TRANSPORT DEPARTMENT NOTICE

Special Traffic and Transport Arrangements in Central

        Notice is hereby given that to facilitate the holding of a sports event, the following special traffic arrangements will be implemented in Central on 23 February 2019 and 24 February 2019:

A.   Road Closure

The following roads sections will be closed to all vehicular traffic:

I.  From 3.00 pm on 23 February 2019 to 3.00 pm on 24 February 2019

The western general pick-up/drop-off and loading/unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park.

II.  From 1:00 am to 10:30 am on 24 February 2019

a)  Part of the fast lane of Man Po Street;

b)  Yiu Sing Street;

c)  Lung Wo Road eastbound and westbound between Yiu Sing Street and Road P2;

d)  Road A2;

e)  Road P2 eastbound between Road D11 and Expo Drive;

f)  Part of the fast lane of Road P2 westbound;

g)  Road D11 northbound;

h)  Legislative Council Road (except vehicles to Legislative Complex); and

i)  The slow lane of Lung Wui Road eastbound.

III.  From 1:00 am to 12:00 pm on 24 February 2019

(a)  Part of the slow lane of Man Yiu Street southbound;

(b)  Lung Wo Road eastbound and westbound between Man Yiu Street and Yiu Sing Street.

B.   Traffic Diversion

(a)  Traffic along Man Yiu Street southbound or Man Cheung Street eastbound will be prohibited from entering onto Lung Wo Road eastbound; and traffic along Man Yiu Street southbound or Man Po Street eastbound will be prohibited from entering into Yiu Sing Street eastbound.  Affected vehicles will be diverted via Man Yiu Street southbound, Connaught Place eastbound, Connaught Place southbound, Connaught Road Central eastbound, Harcourt Road eastbound, Tim Mei Avenue northbound and Lung Wui Road eastbound; and

(b)  Traffic along Edinburgh Place northbound east of City Hall, Legislative Council Road northbound or Road P2 westbound will be prohibited from entering onto Lung Wo Road westbound; and traffic along Lung Wui Road eastbound or Fenwick Pier Street westbound will be prohibited from entering onto D11 Road northbound.  Affected vehicles will be diverted via Connaught Road Central eastbound or Fenwick Pier Street southbound, Harcourt Road eastbound, Gloucester Road eastbound, Fenwick Street northbound, Fenwick Pier Street westbound, flyover, Harcourt Road westbound, Connaught Road Central westbound and Man Yiu Street northbound.

C.   Public Transport Arrangements

The following public transport arrangements will be implemented from its first departure to 12.00 pm on 24 February 2019:

(a)  Bus Route Diversions

i)  CTB Route No. 40M (Wah Fu bound) will be diverted via D11 Road southbound, Fenwick Pier Street southbound and Gloucester Road eastbound before resuming its original routeing.

ii)  NWFB Route No. H1 (Tsim Sha Tsui bound) will be diverted via Fenwick Pier Street eastbound, Harbour Road eastbound and Fleming Road northbound before resuming its original routeing.

iii)  NWFB Route 18P (Healthy Street Central bound) will be diverted via Connaught Road West eastbound, Connaught Road Central eastbound, Man Kat Street eastbound, Connaught Road Central eastbound and Harcourt Road eastbound before resuming its original routeing.

vi)  NWFB Route 18X (Shau Kei Wan bound) will be diverted via Connaught Road West eastbound, Connaught Road Central eastbound, Man Kat Street eastbound, Connaught Road Central eastbound and Harcourt Road eastbound before resuming its original routeing.

v)  CTB Route A12 (Siu Sai Wan bound) will be diverted via Connaught Road West eastbound, Connaught Road Central eastbound, Man Kat Street eastbound, Connaught Road Central eastbound and Harcourt Road eastbound before resuming its original routeing.

(b)  Bus Stop Arrangements

The bus stop of CTB Route No. 40M at Admiralty (Central Government Offices) will be temporary suspended.

D.   Suspension of On-street Parking Spaces

All motorcycle parking spaces at the western general pick-up / drop-off and loading / unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park will be suspended from 1:00 am to 12:00 pm on 24 February 2019.

E.   Removal of Illegal Parked Vehicles

Any vehicles found illegally parked within the precinct of the special traffic and transport arrangements specified above will be towed away by the Police without prior notice.

F.   Enforcement and Appeal

Appropriate traffic aids will be erected on site to guide motorists.  Road closure and traffic diversions may be adjusted by the Police at anytime depending on traffic and crowd conditions in the areas.  Members of the public are advised to use public transport services and avoid driving to the affected areas.  Motorists should exercise tolerance and patience in case of traffic congestion and take heed of instruction of the Police; and watch out for the latest traffic news via media.
