The TD announced in September 2025 that 600 new Hong Kong quotas will be allocated in accordance with the arrangement agreed between the governments of Hong Kong and Macao, of which half of them are for company applicants while the other half are for individual applicants. They are valid for no more than three years until 23 November 2028. The eligibility criteria for quota application remain unchanged. The application details are as follows.

The registered owner of the Hong Kong private car MUST be:
- A registered company applicant in Hong Kong; or
- A company registered in Macao which is associated with the company applicant registered in Hong Kong; or
- The director of the company applicant registered in Hong Kong.

To apply in the name of a registered company, the company applicant should authorise a Hong Kong resident to submit the application along with the company's authorisation letter. If the director of the company is the registered owner of the vehicle, he / she should be the authorised person to submit the application. However, he / she is NOT allowed to submit another application under the Individual Quota category in his / her individual name. If the director is a body corporate (e.g. a registered company), that body corporate is NOT allowed to submit another application under the Company Quota category.
The applicant's Hong Kong private car must be registered in Hong Kong and have a valid vehicle licence.
The applicant's Hong Kong private car must be a non-commercial private car (i.e. a private car not holding a valid hire car permit).
Since May 2024, the TD has simplified some of the application documents required for applying for Hong Kong Quotas, which include eliminating the documentation required to prove the relationship between the applicant and the designated driver, as well as tax proves required for companies applying under the Company Quota. The TD may request the applicant to provide the aforementioned documents/ information when necessary during the application period and the quota validity period, and also reserves the right to finalise the assessment of the application.

B. Eligibility of Designated Drivers

Hong Kong private cars using the HZMB must complete all formalities as required by the three government authorities, including the licensing requirements of Hong Kong and Macao government authorities and filing record requirements of the Mainland government authorities.
Under the principle of territoriality, the Main Bridge of the HZMB located in Mainland waters will be governed by Mainland laws. To facilitate the usage of the HZMB by Hong Kong vehicles, Mainland government authorities have waived the requirement for Hong Kong vehicles and drivers to obtain Mainland formal licences. However, filing records formalities are required for the issuance of electronic temporary vehicle and driving licences. To facilitate the application process, the TD will coordinate the filing records formalities. Applicants are required to purchase and submit the Mainland Compulsory Traffic Accident Liability Insurance for motor vehicles to the TD for filing records. Insurances can be purchased at a later stage after the applicant's quota eligibility is established.
The TD will pass the information of Mainland Compulsory Traffic Accident Liability Insurance submitted by the applicants to the Mainland government authorities for filing records. Generally, the validity period of the filing records (the "filing records validity period") will be aligned with the expiry date of the Compulsory Traffic Accident Liability Insurance and shall not exceed one year. If the quota vehicle continues to access the Hong Kong-Zhuhai-Macao Bridge after the expiry of the filing records validity period, the quota holder may be liable for potential legal responsibilities. Therefore, quota holders are recommended to submit the latest Compulsory Traffic Accident Liability Insurance to the TD as soon as possible after the expiry of the filing records validity period to facilitate the TD to process the extension of the filing records validity period for the quota vehicle.
According to the Provisions on the Application for and Use of Driving Licences (Order Nos. 90 and 139, Ministry of Public Security, the People's Republic of China), drivers will no longer be able to apply for temporary driving licences upon reaching the age of 70. Consequently, Hong Kong drivers who intend to drive across the HZMB after turning 70 must obtain a full Mainland driving licence before reaching the age of 70 and comply with relevant requirements.
The application fees for the formalities as required by the Macao and Mainland government authorities are set by relevant authorities. Applicants are advised to make enquiries to relevant authorities on the required procedures and fees to obtain up-to-date information.

D. Application Procedures
The TD will coordinate the applications of Hong Kong and Macao licences and filing records formalities of the Mainland government authorities. With the applicant's consent, the TD will pass the information of the applicant, vehicle and driver(s) to the Macao and Mainland government authorities for application and filing record purposes. Applications will be processed by the three government authorities separately.
The application procedures are summarized in the flow chart and further elaborated in the detailed application procedures below.

Step 1: Make Ballot Registration to the TD
Eligible parties may register for balloting for the Hong Kong Quotas through the GovHK website (www.gov.hk/regularquotahkpctomacao) from 9am on 29 September 2025 to 5.15pm on 10 October 2025. Applicants MUST have already met the eligibility criteria for application on or before the ballot registration deadline and fill in the reference numbers of their supporting documents (such as Macao Business Registration number or Non-resident Worker's Identification Card number issued by the Macao Public Security Police Force, etc.) at the ballot registration. The applicant MUST submit supporting documents and other required application materials within the specified timeframe to prove their eligibility at a later stage (see Point 1 of Important Notes). Otherwise, their application will not be processed. Each applicant is allowed to submit ONE ballot registration in one of the quota categories only. Submitting more than one ballot registration will result in disqualification. Existing quota holders of Hong Kong quotas launched in April 2023, September 2023, November 2023, July 2024, October 2024 and March 2025 are not allowed to submit registration in the current round of ballot registration.

Step 2: Quota Allocation
In the event that the number of ballot registration exceeds the available quotas, a ballot will be conducted to determine the order in which applications will be processed. The ballot results will be uploaded to this website after balloting. The TD will invite applicants to submit supporting documents and other required application materials according to their balloted orders.

Step 3: Submit Closed Road Permit (CRP) application to the TD
Applicants receiving invitation from the TD are required to apply for CRPs (in person, by agent, by post or drop-in-box) with the CRP application form, all supporting documents and other required application materials (as stipulated in Section A) within the specified timeframe. Applications that are not submitted within the deadline AND / OR without ALL required documents will not be processed. The application will only be considered successful upon approval from all three governments of Hong Kong, Macao and the Mainland.

Step 4: Make applications with the Macao Customs Service for collecting and displaying labels and permits issued by Macao government authorities
After obtaining CRP from the TD, applicants, as required by the Macao government authorities, should make appointment with the Macao Customs Service during the quota validity period and before departing for Macao via the HZMB for the first time, for collecting and displaying the Electronic Label (RFID) and permits issued by the Macao government authorities upon arrival at the Macao Port. Macao Customs Service will contact the applicants directly for relevant arrangements.
Hong Kong cross boundary private cars holding Hong Kong regular quotas are not allowed to hold Macao car plates, otherwise they may incur corresponding legal liabilities.
Important Note During the quota validity period, if there is any information change of the vehicle registration document which was submitted in Hong Kong – Macao regular quota application, including but not limited to particular of registered vehicle owner or vehicle information (color, engine number or chassis number / vehicle identification number etc), the quota holder must inform TD (Cross Boundary Unit) and submit all required documents for the governments of Guangdong, Hong Kong and Macao to process the change. Otherwise, the vehicle concerned may not be allowed to enter HZMB Hong Kong Port and Macao city centre by the law enforcement agency of the three governments.
