Launch of Electronic Permit for the Driving on Lantau Island Scheme ("DLS")

          Members of the public are advised that in line with the Government's policy objective of adopting wider use of technology in the provision of public services and to enhance the quota allocation mechanism of the Driving on Lantau Island Scheme ("DLS"), the Transport Department ("TD") has upgraded the application system and the electronic permit ("e-permit") for the DLS will be launched on 1 May 2023. Applicant may continue submitting the application via the TD's website (www.td.gov.hk/en/public_services/licences_and_permits/lantau_closed_road_permit/driving_on_lantau_island/index.html#3).

          If the applicant is not the registered vehicle owner, the applicant must obtain prior consent of the vehicle owner before submitting the application, and enter the identity document number of the registered vehicle owner in accordance with the instruction of the application system for verification purpose. Once the application is submitted, the application details cannot be changed. The applicant is also required to select a permit collection method when submitting the application.

          If the application is approved, the TD will notify the applicant of the application result by email and issue the e-permit in "portable document format" (pdf) for downloading and printing to the applicant who chose to receive e-permit. The e-permits possess the same legal status as the corresponding paper-form permits. Applicants shall follow the related requirements for displaying the printout of the e-permits in the same way as the existing paper-form permits.

          In addition, both paper-form permits and e-permits are added with an encrypted "Quick Response code" (QR code) containing the same information as that contained in the existing paper-form permits. Since the QR code has been encrypted, the general public cannot read the information contained inside. Police officers can scan the QR codes with mobile devices to authenticate the displayed e-permits. At the same time, the prevailing submission channels and services arrangements for applying the paper-form permits remain unchanged. The existing permits remain valid for use until expiry.
