TRANSPORT DEPARTMENT NOTICE
Special Traffic and Transport Arrangements for
Football Matches at the Hong Kong Stadium on 27 and 30 July 2011
Notice is hereby given that to facilitate the holding of football matches at the Hong Kong Stadium, the following special traffic and transport arrangements will be implemented in So Kon Po and Causeway Bay on 27 and 30 July 2011:
A. Traffic arrangements
I. For the commencement of the event (see Figure 1)
The following traffic arrangements will be implemented from about 4.00 pm daily on 27 and 30 July 2011:
(a) Road closure
The following roads will be closed to all vehicular traffic:
(i) The section of Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path (except vehicles to St. Paul’s Hospital during the closure of Tung Lo Wan Road);
(ii) The section of Hysan Avenue westbound between Sunning Road and Hoi Ping Road; and
(iii) The section of Lee Garden Road between Lan Fong Road and Hysan Avenue (if necessary); and
(iv) The section of Link Road northbound between Caroline Hill Road and Broadwood Road (except for vehicles heading for No. 1A, 3, 5 and 7) (if necessary).
(b) Traffic diversion
(i) The section of Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one-way southbound;
(ii) The section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one-way northbound;
(iii) The section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one-way eastbound;
(iv) Traffic cones will be laid on Hysan Avenue eastbound to facilitate two lanes of traffic to turn right onto Hoi Ping Road;
(v) Vehicles on Hysan Avenue westbound between Yun Ping Road and Sunning Road must turn left onto Sunning Road;
(vi) Traffic cones will be laid on a section of Caroline Hill Road between its western junction with Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
(vii) Vehicles from Link Road northbound downhill to Caroline Hill Road northbound must turn left onto Leighton Road westbound;
(viii) Vehicles leaving The Lee Gardens must turn left onto Hysan Avenue eastbound; and
(ix) If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of Leighton Road eastbound onto Caroline Hill Road.
(c) Passenger alighting arrangements
Taxis and private cars will be arranged to set down passengers at the locations specified below:
(i) Taxis: the drop-off zone for taxis will be designated at the southern kerbside of Eastern Hospital Road near the eastern side of the Hong Kong Stadium main entrance; and
(ii) Private cars: the drop-off zone for private cars will be designated at the northern kerbside of Eastern Hospital Road near the eastern side of the Hong Kong Stadium main entrance.
II. Throughout the event
Temporary restricted zone
The northern kerbside lane of Leighton Road between Matheson Street and Percival Street will be temporarily designated as a restricted zone 24 hours daily from 12.00 noon to 11.00 pm on 27 and 30 July 2011.
III. For the conclusion of the event (see Figure 2)
All or some of the following traffic arrangements will be implemented from about 10.00 pm daily on 27 and 30 July 2011 until crowd disperses and road closures are lifted:
(a) Road closure
The following roads will be closed to all vehicular traffic:
(i) Caroline Hill Road;
(ii) Eastern Hospital Road;
(iii) Eastern Hospital Road service road;
(iv) Cotton Path;
(v) Link Road northbound downhill (except vehicles heading for Link Road No. 1A, 3, 5 and 7);
(vi) Hoi Ping Road; and
(vii) Leighton Road (if necessary).
(b) Traffic diversion
(i) Vehicles on Leighton Road westbound will be prohibited from turning left onto Caroline Hill Road.
(ii) Vehicles on Leighton Road heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road;
(ii) If Leighton Road is closed:
l Vehicles on Causeway Road westbound will be directed onto Irving Street;
l Vehicles on Morrison Hill Road eastbound will be diverted via Canal Road West;
l Vehicles on Percival Street southbound will be diverted onto Leighton Road westbound; and
l Vehicles on Canal Road East southbound will be banned from turning left onto Leighton Road.
B. Public transport arrangements
I. Bus diversion
The following arrangements will be implemented from about 3.45 pm daily on 27 and 30 July 2011until crowd disperses and road closures are lifted:

III. Special bus service
From about 9.30 pm daily on 27 and 30 July 2011, franchised buses of Cross Harbour Route 117R (Hong Kong Stadium to Mong Kok) will pick up passengers on Cotton Path outside St. Paul’s Hospital and will depart when fully loaded after re-opening of the closed roads for traffic by the Police.
IV. Green minibuses (GMB) and residents’ service (RS) diversion
The following GMB and RS routes will be temporarily diverted from about 3.45 pm daily on 27 and 30 July 2011 until crowd disperses and road closures are lifted:

C. Prohibition of learner drivers
The following arrangements will be implemented from 3.00 pm to 11.30 pm daily on 27 and 30 July 2011:
(a) Learner drivers will be prohibited from using the following roads:
(i) Leighton Road;
(ii) Sharp Street East;
(iii) Percival Street south of Hennessy Road;
(iv) Caroline Hill Road;
(v) Link Road;
(vi) Stadium Path;
(vii) Cotton Path;
(viii) Eastern Hospital Road; and
(ix) Eastern Hospital Road service road.
(b) Learner drivers will be prohibited from entering Tung Lo Wan Road from Causeway Road.
All on-street car parking spaces on the following roads will be suspended from 3.00 pm to 11.30 pm:
(i) Stadium Path;
(ii) Caroline Hill Road northbound between Stadium Path and Cotton Path;
(iii) Eastern Hospital Road service road; and
(v) Hoi Ping Road (including disabled parking spaces).
E. Restriction on access to / exit from car parks in closed roads
To ensure public safety throughout the event, all car parks along Caroline Hill Road, Eastern Hospital Road and Stadium Path may be closed by the Police at short notice if necessary. In addition, vehicles in car parks within the road closure areas may not be permitted to leave the car parks during the road closure period until crowd disperses and road closures are lifted.
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above will be towed away by the Police without prior notice.
Appropriate traffic signs will be erected on sites to guide motorists. Public transport operators will display notices to advise passengers of the above temporary arrangements. Actual implementation of and adjustments to road closures, traffic control and public transport diversions may be made by the Police at the time depending on conditions in the areas.
The Transport Department anticipates that the traffic in So Kon Po and Causeway Bay will be very congested. Members of the public planning to go to the affected areas are advised to use public transport services. Motorists are advised to avoid driving to the affected areas and should exercise tolerance and patience in case of traffic congestion, follow the instruction given by the Police; and watch out for the latest traffic news through the media.
