Transport Information System and the traffic management systems would form part of the transport infrastructure to be provided by the Government to make our transport system more efficient and user-friendly.  In addition, they would provide the necessary information to facilitate commercial utilization such as development of navigation systems for motorists and fleet management systems for public transport and freight operators.  With the emergence of the Third Generation Mobile Phone, it is expected that general information packages and personalized services for individual road users would also become more popular.

In view of the rapid advancement of technology and changing market demands, the development and provision of many ITS applications and services should remain with the private sector.  In fact, services like vehicle security, fleet management and car navigation have been emerging in Hong Kong in recent years. The Hong Kong Government would facilitate their development by providing the basic infrastructure.
