Red light cameras and speed enforcement cameras were introduced in Hong Kong in 1993 and 1999 respectively as trials.  Review on effectiveness of the red light camera system revealed that the number of red light jumping cases at those sites with the camera was substantially reduced by about 43% to 55%.  For speed enforcement camera system, it was also found that there was a 50% reduction in the number of vehicles in excess of speed limit by 15 kilometers per hour, and a 40% reduction in the number of traffic accidents involving injuries.

In view of its effectiveness and technology advancement, red light camera and speed enforcement camera systems have been expanded and upgraded in stages since then.  The systems were progressively upgraded to use digital type cameras from 2003.  As at end 2021, there are a total of 210 and 144 sites respectively with digital red light cameras in operation and speed enforcement camera housings installed.
