TRANSPORT DEPARTMENT NOTICE
Special Traffic and Transport Arrangements for
a Football Match at the Hong Kong Stadium on 17 February 2013
Notice is hereby given that to facilitate the holding of a football match at the Hong Kong Stadium, the following special traffic and transport arrangements will be implemented in So Kon Po and Causeway Bay on 17 February 2013 (Sunday):
A. Traffic arrangements
I. For the commencement of the event
The following traffic arrangements will be implemented from about 4.00 pm onwards:
(a) Road closure
The following roads will be closed to all vehicular traffic:
(i) The section of Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path; and
(ii) The section of Hysan Avenue westbound between Sunning Road and Hoi Ping Road.
(b) Traffic diversion
(i) The section of Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one-way southbound;
(ii) The section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one-way northbound;
(iii) A section of Caroline Hill Road between its western junction with Leighton Road and Link Road will have two traffic lanes for vehicles entering Caroline Hill Road from Hoi Ping Road;
(iv) Vehicles on Link Road northbound downhill to Caroline Hill Road northbound must turn left onto Leighton Road westbound;
(v) The section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one-way eastbound;
(vi) Hysan Avenue eastbound will have two traffic lanes for vehicles turning right onto Hoi Ping Road;
(vii) Vehicles on Hysan Avenue westbound between Yun Ping Road and Sunning Road must turn left onto Sunning Road;
(viii) Vehicles leaving The Lee Gardens must turn left onto Hysan Avenue eastbound;
(ix) When necessary, vehicles on Lan Fong Road may be prohibited from turning left onto Lee Garden Road southbound. Affected vehicles will be diverted onto Lee Garden Road northbound, Foo Ming Street and Percival Street southbound; and
(x) If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of Leighton Road eastbound onto Caroline Hill Road.
(c) Passenger alighting arrangements
Taxis and private cars will be arranged to set down passengers at the locations specified below:
(i) Taxis: the drop-off zone for taxis will be designated at the southern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance; and
(ii) Private cars: the drop-off zone for private cars will be designated at the northern kerbside of Eastern Hospital Road east of the Hong Kong Stadium. No private car is allowed to drop off passengers outside the Hong Kong Stadium main entrance.
II. For the conclusion of the event
All or some of the following traffic arrangements will be implemented from about 7.00 pm onwards until crowd disperses and road closures are lifted:
(a) Road closure
The following roads will be closed to all vehicular traffic:
(i) Caroline Hill Road;
(ii) The section of Eastern Hospital Road between Caroline Hill Road and Cotton Path;
(iii) Link Road northbound downhill (except vehicles heading for Link Road No. 1, 3, 5 and 7) (if necessary);
(iv) Hoi Ping Road (if necessary); and
(v) Leighton Road (if necessary).
(b) Traffic diversion
(i) Before the end of the event, vehicles may be permitted to leave South China Athletic Association (SCAA) car parks, Electrical and Mechanical Services Department (EMSD) and Civil Aid Service Headquarters by turning right at the western exit; or leave EMSD Headquarters by turning left at the eastern exit onto Caroline Hill Road northbound;
(ii) Before the end of the event, vehicles may be permitted to leave buildings on Eastern Hospital Road by turning right onto Eastern Hospital Road northbound;
(iii) Vehicles on Leighton Road westbound will be prohibited from entering Caroline Hill Road for Link Road. Affected vehicles heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road; and
(iv) During the closure of Leighton Road:
B. Public transport arrangements
I. For the commencement of the event
Bus and green minibus (GMB) diversion
Citybus (CTB) Route 5B, GMB Routes 14M, 26 and 30 will be temporarily diverted from 4.00 pm onwards until crowd disperses and road closures are lifted.
II. For the conclusion of the event
(a) Special bus service
From about 6.30 pm onwards, franchised buses of Cross Harbour Route 117R (Hong Kong Stadium to Mong Kok) will pick up passengers on Cotton Path outside St. Paul’s Hospital and will depart when fully loaded after re-opening of the closed roads for traffic by the Police.
(b) Bus and green minibus (GMB) diversion
CTB Route 5B, GMB Routes 14M, 26 and 30 will be temporarily diverted from 7.00 pm onwards until crowd disperses and road closures are lifted.
C. Prohibition of learner drivers
The following arrangements will be implemented from 3.00 pm to 8.30 pm:
(a) Learner drivers will be prohibited from using the following roads:
(i) Leighton Road westbound;
(ii) Sharp Street East;
(iii) Percival Street south of Hennessy Road;
(iv) Caroline Hill Road;
(v) Link Road;
(vi) Stadium Path;
(vii) Cotton Path;
(viii) Eastern Hospital Road; and
(ix) Eastern Hospital Road service road.
(b) Learner drivers will be prohibited from entering Tung Lo Wan Road from Causeway Road.
D. Suspension of parking spaces
All on-street car parking spaces on the following roads will be suspended from 3.00 pm to 8.30 pm:
(i) Stadium Path;
(ii) Caroline Hill Road northbound between Stadium Path and Cotton Path;
(iii) Yun Ping Road; and
(iv) Hoi Ping Road (including disabled parking spaces).
E. Restriction on access to / exit from carparks in closed roads
To ensure public safety throughout the event, all carparks along Caroline Hill Road, Eastern Hospital Road and Stadium Path may be closed by the Police at short notice if necessary. In addition, vehicles in carparks within the road closure areas may not be permitted to leave the carparks during the road closure period until crowd disperses and road closures are lifted.
F. Removal of illegally parked vehicles
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above will be towed away by the Police without prior notice.
G. Enforcement and Appeals
Appropriate traffic signs will be erected to guide motorists. The public transport operators will display notices at the stops and inside vehicle compartments to advise passengers of the above temporary arrangements. Actual implementation of and adjustments to road closures, traffic control and public transport diversions will be made by the Police at the time depending on conditions in the areas.
The Transport Department anticipates that the traffic in So Kon Po and Causeway Bay will be congested. Members of the public who plan to go to the affected area are advised to use public transport services as far as possible. Motorists are advised to avoid driving to the affected areas and should exercise tolerance and patience in case of traffic congestion, follow the instruction given by the Police, and watch out for the latest traffic news through the media.
