New Arrangement for issuing Passenger Service Licence Certificate
 
Starting from 13 July 2020, the Transport Department will issue a new Passenger Service Licence Certificate ("PSLC") (Blue) which will cover both scheduled and non-scheduled service endorsements for non-franchised public buses, with a view to replacing the existing Red and Green PSLCs gradually
 
Existing scheduled (Green) and non-scheduled (Red) PSLCs will remain valid until expiry.PSL holders shall follow the prevailing procedures for submitting applications for renewal of PSLCs.
 
If a public bus is currently issued with both scheduled (Green) and non-scheduled (Red) PSLCs, the relevant PSL holder is only required to submit the application for extension in one go. The PSL holder should surrender both Green and Red PSLCs to TD upon completion of licensing formalities. If the application for renewal involves a public bus issued with both Green and Red PSLCs with different expiry dates, the expiry date of the newly issued Blue PSLC will be based on the existing PSLC with an earlier expiry date.
 
The fee for issuance of the Blue PSLC remains unchanged at HK$160 per vehicle per annum.
