Transport Department has been implementing various road safety measures and scrutinising proposals on traffic management and road infrastructure improvement submitted by franchised bus operators. Under the current public transport-oriented policy, buses are accorded priority use of roads as far as practicable. Transport Department has all along been implementing various bus priority measures and introducing more bus-friendly measures on appropriate roads to ensure safe and smooth bus services for commuters.

Road Safety Audit

To enhance road safety, Transport Department has taken a precautionary approach and introduced a Road Safety Audit to identify potential road safety deficiencies and suggest measures to eliminate or mitigate those deficiencies so as to create a safer road environment. Transport Department and Highways Department will also enhance the safety performance of existing roads through a Road Safety Check. They will research the latest road safety development and technologies in other jurisdictions and conduct trials at suitable locations in Hong Kong.

Route Risk Assessment

Franchised bus operators conduct route risk assessment for all bus routes at least every two years, covering road conditions, environment and activities of other road users, and provide adequate and safe driving instructions to bus captains having regard to the unique operating environment of each bus route.

Design of Bus Terminus / Public Transport Interchange


There are currently about 300 bus termini/public transport interchanges in Hong Kong (including those managed by the government and private developers), including "traditional parallel bays" and "saw-tooth bus bays" layout designs.

According to the "Hong Kong Planning Standards and Guidelines" and the "Transport Planning and Design Manual", when planning and designing new bus termini and public transport interchanges, "saw-tooth bus bays" layout design should be adopted wherever possible with covered pedestrian walkway to connect to adjacent facilities, such as markets and shops, as well as segregating pedestrians and vehicles to reduce the risk of traffic accidents.

Bus Priority Measures

Bus Only Lane and Bus Gate
To support the priority use of roads by public transport services so as to benefit the public at large, Transport Department has been designating bus-only lanes and bus gates on appropriate roads so as to reduce the chance of bus service schedules being affected by traffic congestions and avoid bus accidents with other vehicles. As of the end of 2024, there are a total of 94 bus-only lanes and 16 designated bus gates.

Give way to bus
Transport Department has introduced the "Give way to bus" bus-friendly traffic measure at the end of 2019, to remind motorists to slow down or stop where necessary to give way to buses exiting from the bus bay to join the adjacent traffic lane. As of the end of 2024, "Give way to bus" measures has been implemented at 45 locations in Hong Kong.
