Trial of a Smart Surveillance System
for On-street Parking Spaces Designated for the Disabled
Members of the public are advised that to strengthen monitoring of the use of on-street parking spaces designated for the disabled ("designated on-street parking spaces"), the Transport Department will commence a nine-month on-site trial of a Smart Surveillance System at the 12 designated locations listed below across the territory with effect from 11 May 2026:
Hong Kong Island (3 locations in total)
1. Man Kwong Street, Central
2. Hoi Ping Road, Causeway Bay
3. Jaffe Road west of Cannon Street, Causeway Bay
Kowloon (5 locations in total)
4. Fuk Wing Street near Kweilin Street, Sham Shui Po
5. Dundas Street, Mong Kok
6. Fa Yuen Street near Soy Street, Mong Kok
7. Hanoi Road, Tsim Sha Tsui
8. Wang Tau Hom Central Road near Wang Tau Hom East Road, Lok Fu
New Territories (4 locations in total)
9. Fu Kin Street, Tai Wai
10. Po Tung Road, Sai Kung
11. Lo Tak Court, Tsuen Wan
12. Kwong Fai Lane, Kwai Chung
The system will be equipped with cameras, which will be installed on a rotational basis adjacent to the designated on-street parking spaces at the above-mentioned locations to record the usage and to assess the technical feasibility of deploying the system at different locations. Additionally, the system will operate around the clock, recording the usage of the designated on-street parking spaces, vehicle registration marks, and the time of vehicles entering and leaving the parking spaces. The backend computer system will analyse the collected data to determine whether parked vehicles have been issued with a valid "Disabled Person's Parking Permit" or "Parking Certificate for Drivers Who Carry People with Mobility Disabilities". Artificial intelligence technology will also be deployed to identify whether passengers boarding or alighting are using wheelchairs or walking aids.
The backend analysis of the system will not involve personal data and will strictly comply with the requirements of the Personal Data (Privacy) Ordinance to ensure that the collection, processing, and use of data by the system adhere to the relevant statutory provisions. The camera lenses of the system will be adjusted to appropriate angles and will only cover the designated on-street parking spaces concerned. Furthermore, the data collected by the system will be encrypted to ensure that such data will not be accessed, processed or used without authorisation.
During the trial period, notices will be put up adjacent to the designated on-street parking spaces to inform drivers and members of the public that the system is in operation.
