Special Traffic and Transport Arrangements in Wo Hop Shek and

Sandy Ridge for Ching Ming Festival

        Notice is hereby given that the following special traffic and transport arrangements will be implemented in Wo Hop Shek and Sandy Ridge for Ching Ming Festival:

(A) Wo Hop Shek, Fanling

I. Road Closures

        From 6.00 am to 5.00 pm daily on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012, the following road sections will be closed to all vehicular traffic (except for emergency vehicles and those vehicles specified below):

        (a) Kiu Tau Road (except for hearses);

        (b) Ming Yin Road (except for franchised buses);

        (c) Wo Ka Lau Road;

        (d) the flyover between Kau Lung Hang Village and Tai Wo Service Road West (except for taxis, coaches, school buses, green minibuses, private cars, goods vehicles and motor cycles); and

        (e) all access roads within Wo Hop Shek Cemetery.

II. Stopping Restrictions

        From 7.00 am to 6.00 pm daily on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012, all vehicles will be prohibited from picking up or setting down passengers and loading or unloading goods on the following roads (except franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport):

        (a) Wo Hing Road;

        (b) Lui Ming Road;

        (c) Wai Ming Street;

        (d) Pak Wo Road;

        (e) Wah Ming Road;

        (f) Yat Ming Road;

        (g) Wo Ming Lane;

        (h) Fai Ming Road;

        (i) Wah Ming Lane;

        (j) Yan Shing Lane; and

        (k) Tai Wo Service Road West between Wo Hing Road and a point about 300 metres south of its junction with Kiu Tau Road.

III. Banning of right-turning movements

        The following right-turning movements will be prohibited on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012:

        (a) from Pak Wo Road northbound near Fung Ying Seen Koon onto Pak Wo Road southbound; and

        (b) from Pak Wo Road southbound near MTR Fanling Station into the car park on Pak Wo Road near Fung Ying Seen Koon. 

IV. Suspension of Car Parks and Parking Spaces

        From 7.00 am to 6.00 pm daily on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012 the following car parks and parking spaces will be suspended:

        (a) car park on Wo Hing Road near Wo Hop Shek Interchange (except for emergency vehicles and public light buses);

        (b) car park on Wo Hing Road near Ming Yin Road roundabout (except for emergency vehicles and urban and NT taxis);

        (c) car park on Pak Wo Road near Fung Ying Seen Koon (except for emergency vehicles, drivers with disability to use the disabled parking space and the public buses of the Residents' Service Route No. NR112 (Dawning View, Fanling to Fung Ying Seen Koon)); and

        (d) parking spaces on Wah Ming Lane (except for emergency vehicles).

        Depending on the situation, the Police may exercise discretion to allow vehicles carrying the elderly and disabled passengers to make use of the car park on Pak Wo Road near Fung Yin Seen Koon for interchange with the shuttle buses heading for Wo Hop Shek Cemetery.

V. Suspension of Taxi Stand

        From 7.00 am to 6.00 pm daily on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012, the taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended (except for N.T. taxis).  Both urban and NT taxi will be allowed to pick up and set down passengers in the car park on Wo Hing Road near Ming Yin Road roundabout during the suspension period.

        From 7.00 am to 6.00 pm daily on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012, the taxi stand in the car park on Pak Wo Road near Fung Ying Seen Koon will be suspended.

VI. Public Transport Services

        KMB Route No. 76S will be operated between MTR Fanling Station and Wo Hop Shek on 4 and 8 April 2012.  The terminating point of journeys to Wo Hop Shek will be located on Pak Wo Road near MTR Fanling Station.

        KMB Route No. 70S will be operated between Jordan (To Wah Road) Bus Terminus and Wo Hop Shek via Tolo Highway on 4 April 2012.

        KMB Route No. 74S will be operated between Lam Tin Station and Wo Hop Shek via Tolo Highway on 4 April 2012.

