Transport Department Notice
Special Traffic and Transport Arrangements for
the "New Year's Eve Carnival" in Kwai Fong
Notice is hereby given that to facilitate the holding of the "New Year's Eve Carnival" in Kwai Fong, the following special traffic and transport arrangements will be implemented on 31 December 2018 and 1 January 2019 during the periods as specified below:
(I) From 10.00 am to 6.00 pm on 31 December 2018
A. Lane Closure
The westbound carriageway of Hing Ning Road outside the forecourt of Metroplaza (about 60 metres) will be temporarily closed. During the implementation of lane closure, one-lane-two-way traffic will be maintained at the road section.
(II) From 10.00 am on 31 December 2018 to 2.00 am on 1 January 2019
A. Bus Services
The alighting bus stop for KMB Route Nos. 31M, 32M, 36M, 46P, 58M, 67M, 69M, 235M and 260C at the layby on Kwai Yan Road outside MTR Kwai Fong Station will be suspended.
B. Green Minibus (GMB) Services
(i) N.T. GMB Route No. 87M and 404M will be diverted to operate via Kwai Yi Road, Kwai Foo Road and Kwai Yan Road in lieu of Hing Fong Road and Hing Ning Road on their journeys to Kwai Fong;
(ii) N.T. GMB Route No. 87K will be diverted to operate via Hing Fong Road, Kwai Foo Road and Kwai Yan Road in lieu of Hing Ning Road on its journey to Kwai Fong;
(iii) N.T. GMB Route No. 88D will omit Hing Ning Road on its journey to Kwai Fong, and will be diverted to operate via Kwai Yan Road, Kwai Yi Road, Kwai Foo Road and Hing Fong Road in lieu of Hing Ning Road on its journey to Tivoli Garden;
(iv) N.T. GMB Route Nos. 89M and 89S will be diverted to operate via Hing Fong Road, Kwai Foo Road and Kwai Yan Road in lieu of Hing Ning Road on their journeys to Kwai Shing (North);
(v) N.T. GMB Route No. 91A will be diverted to operate via Kwai Yi Road, Kwai Foo Road and Kwai Yan Road on its journey to Kwai Fong, and will be diverted to Kwai Yan Road, Kwai Yi Road, Kwai Foo Road and Hing Fong Road in lieu of Hing Ning Road on its journey to Lai Kong Street;
(vi) N.T. GMB Route No. 407 will be diverted to operate via Hing Fong Road, Kwai Foo Road and Kwai Yan Road in lieu of Hing Ning Road on its journey to Princess Margaret Hospital;
(vii) N.T. GMB Route No. 407A will be diverted to operate via Kwai Foo Road and Kwai Yan Road in lieu of Hing Ning Road on its journey to Kwai Fong; and
(viii) Temporary termini for N.T. GMB Route Nos. 87K, 87M, 88D, 89M, 89S, 91A, 404M, 407 and 407A will be provided at the layby on Kwai Yan Road outside MTR Kwai Fong Station.
(III) From 6.00 pm on 31 December 2018 to 2.00 am on 1 January 2019
A. Road Closure
The section of Hing Ning Road between Kwai Yan Road and the carpark entrance of Metroplaza and the eastbound slip road of Kwai Yan Road leading from Kwai Yi Road to Hing Ning Road will be temporarily closed to all vehicular traffic.
B. Traffic Diversion
(i) Vehicular traffic on Hing Fong Road westbound heading for Kwai Yan Road via Hing Ning Road will be diverted to travel via Kwai Foo Road and Kwai Yan Road; and
(ii) Vehicular traffic on Kwai Yan Road westbound heading for Hing Fong Road via Hing Ning Road will be diverted to travel via Kwai Yi Road, Kwai Foo Road and Hing Fong Road.
C. Residents' Bus Services
(i) Residents' Service Route No. NR413 will be diverted to operate via Hing Fong Road, Kwai Fuk Road, Kwai Yi Road, Kwai Foo Road and Hing Fong Road in lieu of Hing Ning Road on their journeys to Kwai Fong;
(ii) Residents' Service Route No. NR414 will be diverted to operate via Hing Fong Road and Kwai Yik Road in lieu of Hing Ning Road on their journeys to Greenknoll Court;
(iii) Temporary terminus for Residents' Service Route Nos. NR413 and NR414 will be provided on Kwai Foo Road outside Kwai Chung Plaza.
D. Suspension of Taxi Stand
The taxi stand in the forecourt of Metroplaza will be suspended.
Motorists are advised to drive with utmost care and patience. Appropriate traffic signs will be erected to guide motorists. At the same time, the public transport operators will put up notices at termini and inside vehicle compartments to advise passengers of the above temporary public transport arrangements.
