Red light cameras and speed enforcement cameras were introduced in Hong Kong in 1993 and 1999 respectively as trials.  Review on effectiveness of the red light camera systems revealed that the number of red light jumping cases at these sites was substantially reduced by about 43% to 55%.  For speed enforcement camera system, it was also found that there was a 50% reduction in the number of vehicles in excess of speed limit by 15 kilometers per hour, and a 40% reduction in the number of traffic accidents involving injuries.

In view of its effectiveness and technology advancement, red light camera and speed enforcement camera systems have been expanded and upgraded in stages since then.  The red light camera system was upgraded to use digital type cameras in 2003.  As at March 2016, there are a total of 195 sites with digital camera system in operation.  Digital type cameras has also been adopted for speed enforcement cameras and the system has been expanded in 2004 and 2013. As at the end of 2016, a total of 125 locations with new digital type speed enforcement camera housings have been installed.
