Chapter 1 Introduction
Lantau Closed Road Permit
The section of Tung Chung Road (south of Shek Mun Kap Road) and all roads on South Lantau are designated as closed roads. Motorists who wish to access Tung Chung Road or roads on South Lantau are required to hold a valid "Lantau Closed Road Permit" (LCRP) and to fully comply with the conditions of issue as stated on the LCRP and the approval letter. According to the law, motorists will be prosecuted for driving on closed roads without a valid permit.
Residents and business operators on South Lantau and those with genuine operation and business needs to access South Lantau may apply for a non-temporary or temporary LCRP using the application form TD348. The Transport Department will consider the application by assessing the nature and reason(s) of the application and the supporting documents submitted. There are currently two types of LCRPs: non-temporary and temporary. In general, non-temporary LCRPs are issued to residents and business operators on South Lantau and temporary LCRPs to those with genuine needs to temporarily access South Lantau. Each residential/commercial unit on South Lantau may apply for one LCRP only. Subject to genuine needs and sufficient grounds, a family in a 3-storey village house registered with a single address may apply for a maximum of 3 LCRPs (i.e. a maximum of one LCRP for each storey). Applicants must provide the required supporting documents.
In addition, to facilitate tourists'access, the Transport Department allows a maximum of 40 daily quotas for coaches, of which 20 are for local tours and 20 for non-local ones. The quotas are allocated on a "first come first served" basis. Tourism service operators and organisations may apply for a temporary LCRP from the Transport Department using the application form TD348B .
Also, to facilitate the people with mobility disabilities' access to South Lantau, the Transport Department will introduce a trial of five daily quotas to hire cars serving wheelchair users on a "first come first served" basis starting from 1 July 2022. Hire car operators may apply for a temporary LCRP from the Transport Department using the application form TD348B with effect from 1 June 2022.

Non-temporary LCRP (Form TD348)
(For residents and business operators on South Lantau)
- The applicant's Hong Kong Identity Card (for application in the name of a person).
- The applicant's Business Registration Certificate / Certificate of Incorporation / Certificate of Registration of Non-Hong Kong Company / Certificate of Change of Name / Certificate of Registration of Alteration of Name of Registered Non-Hong Kong Company / Certificate of Registration of a Society (for application in the name of a company / organisation applicant).
- The valid vehicle registration document(s) of the vehicle(s) concerned.
- If the applicant is a resident or business operator on South Lantau, please provide any one of the following valid address proof document issued within the last 3 months:
- A bill issued to the applicant by the electricity company which shows the address; or
- A bill issued to the applicant by the Rating and Valuation Department which shows the address; or
- The land search document issued by Land Registry to the applicant showing the applicant's address and that he / she is the owner of the land lot, together with photographs of the land lot, a Lot Index Plan to indicate its exact location and the development plan of the land lot (if applicable); or
- (If the applicant is the tenant of the address) Stamped tenancy agreement and a rental receipt issued within the last 3 months.
(If the above address proof document is not in the name of the applicant, please provide proof of relationship between the registered user and the applicant with supporting document, such as owner's authorisation letter in the specified form.)
Subject to the genuine needs and justifications, families living in a 3-storey village house registered at a single address is allowed to apply for a maximum of three Lantau Closed Road Permits (i.e. a maximum of one permit for each storey). The applicant must be a family member of the address proof holder (including the spouse, parent/child/sibling) and must provide exterior pictures of the 3-storey village house, valid and acceptable documentary proof to support the declared relationship (e.g. marriage/birth certificate) and residency (e.g. utility bill or bank statement issued to the applicant), together with a consent letter from the address proof holder supporting the application.
To ensure that LCRPs are only issued to applicants with genuine needs to access South Lantau, if the applicant is a resident or business operator on South Lantau and the address proof document or vehicle(s) concerned is not registered under the name of the applicant, the applicant must meet the relationship requirement with the address proof holder or registered vehicle owner (e.g. spouse, parent/child/sibling, cohabitant, employer/employee, etc) and provide valid and acceptable relationship document(s) such as Marriage Certificate, Birth Certificate. (see the table below). The applicant also needs to provide the address proof holder and/or registered vehicle owner's signed authorisation letter(s) in the specified form and a copy of their identity documents.

#In general, the TD will accept oaths made in the presence of an officer exercising the functions of a Commissioner for Oaths under the relevant legislation, including oaths taken at the Home Affairs Enquiry Centres in 18 districts under the Home Affairs Department. If applicants wish to make use of the oath-taking service provided by the TD (Address: 7/F, Mongkok Government Offices, 30 Luen Wan Street, Mongkok, Kowloon), they may make an appointment with the New Territories Regional Office of the TD. Temporary LCRP(Form TD348)
(For applicants with genuine needs to temporarily access South Lantau)
- The applicant's Hong Kong Identity Card (for application in the name of a person).
