (TD) for reimbursement of one-third of their actual fuel costs for diesel/petrol refilling transactions between 1 July 2020 and 30 June 2021.

Second round

One-off subsidy to the passenger service license (PSL) holders of green minibus (GMB)

  • Provide a one-off non-accountable subsidy of HK$30,000 per GMB to the PSL holders who have been approved to operate relevant packages of the GMB routes.
     
  • The Transport Department issued a letter on 28 April 2020 to inform all the eligible GMB PSL holders of the detailed arrangements of the subsidy (click here for the details). The subsidy will be disbursed to the applicant within one month upon the receipt and verification of the application by the Transport Department.
     

Wages subsidy to GMB operators in respect of hiring each eligible employee who aged 65 or above

  • To provide a monthly subsidy of HK$6,000 to GMB operators in respect of hiring each eligible employee aged 65 or above who have not applied for wage subsidies under “Employment Support Scheme” (i.e. the employee who have no Mandatory Provident Fund account or did not participate in MPF-exempted Occupational Retirement Schemes Ordinance Scheme in the specified month), for a period of 6 months (from June to November 2020), for the purpose to support the GMB operators of salary payment. The subsidy will be disbursed in two tranches.
     

First tranche of the subsidy:

  • The application of first tranche of the subsidy (from June to August 2020) has been closed on 7 July 2020. The employers with approved wage subsidy in the first tranche are required to submit the records of salary payments to eligible staff during the first tranche of subsidy period (June to August 2020) and the corresponding Report of Actual Salaries Paid to TD before 30 September 2020 or at the time when they apply for the second tranche of the subsidy.

Second tranche of the subsidy:

  • The Transport Department issued a letter on 7 September 2020 to inform all the eligible GMB operators of the detailed arrangements of the second tranche subsidy (click here for details of the application guideline and application form (with the List of Employees)). The application period of the second tranche of the subsidy would be from 7 September to 7 October 2020. It is expected that the subsidy will be disbursed to the applicant through autopay in about two to three weeks upon completion of verification process by the TD. The subsidy can subsidise the GMB operators for the payment of staff wages from September to November 2020.
     

One-off subsidy to the registered vehicle owners of taxis and red minibuses (RMBs)

  • The registered vehicle owners who hold the vehicle licence(s) of taxi(s) or RMB(s) as at day-end of 8 April 2020 are eligible for a one-off non-accountable subsidy of HK$30,000. In any circumstance, the subsidy will be provided to each licensed taxi and RMB once only.

Subsidy to taxi or RMB drivers

  • Provide a monthly subsidy of HK$6,000 for each eligible active taxi or RMB driver for a period of 6 months. For those taxi and RMB drivers who may not fully meet the eligibility requirements of an active driver but able to fulfill certain requirements, the Transport Department will assist such drivers by way of disbursement of a lump sum of HK$7,500. Eligible active taxi or RMB drivers can submit application of the subsidy from 17 June to 30 September 2020**.

Application Method of Diesel/Petrol Subsidy

1. Payment Made at Filling Stations
  • Staff of filling stations will immediately issue a completed "Fuel Refilling Form" and a chopped refilling receipt to public light bus/taxi drivers after refilling.
  • Applicants should submit to TD:
    i. Completed Application Form for Fuel Subsidy (Click here to download the Application Form for Fuel Subsidy);
    ii. Original Refilling Receipt(s);
    iii. Original "Fuel Refilling Form(s)" (Click here for the "Fuel Refilling Form" sample).
     
2. Monthly Settlement with Oil Companies' Fleet Cards
  • Oil companies will issue monthly statements of fleet cards as usual or issue "Transaction Certificates" to customers.
  • Applicants should submit to TD:
    i. Completed Application Form for Fuel Subsidy (Click here to download the Application Form for Fuel Subsidy)
    ii. Monthly Statement(s) of Fleet Cards or original "Transaction Certificate(s)" issued by oil companies
  • Regardless of your payment method (i.e. whether you make payments at filling stations or settle payments monthly with your fleet cards), upon completion of the vetting process, reimbursement will be made by auto-pay and applicants will be notified of the results in writing. Upon receipt of applications with all necessary information provided, TD will take about two months to complete the reimbursement procedure.

Points-to-note for Diesel/Petrol Subsidy

Application Documents
1. Application Forms can be obtained at Licensing Offices of TD and Home Affairs Enquiry Centres of the Home Affairs Department, or downloaded here. Applicants can make copies of the Application Form if necessary.
 
2. If you pay at filling stations, please check the following carefully before you leave:
  • "Fuel Refilling Form" is duly completed with basic information such as vehicle registration number and refilling amount, etc.
  • "Fuel Refilling Form" and refilling receipt are affixed with a dedicated chop for fuel subsidy.
  • If there are any problems, please ask the staff to rectify it immediately.
     
3. "Fuel Refilling Forms" and chopped refilling receipts will only be issued after fuel refill. Oil companies will not re-issue these documents. Drivers/operators should keep the forms and receipts properly.
 
4. TD does not accept transactions using fleet cards with no vehicle registration number for fuel subsidy application. Please contact oil companies for issuance of fleet cards marked with vehicle registration numbers if necessary.
 
5. If you submit "Transaction Certificates" issued by oil companies, please include relevant supporting documents showing the transaction amounts.
 
6. Please note that all application documents will not be returned. You may make copies of them as necessary.

 

First Applications
7. For first applications, applicants (except green minibus operators) should also submit copies of Hong Kong Identity Cards and Driver Identity Plates/Passenger Service Licenses (for applications in the name of a person) or Certificates of Incorporation (for applications in the name of a company), as well as copies of bank passbooks or bank statements, for verification of applicants' particulars and bank account information.
 
