ROAD TRAFFIC (TRAFFIC CONTROL) REGULATIONS (Chapter 374 SUB. LEG. G)
LEARNER DRIVERS PROHIBITED ZONES ON FANLING BYPASS, SHA TAU KOK ROAD – LUNG YEUK TAU AND SLIP ROAD LEADING FROM TAI WO SERVICE ROAD EAST TO HEUNG YUEN WAI HIGHWAY NORTHBOUND AND FANLING HIGHWAY SOUTHBOUND


          In exercise of the powers vested in me under regulation 14(1)(a) of the Road Traffic (Traffic Control) Regulations, Chapter 374 sub. leg. G, I hereby direct that with effect from 8.00 a.m. on 3 May 2026, the following road sections will be designated as learner drivers prohibited zones 24 hours daily:

  1. Fanling Bypass from a point about 1 kilometres east of its junction with Fung Ling Road to its junction with Fanling Highway;
  2. the slip road connecting Fanling Bypass southbound and Sha Tau Kok - Lung Yeuk Tau southbound;
  3. the eastern kerbside lane of Sha Tau Kok Road – Lung Yeuk Tau southbound from its junction with the slip road leading to Fanling Bypass southbound to a point about 60 metres north of the same junction; and
  4. the slip road leading from Tai Wo Service Road East to Heung Yuen Wai Highway northbound and Fanling Highway southbound.

          Learner drivers, except those with permits issued by the Commissioner for Transport, will be prohibited from driving any vehicles into the above prohibited zones.

          The extent of the prohibited zones will be indicated by appropriate traffic signs.
