Sixth round

One-off subsidy to the passenger service license (PSL) holders of green minibus (GMB)

  • Provide a one-off non-accountable subsidy of HK$30,000 per GMB to the PSL holders who have been approved to operate relevant packages of the GMB routes.
  • The Transport Department (TD) issued a letter on 28 February 2022 to inform all the eligible GMB PSL holders of the detailed arrangements of the subsidy (click here for the details). The subsidy will be disbursed to the applicant within one month upon the verification of the application by the Transport Department.

 

One-off subsidy to the registered vehicle owners of taxis and red minibuses (RMBs)

  • The registered vehicle owners who hold the vehicle licence(s) of taxi(s) or RMB(s) as at day-end of 15 February 2022 are eligible for a one-off non-accountable subsidy of HK$30,000. In any circumstance, the subsidy will be provided to each licensed taxi and RMB once only.

Public Light Bus and Taxi Fuel Subsidy

Liquefied Petroleum Gas (LPG) Subsidy
  • For a five-month period between 1 May and 30 September 2022, the Government will offer a subsidy of $2 per litre of LPG for public light buses and taxis.
  • Public light buses and taxis will instantly benefit from the subsidised price when refilling at LPG stations. No registration or application is needed.
Diesel / Petrol Subsidy
  • Drivers or operators of diesel public light buses and petrol taxis may apply to TD for reimbursement of 40% of their actual fuel costs for diesel/petrol refilling transactions for a five-month period between 1 May 2022 and 30 September 2022.
  • Transaction dates are based on the dates shown on receipts, monthly statements or "Transaction Certificates" issued by oil companies.

Application Arrangements under the Sixth Round of the Anti-epidemic Fund

The GMB PSL holders

(i)

The applicant must provide the full name of the holder of the "passenger service licence of public light bus (scheduled) service", the passenger service licence number, the number of approved GMBs under the passenger service licence as at 15 February 2022 applying for subsidies and the relevant Vehicle Registration Marks (VRMs), bank account particulars, contact method etc. on the application form. The application form must be signed by the holder or the authorized person of the holder of the "passenger service licence of public light bus (scheduled) service, such authorized person must be same as the record stored in the Public Vehicle Unit of Transport Department. Then, the applicant should attach a copy of a bank passbook or bank statement indicating the bank account particulars and send to Transport Department by post with the address sticker.

(ii)

One application form is for one GMB service package of the passenger service license holder only.

(iii)

If some of the GMBs under the passenger service licence as at 15 February 2022 do not have valid vehicle licenses and certificates ("unlicensed vehicles"), the applicant may submit application in respect of those GMBs with valid vehicle licenses and certificates. If the vehicle licenses and certificates for the unlicensed vehicles are successfully renewed by 14 February 2023, the applicant can submit another application in respect of the vehicles concerned.

(iv)

The local bank account for subsidy disbursement must be under the name of the holder of the passenger service license. For passenger service license held by a company, the bank account must be under name of the company.

(v)

The applicant must provide the email address and the local mobile telephone number on the application form. The Transport Department will acknowledge the receipt of the application by email.

(vi)

Upon completion of the verification by the Transport Department, the subsidy will be disbursed to the applicant's local bank account through autopay within one month. Remittance advice will be provided after payment of the subsidy by SMS or email.

The registered vehicle owners of taxis and red minibuses (RMBs)

Eligibility

The registration arrangements

(i) Please prepare the following documents and information before you start the registration:

(ii) The registration for the subsidy must be submitted by the eligible registered owner of taxi(s) or RMB(s). In the case of a company / an organisation, the registration should be submitted by a person nominated and authorised by the company / organisation.

(iii) If the person owns more than one taxi and/or RMB eligible for the subsidy, it is only required to provide the vehicle information of any one of the eligible taxis or RMBs.

(iv) The local bank account for collecting the subsidy cannot be changed after the registration is successfully completed. Therefore, please provide correct bank account information.

(v) After submission of all the information required in the registration, the online system will issue the Registration Reference Number instantly, which will be displayed on the screen. Please record the Registration Reference Number or print the page showing the Registration Reference Number for future enquiries.

(vi) After receipt of the registration and completion of checking by the Transport Department, the subsidy will be disbursed to the designated local bank account provided in the registration through autopay in about one to two months. After disbursement of the subsidy, remittance advice will be provided according to the channel (by email or SMS) selected during the registration.

Note: Under the sixth round of the Anti-epidemic Fund, the subsidy will be provided to each taxi and RMB once only.

Points-to-note for Diesel/Petrol Subsidy

Application Documents
1. Application Forms can be obtained at Licensing Offices of TD, or downloaded here. Applicants can make copies of the Application Form if necessary.

2. If you pay at filling stations, please check the following carefully before you leave:
3. "Fuel Refilling Forms" and chopped refilling receipts will only be issued after fuel refill. Oil companies will not re-issue these documents. Drivers/operators should keep the forms and receipts properly.

4. TD does not accept transactions using fleet cards with no vehicle registration number for fuel subsidy application. Please contact oil companies for issuance of fleet cards marked with vehicle registration numbers if necessary.

5. If you submit "Transaction Certificates" issued by oil companies, please include relevant supporting documents showing the transaction amounts.

6. Please note that all application documents will not be returned. You may make copies of them as necessary.

First Applications
7. For first applications, applicants (except green minibus operators) should also submit copies of Hong Kong Identity Cards and Driver Identity Plates/Passenger Service Licenses (for applications in the name of a person) or Certificates of Incorporation (for applications in the name of a company), as well as copies of bank passbooks or bank statements, for verification of applicants' particulars and bank account information.

8. For applicants who are green minibus operators, they should submit copies of Passenger Service Licenses. TD only accepts applications from holders of Passenger Service Licenses.

Completion and Submission of Application Forms
9. As the Government has extended the PLB and Taxi Fuel Subsidy for another three months till 31 December 2022, applicants should submit applications to TD on or before 28 February 2023. Late submissions will not be considered.

10. Applicants may submit applications to TD on a regular basis (e.g. quarterly, monthly or biweekly) as needed. Please note that refilling receipts will fade over time. Applications for transactions with faded or illegible receipts cannot be processed. Please avoid using adhesive tape or alcohol spray on receipts.

11. For each submission, applicants may apply for reimbursements relating to transactions with different oil companies using one Application Form.