- The applicant's Business Registration Certificate / Certificate of Incorporation / Certificate of Registration of Non-Hong Kong Company / Certificate of Change of Name / Certificate of Registration of Alteration of Name of Registered Non-Hong Kong Company / Certificate of Registration of a Society (for application in the name of a company / organisation).
- Document issued by the Companies Registry in the last 3 months to prove that the applicant is still the company director (if applicable).
- Valid registration document(s) of the vehicle(s) concerned.
- Business contract with both parties' signatures or company chops, works orders, invoices or delivery notes in the last 6 months. If you provide invoices or delivery notes, you need to provide a total of 12 invoices/delivery notes (i.e. 2 for each month) detailing the transaction carried out on South Lantau, including but not limited to details of the delivery items, delivery date, delivery address, name and signature/ company chop of the recipient and South Lantau business operator's company chop to prove the genuine need to access closed roads on South Lantau.
- For application for transporting bulky goods or house removal, etc., please provide the delivery order, house owner's proof of address on South Lantau and application letter from the house owner.
- Documents of works / service contract (including commencement and completion dates, works items, works location and timetable of the works / services to be carried out on South Lantau).
- Document from the relevant government department / company issued within the last 3 months indicating that the relevant contract is still in force.
- If there is more than one proposed vehicle as required by the works, please specify the vehicle deployment (including the use of each vehicle and the time of its use). The Transport Department will only issue a limited number of LCRPs. Please arrange the vehicles in groups so that we can consider issuing an LCRP for each group of vehicles.
- If the works are the same as those in a previous application, please submit progress report, reason for delay and target completion date.
- If the works / services involve emergency maintenance of electricity, slope etc., please provide documentary proof from the relevant government department(s), e.g. a certificate issued by the Electrical and Mechanical Services Department etc.
- The approval letter issued by the Lands Department for construction of village house on South Lantau.
- Document(s) issued by the government department(s) to prove that the applicant or his/her client has obtained approval for carrying out the business/activity concerned.
- Recent employment contract signed with the employer company or certification letter issued by the employer company showing that the applicant is still employed by the company concerned.
- Medical certificate issued in the last 6 months: (1) to certify that the patient is not suitable to take any kind of public transport (including taxi) and (2) to certify the duration of treatment or date(s) of medical appointment.
- Documentary proof of date of wedding, such as invitation card or certificate issued by the Marriage Registry, and proof of address on South Lantau.
- Documentary proof of a funeral, such as a death certificate and funeral receipt.
- Other document(s) requested by TD to prove the genuine need to access the closed roads on South Lantau.
Temporary permit for tour services of non-franchised bus and vehicle with hire car permit for conveyance of wheelchair bound passengers (TD348B)
Non-franchised buses for carrying non-local visitors
- A copy of valid vehicle registration document(s) of the non-franchised bus(es) concerned (if available);
- A copy of Annexure to the Passenger Service Licence (TD 260D) concerned showing that the non-franchised bus(es) has / have obtained prior endorsement from the Transport Department to provide respective non-franchised bus service (if available); and
- Any of the following: -
- Booking order of a hotel on South Lantau showing the date(s) of staying or
- Booking orders made between a non-franchised bus operator or travel agent and its client with both parties' official chops, confirming the order and showing the date of travel to south Lantau; or
- Printed materials about the trip to South Lantau showing the date of travel with the organiser's official chop.
- A copy of the applicant's Business Registration Certificate No. / Certificate of Incorporation / Certificate of Registration of Non-Hong Kong Company / Certificate of Change of Name / Certificate of Registration of Alteration of Name of Registered Non-Hong Kong Company / Certificate of Registration of a Society.
Non-franchised buses for carrying local visitors
- A copy of valid vehicle registration document(s) of the non-franchised bus(es) concerned (if available);
- A copy of Annexure to the Passenger Service Licence (TD 260D) concerned showing that the non-franchised bus(es) has / have obtained prior endorsement from the Transport Department to provide respective non-franchised bus service (if available); and
- Any of the following: -
- Printed materials about the trip to South Lantau showing the date of travel with the organiser's official chop; or
- Booking orders made between a non-franchised bus operator or travel agent and its client with both parties' official chops, confirming the order and showing the date of travel to South Lantau.
