TRANSPORT DEPARTMENT NOTICE
Special Traffic and Transport Arrangements for Public Procession
on Hong Kong Island on 27 January 2013
Members of the public are advised that the following traffic and transport arrangements will be implemented in connection with a public procession to be held on Hong Kong Island on 27 January 2013:
I. Special Traffic Arrangements
A. Road Closure
Phase I
The following roads will be closed to all vehicular traffic from about 2.15 pm onwards until the crowd has dispersed and the road closure is lifted:
(a) Jardine’s Bazaar;
(b) Tang Lung Street; and
(c) Canal Road East between Hennessy Road and Russell Street.
Phase II
The following roads will be closed to all vehicular traffic from about 2.45 pm onwards until the crowd has dispersed and the road closure is lifted:
(a) Irving Street (except vehicles heading for Regal Hong Kong Hotel);
(b) Yee Wo Street westbound between Pennington Street and Hennessy Road;
(c) The section of Yun Ping Road between Kai Chiu Road and Pak Sha Road;
(d) Kai Chiu Road;
(e) The section of Lee Garden Road between Kai Chiu Road and Hennessy Road;
(f) Hennessy Road westbound between Yee Wo Street and Lee Garden Road;
(g) Canal Road West between Sharp Street West and Hennessy Road;
(h) Wan Chai Road between Canal Road West and Morrison Hill Road;
(i) Bowrington Road between Sharp Street West and Hennessy Road;
(j) Hennessy Road westbound west of Lee Garden Road and Queensway will be intermittently closed;
(k) The slip road leading from Johnston Road eastbound onto Hennessy Road westbound;
(l) Rodney Street;
(m) Harcourt Road westbound between the exit of Harcourt Garden car park and Tamar Street;
(n) The fast lane of Harcourt Road westbound between Tamar Street and Cotton Tree Drive;
(o) Harcourt Road eastbound between Tim Wa Avenue and Tim Mei Avenue;
(p) Tim Wa Avenue southbound (except vehicles heading for Chief Executive Office and Central Government Offices car park);
(q) The fast lane of Garden Road flyover; and
(r) Edinburgh Place southbound between Lung Wo Road and Connaught Road Central.
B. Traffic Diversion
Phase I
The following traffic diversion will be implemented from about 2.15 pm onwards until the crowd has dispersed and the road closure is lifted:
(a) Traffic along Russell Street westbound will be diverted to turn left onto Canal Road East southbound; and
(b) Traffic along Hennessy Road westbound will be prohibited from turning left onto Canal Road East.
Phase II
The following traffic diversion will be implemented from about 2.45 pm onwards until the crowd has dispersed and the road closure is lifted:
(a) Traffic along Causeway Road westbound will be prohibited from turning right onto Irving Street westbound (except vehicles heading for Regal Hong Kong Hotel) and must turn left onto Leighton Road westbound;
(b) Traffic along Irving Street westbound will be diverted to turn right onto Pennington Street northbound;
(c) Traffic along Pennington Street northbound will be diverted to turn right onto Yee Wo Street eastbound;
(d) Traffic along Yun Ping Road northbound will be diverted to turn left onto Pak Sha Road or Lan Fong Road;
(e) Traffic along Canal Road West northbound near Sharp Street West will be diverted to the up-ramp leading to Canal Road flyover northbound;
(f) Traffic along Sharp Street West eastbound will be diverted to the up-ramp leading to Canal Road flyover northbound;
(g) Traffic along Sharp Street West eastbound will be prohibited from turning left onto Bowrington Road northbound;
(h) Traffic along Bowrington Road northbound will be diverted to turn right onto Sharp Street West eastbound;
(i) Traffic along Wan Chai Road eastbound will be diverted to turn right onto Morrison Hill Road southbound;
(j) Traffic along Stewart Road southbound will be prohibited from turning right onto Hennessy Road westbound;
(k) Traffic along Fleming Road southbound will be prohibited from turning right onto Hennessy Road westbound;
(l) Traffic along Fleming Road northbound will be prohibited from turning left onto Hennessy Road westbound;
(m) Traffic along Fenwick Street southbound will be prohibited from turning right onto Hennessy Road westbound;
(n) Traffic along Harcourt Road westbound near the exit of Harcourt Garden car park will be diverted to Harcourt Road flyover westbound;
(o) Traffic along Harcourt Road eastbound will be diverted to turn right onto Cotton Tree Drive southbound;
(p) Traffic along Cotton Tree Drive northbound will be diverted to Tim Wa Avenue northbound;
(q) Traffic along Lung Wo Road will be prohibited from entering Tim Wa Avenue (except vehicles heading for Chief Executive Office and Central Government Offices car park); and
(r) Traffic along Lung Wo Road will be prohibited from entering Edinburgh Place southbound.
II. Special Public Transport Arrangements
A. Suspension and Temporary Relocation of Bus Termini
The termini of the following bus routes will be temporarily relocated from 2.45 pm onwards until the road closure is lifted:

C. Green Minibus Diversion
The following arrangements will be implemented from about 2.15 pm until the road closure is lifted:

D. Suspension of Bus Stops
All bus stops along Irving Street, Yee Wo Street westbound, Hennessy Road westbound and Rodney Street will be suspended from about 2.45 pm until the crowd is dispersed and traffic resumes normal.
E. Suspension of Green Minibus (GMB) Stand
The GMB stand at Tang Lung Street will be temporarily suspended from 2.15 pm until the crowd is dispersed and traffic resumes normal.
F. Restriction on Access to / Exit from Car parks
All car parks along Hennessy Road westbound and Rodney Street may be closed at short notice if necessary. In addition, vehicles may not be permitted to leave or access the car parks along the procession routes during the road closure period until the roads are re-opened to traffic.
Removal of Illegal Parking Vehicles
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed away without prior notice.
Attention and Appeal
Due to extensive road closure in Causeway Bay, Wan Chai and Central, and the diversion of bus routes and general traffic away from Yee Wo Street and Hennessy Road and, we expect that other major roads in the vicinity, such as Victoria Park Road, Gloucester Road, Queensway, Harcourt Road, Cross Harbour Tunnel and Aberdeen Tunnel will become very busy and more congested.
Appropriate traffic aids will be erected on site to guide motorists. Bus companies and Green Minibus operators will display notices to advise passengers of the above special traffic arrangements. Motorists should exercise tolerance and patience in case of traffic congestion and take heed of instruction of the Police; and watch out for the latest traffic news via media.
Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversions, alterations and suspension of public transport services may be introduced by the Police at anytime depending on traffic and crowd conditions in the areas.
Members of the public are advised to use public transport services and avoid driving to the affected or congested areas, especially Causeway Bay, Wan Chai and Admiralty unless necessary. They are advised to plan their routes early, use alternative routes and allow more traveling time to cater for unexpected delay. Bus and other public transport commuters are advised to pay attention to the arrangements of route diversions and suspension or relocation of stops.
