Invitation to Applications for Group 1 (Private Cars and Light Goods Vehicles) Private Driving Instructors' Licences

1. Notice is hereby given to invite applications for Group 1 (Private Cars and Light Goods Vehicles) Private Driving Instructors' Licences. The number of licences proposed to be issued is 169.
 

Applicant's Qualifications

2. Any person who meets the following criteria will be eligible for application:
 
 
(a) is the holder of a valid full driving licence to drive vehicle classes 1 and 2 (private car and light goods vehicle) and has held such driving licence for a period of at least 3 years immediately preceding the date of his/her application;
 
  and
 
(b) has not been convicted of any offence under section 36, 36A, 39, 39A, 39B, 39C, 39J, 39K, 39L, 39O(1) or 39S of the Road Traffic Ordinance (Cap. 374) during the 5 years immediately preceding the date of his/her application;
 
 
 
and
 
(c) is the holder of a Hong Kong Permanent Identity Card; or the holder of a Hong Kong Identity Card (other than a Hong Kong Permanent Identity Card) and is not subject to any condition of stay (other than a limit of stay as defined under section 2 (1) of the Immigration Ordinance (Cap. 115)).
 

Obtaining and Submission of Application Form

3. The application period is from 27 November to 11 December 2020. Application form (TD560) and Guidance Notes for Applicants (TD564B) can be downloaded from the Transport Department website (https://www.td.gov.hk) or obtained at the following locations during the application period:
 
 
(a) Transport Department Driving Services Section

4. Xeroxed copies of the application form can also be used by applicants for filling in all the required information and subsequently submitting their applications.
 
5. Applicants can, within the application period, submit their completed application forms by post to the following address or by hand to the collection box at the following location during office hours (from 9.00 am to 5.00 pm, Mondays to Fridays):

Deadline for Application

6. Applications must be submitted during the period from 27 November 2020 to 11 December 2020.
 
7. Deadline for application is 11 December 2020. For applications submitted by post, the postmark date will be regarded as the date of application. For application submitted by hand to the collection box of Driving Services Section, the deadline for application is 5.00 pm on 11 December 2020. Applications submitted before or after the application period will not be accepted. Applications submitted by post with postmark date before or after the application period will also not be accepted. If tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions” after super typhoons is/are in force at any time between noon and 5pm on December 11, the closing date for application will be extended to the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the “extreme conditions” after super typhoons has/have ceased to be in force, and the closing time for application submitted by hand to the collection box will be postponed to 5pm on that day.
 
8. An acknowledgement letter will be issued to the applicant after receipt of the application.
 

Fees

9. The application form and submission of the form are free.
 

Balloting

10. If the number of applications exceeds the total number of 169 Group 1 Private Driving Instructors' Licences proposed to be issued, the Transport Department will hold a ballot to determine the order of applications to be dealt with and verify the eligibility of the applicants according to the balloted order numbers. The scheduled date and details of the ballot will be announced later.
 
11. Balloted order numbers allotted to an applicant should not be deemed as meaning that an applicant has fulfilled all the qualification requirements of the application.
 

Tests

12. Applicants who meet the qualifications stipulated in paragraph 2 above will be invited to take the Private Driving Instructor's test according to their balloted order numbers until the number of Group 1 Private Driving Instructors' Licences proposed to be issued in this exercise is completely filled, and the applications of those applicants who have not been invited for the tests will also be voided. For applicants who fail to meet the qualifications stipulated in paragraph 2 above when their applications are being dealt with according to the ballot order, the Transport Department will notify them in writing that they failed to meet the qualification requirements and will not further proceed their applications.
 
13. Group 1 Private Driving Instructor's test is divided into two parts: the written test and the road test. Only applicants who pass the written test will be invited to the road test.