- A copy of the applicant's Business Registration Certificate No. / Certificate of Incorporation / Certificate of Registration of Non-Hong Kong Company / Certificate of Change of Name / Certificate of Registration of Alteration of Name of Registered Non-Hong Kong Company / Certificate of Registration of a Society.
Notes
- If the applicant cannot provide the following documents when submitting the application, after receiving the notification of approval in principle from Transport Department, the applicant shall submit by fax the following documents to the Transport Operations (NT) Division of TD not later than 8 working days before the date of use of the permit, otherwise the application may be rejected.
- A copy of valid vehicle registration document(s) of the non-franchised bus(es) concerned; and
- A copy of Annexure to the Passenger Service Licence (TD 260D) concerned showing that the non-franchised bus(es) has / have obtained prior endorsement from the Transport Department to provide respective non-franchised bus service.
Vehicles with hire car permit for conveyance of wheelchair bound passengers
a. A copy of valid vehicle registration document(s) of the concerned hire car; and
b. A copy of the Hire Car Permit (TD180F); and
c. Approval letter for the concerned hire car permit for conveyance of wheelchair bound passengers and their companions only issued by Transport Department; and
d. Booking orders issued by a hire car operator to the passenger confirming the order and showing the date of travel to south Lantau; and
e. The following supporting documents regarding the passenger should be submitted:
i) Mobility disability document issued (for example by registered doctor or physiotherapist) within 6 months before the date of application of the wheelchair user to be carried**; or
**Please complete the attached Form of "Mobility Disability Document".
ii) Registration Card for People with Disabilities issued by Labour and Welfare Bureau as a proof for physical disability and declaration for lower limb disability with the use of wheelchair ##; or
## Please complete the attached Declaration form of Lower Limb Mobility Disabilities.
iii) Any other documents to prove the person to be carried is with lower limb mobility disabilities with the use of wheelchair.
f. A copy of the Business Registration Certificate / Certificate of Incorporation / Hong Kong Identity Card of the hire car operator.
Notes
If the applicant cannot provide the following documents when submitting the application, after receiving the notification of approval in principle from Transport Department, the applicant shall submit by fax the following documents to Transport Operations (NT) Division of the Transport Department not later than 8 working days before the date of use of the permits, otherwise the application may be rejected.
a. A copy of valid vehicle registration document(s) of the hire car concerned;
b. A copy of the Hire Car Permit (TD180F); and
c. Approval letter for the concerned hire car permit for conveyance of wheelchair bound passengers and their companions issued by Transport Department
Replacement for lost permit
- In the event that the application is for a duplicate Lantau Closed Road Permit where the Lantau Closed Road Permit is lost, please provide the loss report issued by the police.
- The applicant is also required to submit the above mentioned supporting documents as appropriate.
Chapter 3 Note for application
Residents and business operators on South Lantau and those with genuine operation and business needs to access South Lantau
- For using an eligible 3-storey village house registered with a single address to apply for an extra Lantau Closed Road Permit, except for the long-term Lantau Closed Road Permit applied by the address proof holder, all permits applied by the family members are temporary Lantau Closed Road Permits where their needs will be subject to regular review. When the family members move out of the address or apply for the permit with another address on South Lantau in future, they must return the existing Lantau Closed Road Permit to TD for cancellation.
- In general, South Lantau residents are only allowed to apply the Permit with Private Car or Motorcycle. As for South Lantau business operators, the Transport Department will consider application submitted in the name of the company with the Light Goods Vehicle for the purpose of transporting goods.
- Completed application forms should be submitted together with clear copies of all supporting documentsby fax at 2381 3799, 2398 7430 or 3153 2338 or by post to NT Regional Offices, Transport Department, 7/F., Mongkok Government Offices, 30 Luen Wan Street, Mongkok, Kowloon. To avoid duplication, please do not post and fax the same application. Please mark "Application for Lantau Closed Road Permit" on the envelope.
- Application should be submitted up to 3 months to 3 weeks prior to the date of intended use or the Lantau Closed Road Permit expiry date. TD will issue acknowledgement letter within 5 working days upon receipt of an application, and will normally complete processing an application or require the applicant to provide additional information within 15 working days upon receipt of all relevant and necessary documents.
- Application for renewal is only applicable to non-temporary Lantau Closed Road Permit. Renewal application of the permit must be made within 2 years after the expiry of the current permit, otherwise it will be treated as a new application. The renewal arrangement is not applicable to temporary permits.
