From 12 January 2026 onwards, for submission of application for direct issue of Hong Kong full driving licence ("direct issue"), applicants must obtain tickets online through the designated "Online Same-day Queue Ticket" system. No walk-in or on-site queue ticketing will be arranged. The existing online appointment booking system for "direct issue" counter services remains unchanged, and applicants who have already booked appointments in advance may continue to visit the Hong Kong Licensing Office (HKLO) at their scheduled times to submit "direct issue" applications.

The Transport Department will open the system at 7am on each working day to provide 300 same-day tickets on a first-come, first-served basis. Each ticket allows submission of one "direct issue" application for the designated applicant. Queuers are required to prepare the following information before accessing the system to facilitate input:

(1) The first four digits/characters of the applicant's HKID Number/ Passport Number/ Exit-Entry Permit for Travelling to and from Hong Kong and Macao Number (applying with Mainland Resident Identity Card will NOT be accepted), e.g. if identity document number "A123456(7)", please enter "A123")

(2) Applicant's full name in English (please fill in according to your identity document)

(3) Mobile phone number that can receive SMS (including numbers registered outside Hong Kong)

(4) Email address

Successful queuers will receive SMS notifications sent by #cefs@govhk and have to visit the HKLO counter at the specified timeslot stated in the message to submit their applications. Late arrivals or absentees will need to re-apply for a ticket through the system. Ticketing and queuing arrangements for other driving licence-related counter services remain unchanged.

Notes for Attention

(1) Only 1 Direct Issue of Hong Kong Full Driving Licence Application (TD63A) will be processed with the ticket.

(2) Admission to the application form will be arranged in small batches and queuing time may therefore vary. If your queue position exceeds the daily quota, admission to the form will only be arranged in sequence when quota becomes available.


(3) The pre-queue period is from 6:30 a.m. to 7:00 a.m. Formal queuing will commence at 7:00 a.m., at which time a queue position will be randomly assigned by the system. Requests received after 7:00 a.m. will be placed in the queue according to the actual time of entry.

(4) Due to the high volume of registrations and the need for the system to verify the information promptly, the registration form is valid for 5 minutes only. If the form is not successfully submitted within the time limit, the application session will expire and re-queuing will be required.

(5) Please accurately enter information of the applicant into the system. Information provided in obtaining online queue ticket must be identical to the applicant's identity document. Otherwise, the ticket is considered invalid and the relevant application will not be processed. No replacement ticket will be issued in case inaccurate information entered.

(6) Successful registration will be confirmed by SMS. Please be sure to provide a mobile phone number that can receive SMS message. Successful queuers will normally receive an SMS confirmation message issued by #cefs@govhk within around 5 minutes. Failure to receive the SMS message indicates that the ticket was not successfully obtained.

(7) Successful queuers must submit their applications at the Hong Kong Licensing Office counter during the specified time period indicated in the SMS message and present the SMS confirmation message to the staff on site for verification. Those who are late or absent must reapply for a ticket through the system.

(8) Depending on the circumstances of each case and operational arrangements, you may have to wait for a while for counter service and vetting of the application when you have arrived, so please allow sufficient time to process the relevant application.
