The Hong Kong-Zhuhai-Macao Bridge (HZMB) Macao Cross-Border Cargo Transfer Terminal (the Terminal) operated by the Macao SAR Government commissions its operations on August 8, 2023. From that day onwards, Hong Kong Cross Boundary Goods Vehicles (CBGVs) may transfer goods from Hong Kong to Macao via HZMB and unload goods at the Terminal (but not allowed to enter the city of Macao). Meanwhile, CBGVs may transfer goods back to Hong Kong. When using the Terminal, Hong Kong CBGVs are not required to register nor obtain vehicle licences from relevant departments of Macao SAR Government and they are also not required to go through the associated clearance procedures for entering Macao. The designated drivers of the Hong Kong CBGVs concerned are not required to hold the relevant Macao driving licences. The Macao SAR Government anticipates that the Terminal may cater for the operation of around 400 Hong Kong CBGVs daily at the initial stage. The application procedures for a Hong Kong CBGV to use the Terminal are as follows:

• Apply through the online system of the Macao Transport Bureau for registration of using the Terminal;
• Apply for a Closed Road Permit for Cross Boundary Vehicles from the Cross Boundary Unit (CBU) of Transport Department of Hong Kong (download Application form TD548 and Notes for Attention(Traditional Chinese version only)) upon obtaining an approval from the Macao Transport Bureau;
• Since the Main Bridge of HZMB is located within the Mainland water, applicant must purchase the Mainland vehicle insurance as required by the respective laws of the Mainland and upload the Mainland insurance information to the Mainland's online filing platform for formal approval of Filing Records, and obtain the Mainland temporary vehicle registration number;
• Purchase the Macao vehicle insurance as required by the respective laws of Macao and upload the Macao insurance information to the online system of Macao Transport Bureau; and
• For HK CBGVs already registered to use the Terminal, they shall register at the website of the Economic and Technological Development Bureau of Macao SAR Government in the first instance and make a reservation to use the Terminal whenever transferring goods to Macao.

As for Macao CBGVs, once licencing formalities for Hong Kong licences / permits have been completed, they may transfer goods to Hong Kong International Airport's logistic facilities via HZMB (but not allowed to enter the city of Hong Kong).