        Services of KMB Route Nos. 70X (Sheung Shui - Kwun Tong (Tsui Ping Road)), 76K (Wah Ming - Long Ping Estate), 261 (Sam Shing - Tin Ping Estate), 270A (Sheung Shui - MTR Kowloon Station), 273 (Wah Ming - MTR Fanling Station (Circular)), 276A (Tin Heng -Tai Ping Estate), 276P (Sheung Shui - Tin Tsz Estate), 277X (Luen Wo Hui - Ping Tin), 278X (Sheung Shui - Tsuen Wan (Nina Tower)) and 279X (Luen Wo Hui - Tsing Yi Station) will be strengthened on 18, 24, 25, 31 March and 1, 4, 5, 6, 7, 8, 9, 14, 15, 21, 22, 28, 29 April 2012 as necessary to cope with the passenger demand.

        The following bus stops near Wo Hop Shek will be temporarily relocated or suspended on 4 and 8 April 2012 to facilitate implementation of crowd control measures by the Police:

Bus stop for Route Nos. 70X, 73, 73A and 373 on Tai Wo Service Road West (Fanling bound) near Kiu Tau Road

 

To be relocated southward to Kiu Tau Road junction with Tai Wo Service Road West

Bus stop for Route Nos. 70X, 73, 73A, 273C and 373 on Tai Wo Service Road West (Tai Po bound) near Kiu Tau Road

 

To be suspended

 

(c)

Bus stop for Route Nos. 70X, 76K, 270A, 273, 273A, 278X, 279X and A43 on Pak Wo Road (Wah Ming bound) near Fanling Station

 

To be reloacated eastward for about 80 metres opposite Lamp Post No. EC0153

        During the period of above road closure, all public light buses will be allowed to pick up and set down passengers at the car park on Wo Hing Road near Wo Hop Shek Interchange.

(B) Sandy Ridge Frontier Closed Area

I. Opening of Sandy Ridge

        Sandy Ridge Frontier Closed Area will be open to the members of public from 6.00 am to 6.00 pm daily between 17 March and 16 April 2012 (both dates inclusive) under the following conditions:

        (a) They must be genuine grave-sweepers;

        (b) They must take the most direct route to enter and exit from the cemetery; and

        (c) They must travel via MTR Lo Wu Station or Man Kam To Road for entering and leaving the Frontier Closed Area.

        However, vehicles will not be allowed to gain access to Sandy Ridge, except those with Frontier Closed Road Permits.

II. Road Closure

        From 6.00 am to 6.00 pm daily on 1, 4, 7, 8 April 2012, Lo Wu Station Road from its junction with Man Kam To Road to a point about 280 metres west of the same junction (near the management office of Sandy Ridge Cemetery) will be temporarily closed to all vehicular traffic (except for emergency vehicles and vehicles with Frontier Closed Road Permits).

III. Public Transport Service

        Grave-sweepers can take KMB Route No. 73K and Green Minibus Route No. 59K at Sheung Shui or MTR East Rail Line to Lo Wu in order to go to Sandy Ridge.  The service of KMB Route No. 73K will be strengthened on 1, 4, 7, 8 April 2012 as necessary.

IV. Stopping Restriction

        From 6.00 am to 6.00 pm daily between 17 March and 16 April 2012 (both dates inclusive), all vehicles will be prohibited from picking up, setting down passengers, loading or unloading goods on the following sections of roads (except franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport):

        (a) the section of Man Kam To Road between Fu Tei Au Road and Sha Ling roadblock; and

        (b) the section of Kong Nga Po Road between the Frontier Closed Area and Sha Ling roadblock.

(C) Attention and Appeal

        Members of the public are advised that traffic congestion may occur on roads leading to Wo Hop Shek Cemetery during the festival period. Grave-sweepers are advised to exercise utmost care and patience and to go to the cemetery early or on other non-festival days. As parking facilities in the vicinity of Wo Hop Shek, Sheung Shui and Fanling are extremely limited, members of the public are advised to use public transport and not to drive to the cemetery as far as possible.

        Depending on the situation, the exact duration of the above road closures, temporary relocation and suspension of bus stops may be varied by the Police.  The Police will strictly enforce the stopping restrictions. Vehicles parked illegally on the road or pavement will be subject to multiple ticketing and / or being towed away without prior notice. If necessary, the Police may also implement ad-hoc road closure and stopping restrictions on any days not mentioned above.
