The Hong Kong-Zhuhai-Macao Bridge (HZMB) Macao Cross-Border Cargo Transfer Terminal (the Terminal) operated by the Macao SAR Government commissioned its operations on August 8, 2023. From that day onwards, Hong Kong Cross Boundary Goods Vehicles (CBGVs) may transfer goods from Hong Kong to Macao via HZMB and unload goods at the Terminal (but not allowed to enter the city of Macao). Meanwhile, CBGVs may transfer goods back to Hong Kong. Eligible Hong Kong CBGVs can make a reservation to use the Terminal after completing the necessary application procedures without the need to apply for vehicle registration nor obtain vehicle licences from relevant departments of Macao SAR Government. They are also not required to go through the associated clearance procedures for entering Macao. The designated drivers of the eligible Hong Kong CBGVs are also not required to hold the relevant Macao driving licences. The Macao SAR Government anticipates that the Terminal may cater for around 400 reservations made by Hong Kong CBGVs per day.

Starting from 12 September 2026, the application procedures for a Hong Kong CBGV to use the Terminal are as follows:

• To submit application and complete the registration on the Online System of the Macao Transport Bureau；

• Within 3 months^{(Note 1)} after the registration, applicants have to submit the required documents to the Cross Boundary Unit (Address: Room 501, 5/F, Harbour Building, 38 Pier Road, Central, Hong Kong) in person, by agent, by post or drop-in-box^{(Note 2)} to apply for "Closed Road Permit for Cross Boundary Vehicles"^{(Note 3)} ;

• Under the principle of territoriality, the Main Bridge of the HZMB located in Mainland waters will be governed by Mainland laws. To facilitate the usage of the HZMB by Hong Kong CBGVs, Mainland government authorities have to obtain the data of CBGVs and designated drivers for records filing for the issuance of Electronic Temporary Vehicle and Driving Licences. Therefore, applicants are required to submit "Mainland Compulsory Traffic Accident Liability Insurance" together with the required documents in order to complete the filing records formalities^{(Note 4)}；

• After the completion of filing records, the Cross Boundary Unit will pass the filing records results to Macao Transport Bureau for subsequent vetting process. Upon receipt of the approval from Macao Transport Bureau, the Cross Boundary Unit will notify applicants to pay the permit fee ^{(Note 5)} and collect the "Closed Road Permit for Cross Boundary Vehicles" ^{(Note 3)}；

Notes for attention：

Note 1：If applicants cannot submit all required documents to the Cross Boundary Unit for the completion of filing records formalities with the Mainland government authorities and notification of the filing records results to Macao Transport Bureau, they have to submit application and complete the registration on the Online System of the Macao Transport Bureau over again.

Note 2：The drop-in-box is located at Room 1032, 10/F, Harbour Building, 38 Pier Road, Central, Hong Kong.

Note 3：Applicants, even their Hong Kong CBGVs are holding with valid Closed Road Permit for travelling between Guangdong and Hong Kong via HZMB or other boundary control points, are required to submit the required documents to the Cross Boundary Unit for the completion of filing records formalities with the Mainland government authorities and notification of the filing records results to Macao Transport Bureau. Upon completion of the filing records formalities and receipt of the approval from Macao Transport Bureau, the Cross Boundary will notify applicants to complete the remaining application procedures without the need to apply for another "Closed Road Permit for Cross Boundary Vehicles".

Note 4：Generally, the validity period of the filing records will be aligned with the expiry date of the Compulsory Traffic Accident Liability Insurance and shall not exceed one year. If the Hong Kong CBGV continues to access the HZMB after the expiry of the filing records validity period, the applicant and designated drivers may be liable for potential legal responsibilities. Therefore, applicants are recommended to submit the latest Compulsory Traffic Accident Liability Insurance to the TD as soon as possible after the expiry of the filing records validity period to facilitate the TD to process the extension of the filing records validity period for the Hong Kong CBGV.

Note 5：The Cross Boundary Unit will issue the"Closed Road Permit for Cross Boundary Vehicles" according to the approved period for entering the Terminal as granted by Macao Transport Bureau.