- Unless otherwise specified in the approval letter of the Lantau Closed Road Permit, non-temporary Lantau Closed Road Permits may be renewed in the Hong Kong Licensing Office. The applicant should bring along the duly completed application form, a copy of Hong Kong Identity Card / Business Registration Certificate / Certificate of Incorporation / Certificate of Registration of Non-Hong Kong Company / Certificate of Change of Name / Certificate of Registration of Alteration of Name of Registered Non-Hong Kong Company / Certificate of Registration of a Society, a copy of valid vehicle registration document, address proof issued not more than 3 months from now as well as a copy of the current Lantau Closed Road Permit. Non-temporary Lantau Closed Road Permits may be renewed by post. You may apply for renewal of the Lantau Closed Road Permit within four months prior to the expiry date of the current Lantau Closed Road Permit. Please send the completed application form by registered mail to the Hong Kong Licensing Office of TD at 3/F, United Centre, 95 Queensway, Hong Kong together with supporting documents and the fee payable (payment should be made by cheque and the cheque should be crossed and made payable to "The Government of the Hong Kong Special Administrative Region"). Upon receipt of the application together with the documents, if TD is satisfied that the applicant has the need to access the closed road(s), a Lantau Closed Road Permit will be posted to you by registered mail in 10 working days. Please write down your name, first four characters / digits of your identity document number and daytime contact telephone number on the back of the cheque.
- The fee for the issue of a Lantau Closed Road Permit is: First Issue $900 per annum or $75 per month; Renewal $660 per annum or $55 per month (any part of a month counting as one month). If the permit holder needs to update the vehicle registration number, date of use, vehicle class or any other information shown on the collected permit, he / she is required to pay the permit fee again. The paid permit fee is not refundable.
- The Lantau Closed Road Permit is issued under the provision of Regulation 49 of the Road Traffic (Registration and Licensing of Vehicles) Regulations. It does not authorise entry into a road temporarily closed by virtue of Regulation 28(1) of the Road Traffic (Traffic Control) Regulations.
- If a change occurs in the name, address or identity document of a driving licence holder/registered owner previously provided to the Commissioner for Transport, the driving licence holder/registered owner shall, within 72 hours of the change, notify the Commissioner for Transport in writing or by submitting the completed Transport Department Form (TD559) with the proof of change. Any person who without reasonable cause contravenes such requirement commits an offence and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving licence holder/registered owner shall also provide the Commissioner for Transport with the existing original driving licence (if applicable), original driving instructor's licence (if applicable), original vehicle registration document (if applicable), vehicle licence (if applicable) and Certificate of Allocation of Personalised Registration Mark (if applicable) for amendment.
- The Commissioner for Transport may request a driving licence holder / registered owner who has given the Commissioner for Transport a notification of change of particulars to provide the proof of change within 14 days from the day on which the request is made. Any person who without reasonable cause contravenes such requirement commits an offence and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving licence holder / registered owner shall also provide the Commissioner for Transport with the existing original driving licence (if applicable), original vehicle registration document (if applicable), and / or original driving instructor's licence (if applicable).
Permit applications for tour service of non-franchised buses and vehicles with hire car permit for conveyance of wheelchair bound passengers
- Application shall be made not less than 2 weeks and not more than 3 months before the date of use of the Lantau Closed Road Permit and will be processed on a first come first served basis.
- Applicants operating tour service of non-franchised bus must be a company or an organisation. Application in the name of individual persons will not be accepted.
- Each application form may only be used for application for one day, and each permit can only be used on one non-franchised bus or hire car. Each non-franchised bus operator may apply for a maximum of 3 Lantau Closed Road Permits for non-franchised buses to provide tour service into South Lantau on the same day. Each hire car operator may apply for only 1 Lantau Closed Road Permit. The applicant should be holder of hire car permit approved by the Transport Department for conveyance of wheelchair bound passengers and their companions only.
- If necessary, the applicant may apply for a reserve vehicle for each of the non-franchised bus or hire car, and the applicant is also required to submit the information of the reserve vehicle(s).
- If the application is approved, the applicant is required to bring the approval letter and a copy of valid vehicle registration document(s) to the Hong Kong Licensing Office to collect the Lantau Closed Road Permit. A monthly fee of $75 will be charged for the issue of Lantau Closed Road Permit (any part of a month counting as one month).
- Any applicant who, without reasonable cause, on 3 occasions in any consecutive 12 months:
- fails to submit the documents set out in Part (A)(I)(3) or (A)(II)(7) of the Notes for Application on the application form by the specified date; or
- fails to collect a permit granted,
will be disqualified from application for Lantau Closed Road Permit for 6 months commencing from the date of use of permit in the applicant's latest application.
[Note: for the purpose of calculating the 3 occasions, the aggregated number of occasions of (a) and (b) will be taken into account; that is either (a) or (b) on 3 occasions or (a) twice and (b) once, or (a) once and (b) twice.

