The TD announced in 1 May 2026 that the 500 Hong Kong expired quotas allocated from April 2023 would be reopen for application together with 900 new Hong Kong quotas in accordance with the arrangement agreed between the governments of Hong Kong and Macao. The 1 400 Hong Kong quotas include 1 000 Quotas with Eligibility and 400 Open Quota. They are valid for no more than three years until 12 July 2029. The details are as follows.

A. Eligibility for Quota Application
Applicants must fulfill the application eligibility under respective Quota Category as at the ballot registration deadline. Each applicant is allowed to submit ONE ballot registration in one of the four categories, namely "Quotas with Eligibility" (Individual), "Quotas with Eligibility" (Company), "Open Quotas" (Individual) or "Open Quotas" (Company) only. Submitting more than one ballot registration (including but not limited to repeated registrations within the same category or registrations in more than one category) will result in disqualification in all of the registrations.

Step 1: Submit ballot registration through the GovHK website |
Eligible parties may register for balloting through the GovHK website from 9am on 7 May 2026 to 5.15pm on 20 May 2026. Points to Note: · Each applicant is allowed to submit ONE ballot registration in one of the four categories, namely "Quotas with Eligibility" (Individual), "Quotas with Eligibility" (Company), "Open Quotas" (Individual) or "Open Quotas" (Company) only. Submitting more than one ballot registrations will result in disqualification in all of the registrations. · Any individual or company can only hold one quota at any given time. Existing quota holders of Hong Kong quotas launched in September 2023, November 2023, July 2024, October 2024, March 2025 and November 2025 are not allowed to submit registration in the current round of ballot registration. Nevertheless, existing quota holders of Hong Kong quotas launched in September 2023, November 2023, July 2024, October 2024, March 2025 and November 2025 could submit registration(s) in the future round(s) of new quota(s) which will be valid after the expiry of their existing quota, and have to fulfill the application requirements under the future round(s) of new quota(s) by then. · The applicant should submit supporting documents as required to prove that the eligibility criteria for application has already been met on or before the ballot registration deadline. If the applicant cannot provide all supporting documents and other required application materials within the specified timeframe as requested by the TD, the application will not be processed. · The TD will contact applicant through the email address, Hong Kong correspondence address and Hong Kong mobile phone number (via email, letter, phone call or SMS) as provided on GovHK. Please make sure that the information is accurately provided such that any correspondences in relation to this ballot registration and future application (if balloted and being invited to submit an application in the future) can duly reach applicant. · Unless under special circumstances of which the vehicle is severely damaged in traffic accident or that the vehicle is missing, etc., the vehicle information provided by the applicant on GovHK for ballot registration MUST correspond to the vehicle information provided in the application for Closed Road Permit, should the applicant be invited to submit one in the future. · The applicant will be allocated with a ballot registration number once the ballot registration is submitted. Since the number of quotas is limited and its takes time to vet applications, the allocation of a ballot registration number to an applicant does not imply that the application is successful. · The applicant has to complete any transfer of vehicle ownership, registration and licensing of vehicle or renewal of vehicle licence at least one working day before the ballot registration deadline. The TD is not liable to any applicants who fail to complete the relevant formalities on time and consequently, could not use the vehicle registered under their names to submit ballot registration before the deadline. |

Step 4: Applicants to make appointments to collect required labels and permits |
1. After obtaining Closed Road Permit from the TD, applicants, as required by the Macao government authorities, should make appointment with the Macao Customs Service during the quota validity period and before departing for Macao via the HZMB for the first time, for collecting and displaying the Electronic Label (RFID) and permits issued by the Macao government authorities upon arrival at the Macao Port. 2. Macao Customs Service will contact the applicants directly for relevant arrangements. Points to Note: · During the quota validity period, if there is any information change of the vehicle registration document which was submitted in Hong Kong quota application, including but not limited to particular of registered vehicle owner or vehicle information (color, engine number or chassis number / vehicle identification number etc), the quota holder must inform TD (Cross Boundary Unit) and submit all required documents for the governments of the Mainland, Hong Kong and Macao to process the change. Otherwise, the vehicle concerned may not be allowed to enter HZMB Hong Kong Port and Macao city centre by the law enforcement agencies of the three governments. If the TD receives notification from the relevant authorities of the Macao SAR Government that any particulars of the quota vehicles, when accessing Macao city centre, are inconsistent with its approved record, the TD may consider revoking the Closed Road Permit issued to quota vehicle concerned upon verification.· The TD may require the Closed Road Permit holders to provide supporting documents for checking their eligibilites for Quota Application during the quota validity period. If the holder does not meet the eligibilities, the TD may consider revoking the Closed Road Permit issued to relevant quota vehicle's upon verification. |
