In exercise of the powers vested in me under regulation 14(1)(a) of the Road Traffic (Traffic Control) Regulations, Chapter 374G, I hereby direct that with effect from 10.00 am on 21 December 2025, the following road sections in Yau Ma Tei, Kwun Tong and Kowloon City will be designated as prohibited zones 24 hours daily:

1. 1. the access road leading from Central Kowloon Bypass westbound to the Central Kowloon Bypass (Yau Ma Tei Section Tunnel) Administration Building and Kai Tak Ventilation Building;
   2. the access road leading from Central Kowloon Bypass eastbound to the Central Kowloon Bypass (Yau Ma Tei Section Tunnel) Administration Building and Kai Tak Ventilation Building;
   3. the access road leading from Shing Fung Road southbound to the Central Kowloon Bypass (Yau Ma Tei Section Tunnel) Administration Building and Kai Tak Ventilation Building;
   4. the access road leading from Central Kowloon Bypass westbound to Central Kowloon Bypass eastbound;
   5. the road section of Central Kowloon Bypass to the south of its junction with Lai Cheung Road westbound;
   6. the access road leading from Lin Cheung Road southbound to Yau Ma Tei Ventilation Building;
   7. the access road leading from Central Kowloon Bypass eastbound to the vehicle recovery area of Central Kowloon Bypass (Yau Ma Tei Section Tunnel); and
   8. the access road leading from Central Kowloon Bypass westbound to the vehicle recovery area of Central Kowloon Bypass (Yau Ma Tei Section Tunnel).

        Drivers of all motor vehicles, except those for access and those with permits issued by the Commissioner for Transport, will be prohibited from driving vehicles into the above prohibited zones.

        The extent of the prohibited zones will be indicated by appropriate traffic signs.