8. For applicants who are green minibus operators, they should submit copies of Passenger Service Licenses. TD only accepts applications from holders of Passenger Service Licenses.

 

Completion and Submission of Application Forms
9. Applicants should submit applications to TD on or before 31 August 2021. Late submissions will not be considered.
 
10. Applicants may submit fuel subsidy applications to TD on a regular basis (e.g. quarterly, monthly or biweekly) as needed. Please note that refilling receipts will fade over time. Applications for transactions with faded or illegible receipts cannot be processed. Please avoid using adhesive tape or alcohol spray on receipts.
 
11. For each submission, applicants may apply for reimbursements relating to transactions with different oil companies using one Application Form.

Points-to-note

 

The Transport Department has issued letters in early May 2020 to remind registered owners who did not hold a valid vehicle licence of the taxis or RMBs as at day-end of 8 April 2020 that the registered owners have to renew the vehicle licence(s) successfully on or before 7 July 2020. Vehicle licence renewed after 7 July 2020 is not eligible for the subsidy unless the Transport Department's prior agreement has been sought. If the registered vehicle owners have successfully renewed the subject vehicle licences on or before 7 July 2020, the Transport Department will notify them in due course to submit registrations for the collection of subsidy.

 

Taxi or RMB drivers

 

Eligibility

Eligibility requirements include the 3 items below:

Eligibility requirement Details
1. Hold a valid taxi or public light bus ("PLB") driver identity plate The applicant:
  1. must hold a valid taxi or PLB driver identity plate during the period between 1 January 2020 and 31 March 2020; or
  2. who holds a valid taxi or PLB driver identity plate during the period between 1 April 2020 and 7 May 2020 should also hold a taxi or PLB driver identity plate issued on or before 5 October 2018.
2. Valid rental agreement or declarations during the period between 1 January and 31 March 2020

The applicant must have a valid rental agreement or declarations (If the applicant is both the driver and owner of the vehicle, he/she must also provide such declarations) by drivers and owners in respect of vehicle rental for one month during the period between 1 January 2020 and 31 March 2020, in order to prove that the applicants had rented and driven the taxis/RMBs for at least 8 days1;

Note1 The days must fall between 1 January and 31 March 2020 and within the same month. Each registered vehicle owner with valid taxi or RMB vehicle licence(s) can only sign such declarations for up to 4 drivers during this period.

3. Valid rental agreement or declarations during the period between 1 April and 30 September 2020

The applicant must provide a valid rental agreement or declarations (If the applicant is both the driver and owner of the vehicle, he/she must also provide such declarations) by drivers and owners in respect of vehicle rental for one month during the following period between:

  • Phase 1: 1 April and 30 June 2020; and
  • Phase 2: 1 July and 30 September 2020.
at the time of the application for the subsidy, in order to prove that the applicants had rented and driven the taxis/RMBs for at least 12 days2.

 

If the applicant can only submit the valid rental agreement or declarations for one of the phases, TD will disburse a monthly subsidy of HK$6,000 for each eligible active taxi or RMB driver for a period of 3 months.

The applicant can apply two phases of disbursement together, or either one of phases in advance.

Note2 For both periods from 1 April to 30 June 2020 and from 1 July to 30 September 2020, the number of days must fall within the same month. Each registered vehicle owner with valid taxi or RMB vehicle licence(s) can only sign such declarations for up to 4 drivers during this period.

For the applicants, who meet the 3 eligibility requirements above, can apply for a monthly subsidy of HK$6,000 for a period of 6 months (From 1 April 2020 to 30 September 2020).

For the applicants, who only meet the eligibility requirements (1) and (2) above, can apply for a lump sum of HK$7,500.

Points-to-note

 

1. If the applicant is both a taxi driver and a red minibus driver, the applicant can only submit one application under the Subsidy to Taxi or Red Minibus Drivers scheme. In other words, the applicant cannot submit applications in the capacity of both taxi driver and red minibus driver.
 
2. If the applicant owns more than one taxi/ public light bus driver identity plates, the driver is only required to complete the registration for Subsidy to Taxi or Red Minibus Drivers once.
 
3. The following persons are not eligible to submit registration for Subsidy to Taxi or Red Minibus Drivers:

(i) Freelancers who provide school bus services as school bus drivers, school private light bus drivers and escorts (commonly known as "nannies" ) and are applying or have applied for the subsidy under the "School Bus Service Providers Subsidy Scheme" of the Education Bureau; and

(ii) Freelancers who are tour service coach drivers and are applying or have applied for the subsidy under "Tour Service Coach Drivers (Mainly Serving Tourists) Support Scheme" of Tourism Commission.


4. Each registered vehicle owner with valid taxi or RMB vehicle licence(s) can only sign such declarations for up to 4 drivers during the three periods:

(i) between 1 January 2020 and 31 March 2020;

(ii) between 1 April and 30 June 2020; and

(iii) between 1 July and 30 September 2020 respectively.


5. Samples of declarations by drivers and owners on a valid rental agreement and declarations by owner-driver, are prepared for applicants' reference. Samples of declarations by drivers and owners on a valid rental agreement:

6. After TD has verified the submission, the subsidy will be disbursed to the local bank account provided in the online registration through autopay in about 1 month.
 
7. According to the monitoring and assessment mechanism of Transport Department, if an applicant registers for:

(i) a monthly subsidy of $6,000 for a period of six months from 1 April 2020 to 30 September 2020; or
(ii) a monthly subsidy of $6,000 for a period of three months from 1 July 2020 to 30 September 2020,
The applicant must retain the fuel expenses in respect of the period from July to September 2020, including those for gas (liquefied petroleum gas) or petrol (petrol or diesel) refill, for the TD's checking.