Other notes for attention
- An encrypted "Quick Response code" (QR code) has been added into the permit. Police officers can scan the QR codes with mobile devices to authenticate the displayed permit.
- Applicant who chooses to receive the e-permit is required to print and display the e-permit according to the related requirements. The e-permit possess the same legal status as the corresponding paper-form permit.
- Applicant who chooses to receive the e-Permit is required to follow the instructions below to print the e-permit:
- To use a new and white A4 paper;
- To use a laser printer or a printer with high resolution;
- To set the printer to print A4 size paper, scaling at 100% and page layout with one page per sheet; and
- To print in black and white colour.
- According to the Road Traffic (Registration and Licensing of Vehicles) Regulations (Cap. 374E) ("the Regulations"), a proper printout of an e-permit means a clearly legible printout of the e-permit that conforms to the specifications specified by the Commissioner of Transport in the conditions of the permit. If the permit holder fails to print the e-permit according to the requirements stipulated in the Regulations, the printout of the e-permit may not be regarded as a valid permit. Conducting activities authorized by the permit without a valid permit is an offence.
- According to the Regulations, if a person—
- without lawful authority, alters, defaces, damages or adds anything to any permit issued under the Regulations;
- has in the person's possession, without reasonable excuse, any such permit that has been so altered, defaced, damaged or added to; or
displays on any vehicle any printout of an e-permit where—
A. the e-permit has been so altered, damaged or added to; or
B. the printout has been altered, defaced, damaged or added to,
the person commits an offence and is liable on conviction to a fine at level 2 and to imprisonment for 6 months.
- According to the Regulations, if an e-permit issued in respect of a vehicle is cancelled under the Regulations, the holder of the permit must immediately ensure that no printout of the e-permit is displayed on the vehicle. Any person who without reasonable excuse contravenes the relevant parts of the Regulations commits an offence and is liable on conviction to a fine at level 1.
- After printing, please check the printout of the e-permit and ensure that all the information and the QR Code on the printout is clearly legible. Please fold the printout according to the dotted line on the permit and display it on the vehicle as stipulated by the Regulations. Chapter 4 Conditions of Issue
- Driver of vehicles issued with Lantau Closed Road Permit must hold a valid full Hong Kong driving licence of the relevant vehicle class.
- The Lantau Closed Road Permit is not transferable.
- Each Lantau Closed Road Permit can only be used on ONE vehicle at a time.
- The original copy of the Lantau Closed Road Permit must be displayed on the front of the vehicle as near as possible to the vehicle licence when the permit is in use. Photocopy of the Lantau Closed Road Permit is considered invalid.
- The Lantau Closed Road Permit does not apply to a road closed by virtue of regulation 28(1) of the Road Traffic (Traffic Control) Regulations.
- During prohibited hours, the Lantau Closed Road Permit cannot be used for entering prohibited zone(s) on the Lantau Island.
- The Lantau Closed Road Permit does not confer any parking privilege.
- Except for those Lantau Closed Road Permit issued to non-franchised buses for the provision of tour service and the hire car for conveyance of wheelchair bound passengers, commercial utilisation of the vehicle (including but not limited to hire or reward), whether or not such use is known by the permittee, may result in the Lantau Closed Road Permit being revoked.
- A Lantau Closed Road Permit is issued at the absolute discretion of Transport Department (TD). It is a privilege (not right) extended to the permittee and may be revoked at any time at the discretion of TD without giving any reason.
- The Government and TD do not accept any legal liability for any loss arising from the issue of the Lantau Closed Road Permit.
- The Lantau Closed Road Permit is the property of the Government of the Hong Kong Special Administrative Region and must be returned by the permittee to TD (NT Regional Offices, Transport Department, 7/F, Mongkok Government Offices, 30 Luen Wan Street, Kowloon) when requested to do so.
- In the event that the Lantau Closed Road Permit is lost, please report the loss to a police station and forward the loss report to Transport Department.
- Please do not laminate the Lantau Closed Road Permit under normal circumstances for ease of verification.
- Any change in the particulars in respect of the application should be notified to the Transport Department in writing within 72 hours of the change. Otherwise, the next Lantau Closed Road Permit application may be affected.
- The Lantau Closed Road Permit does not confer any privilege or right to operate non-franchised bus for carriage of passengers on South Lantau. Non-franchised bus operator is required to obtain prior service endorsement from Transport Department while hire car operator is required to obtain prior hire car permit for conveyance of wheelchair bound passengers and their companions for providing respective service.
- You must comply with other conditions specified in the Lantau Closed Road Permit and the approval letter.
