Existing Transport Infrastructure

The existing major road infrastructure and railway networks as at the end of 2022 are shown in Figures 1 and 2 respectively.

Major Road and Railway Infrastructure Projects

The major road infrastructure proposals on Hong Kong Island and in Kowloon and the New Territories as at the end of 2022 are shown in Figure 3. Details of major road projects under construction and planning are given in Tables 1 and 2 respectively.

Major road projects under construction include Route 6 (Trunk Road T2 and Cha Kwo Ling Tunnel, and Central Kowloon Route), Widening of Tai Po Road (Sha Tin Section), Widening of Western Section of Lin Ma Hang Road between Ping Yuen River and Ping Che Road, Fanling Bypass (Eastern Section) and Widening of Castle Peak Road - Castle Peak Bay. Besides, major road projects under planning include Fanling Bypass (Western Section), Trunk Road T4 in Sha Tin, Widening of Fanling Highway (Kwu Tung Section), Hiram's Highway Improvement Stage 2, Road P1 (Tai Ho - Sunny Bay Section), Improvement Works at Tsuen Tsing Interchange, Route 11 (Section between Yuen Long and North Lantau), Improvement of Lion Rock Tunnel, Widening of Yuen Long Highway (Section between Lam Tei Quarry and Tong Yan San Tsuen Interchange), Tsing Yi - Lantau Link, Tuen Mun Bypass, Extension Works to Major Roads in Tuen Mun, Hong Kong Island West – Northeast Lantau Link, Widening of T6 Bridge of Tate's Cairn Highway, Upgrading of Nim Wan Road (South), Nim Wan Road (North) and Deep Bay Road and Widening of Tsuen Wan Road.

The 17km Shatin to Central Link, which consists of “Tai Wai to Hung Hom Section” and “Hung Hom to Admiralty Section”, is a territory-wide strategic railway project. The “Tai Wai to Hung Hom Section” connects the Ma On Shan Line and the West Rail Line, forming the Tuen Ma Line with the Tai Wai Station, Hin Keng Station, Diamond Hill Station, Kai Tak Station, Sung Wong Toi Station, To Kwa Wan Station, Ho Man Tin Station and Hung Hom Station. The “Hung Hom to Admiralty Section” extends the East Rail Line to Hong Kong Island with Exhibition Centre Station and Admiralty Station. The entire Tuen Ma Line was commissioned on 27 June 2021 and the East Rail Line Cross-harbour Extension was commissioned on 15 May 2022.

To further develop the railway network in Hong Kong to facilitate daily commuting of the public and promote district development, we will continue to invest resources in taking forward the railway projects under Railway Development Strategy 2014 in an orderly manner. Among them, the construction works of the Tung Chung Line Extension, Tuen Mun South Extension and Northern Link Phase 1 Kwu Tung Station are expected to commence in 2023 for completion from 2027 to 2030. The construction works of Hung Shui Kiu Station and Northern Link Main Line are scheduled to commence in 2024 and 2025 respectively. To ensure the major transport infrastructure will satisfy the transport demand of long-term land development, we commenced the “Strategic Studies on Railways and Major Roads beyond 2030” in December 2020, with a target of formulating Hong Kong's future Major Transport Infrastructure Development Blueprint in the fourth quarter of 2023. We will take forward the required transport infrastructure projects in a timely manner.
