Tour Service (A01)

Applicant for operating a tour service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and ‘Application for Passenger Service Licence - Public Bus Service (Tour Service) (TD246A(A01)).

The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms

 

Hotel Service (A02) 

Applicant for operating a hotel service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and “Application for Passenger Service Licence - Public Bus Service (Hotel Service)” (TD246A(A02)).  For operation of hotel service which is regular in nature with fixed routeing, fixed destination or destination areas and timetable(s), the operation details of the proposed hotel shuttle service, including the service route, periods and days of operation and vehicles to be deployed should be specified in the application form, with Annex A of the application form endorsed by the hotel concerned.

The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms.

 

Student Service (A03)

Applicant for operating a student service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and “Application for Passenger Service Licence - Public Bus Service (Student Service)” (TD246A(A03)).  For operation of student service for post-secondary educational institutions, the operation details of the proposed student service, including the service route, periods and days of operation, payment details and vehicles to be deployed should be specified in the application form, with Annex A of the application form endorsed by the Institution.

The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms.

 

Employees' Service (A04)

Applicant for operating employees' service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and "Application for Passenger Service Licence - Public Bus Service (Employees' Service)" (TD246A(A04)).  The operation details of the proposed employees' service, including the service route, periods and days of operation, payment details and vehicles to be deployed should be specified in the application form.

The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms.

 

International Passenger Service (A05)

Cross boundary service

Firstly, applicant shall obtain approval documents issued by Mainland authority for providing cross boundary coach services in Mainland. When HKSAR Transport Department (TD) advertises an open invitation for application of cross boundary coach quotas in local newspaper, applicants shall submit application letters in the name of joint ventures simultaneously to both TD and Mainland authorities together with relevant supporting documents within the specified period for consideration. The applications for quotas will be examined and approved by both the Mainland and Hong Kong authorities. Successful operators shall then fill in the form  "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and "Application for Passenger Service Licence - Public Bus Service {International Passenger Service (Cross Boundary Service)}" (TD246A(A05B)) and submit them together with the relevant supporting documents to the Cross Boundary Team of Transport Operations (NT) Division. The details of service arrangements as stated in the Schedule of Service such as the route and pick-up / set-down points (within HKSAR territories) shall be approved by TD. Upon completion of all formalities, the operators can operate cross boundary coach services.

 

Other than cross boundary service

Applicant for operating non-cross boundary international passenger service should firstly fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and  "Application for Passenger Service Licence - Public Bus Service {International Passenger Service (other than Cross Boundary Service)} (TD246A(A05))". The operation details of the proposed international passenger service, including the service route, periods and days of operation, payment details and vehicles to be deployed should be specified in the application form.

The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms.

 

Residents' Service (A06)

Applicant for operating a residents' service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and "Application for Passenger Service Licence - Public Bus Service (Residents' Service)" (TD246A(A06)). The operation details of the proposed residents' service, including the service route, periods and days of operation, payment details and vehicles to be deployed should be specified in the application form. Annex A of the application form TD246A(A06) should be filled in by the user representative of the proposed service. If the outer terminal point (within residential area) is to be located within a public/private estate, the estate management should also complete Annex B of the application form TD246A(A06).

The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms.

 

Multiple Transport Service (A07)

Applicant for operating a multiple transport service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and "Application for Multiple Transport Service To Be Included in the Passenger Service Licence - Public Bus Service" (TD246E). The operation details of the proposed multiple transport service, including the service route, periods and days of operation, payment details and vehicles to be deployed should be specified in the application form. The applicant should submit a completed application form together with supporting documents as specified in the "Notes for Attention" of the application form.

 

Contract Hire Service (A08)

Applicant for operating a contract hire service should fill in the form "Application for Passenger Service Licence / Application for Passenger Service Licence Certificate(s) / Operation of New Scheduled Service(s) - Public Bus Service" (TD246A) and "Application for a Passenger Service Licence - Public Bus Service (Contract Hire Service)" (TD246A(A08)). The applicant should submit the completed application forms together with supporting documents as specified in the "Notes for Attention" of the application forms.

 

Contract Hire Service (A08)- Operation of Service with the same origin and destination areas

A PSL holder with contract hire service (A08) endorsement who wishes to operate bus service with the same origin and destination areas for more than 2 days either intermittently or consecutively in a period of 30 days should obtain prior approval from Transport Department before operation.  Applicant should fill in the form "Application for a Passenger Service Licence - Public Bus Service (Contract Hire Service)" (TD246A(A08)) Part B together with supporting documents including service contract with user group and details of the proposed service such as the service route, periods and days of operation and vehicles to be deployed.

 

Submission of Applications

All completed applications for passenger service licence for non-franchised bus service (except international passenger service-cross boundary service) should be submitted either in person, by agent or by registered post to Public Vehicles Unit of Transport Department at 3/F., United Centre, 95 Queensway, Hong Kong.

Completed applications for passenger service licence for international passenger service-cross boundary service should be submitted either in person, by agent or by registered post to Cross Boundary Team at 7/F, Mongkok Government Offices, 30 Luen Wan Street, Kowloon.
