Existing Transport Infrastructure

The existing major road infrastructure and railway networks in Hong Kong as at the end of 2024 are shown in Maps 1 and 2 respectively.

 

Major Road and Railway Infrastructure Projects

The major road infrastructure proposals in Hong Kong Island, Kowloon and New Territories as at the end of 2024 are shown in Map 3. Details of major road projects under construction and planning are given in Tables 1 and 2 respectively. The information on railway projects under construction and planning are provided in Tables 3 and 4 respectively, while those on mass transit system projects under planning are listed in Table 5.

Major road projects under construction include Central Kowloon Bypass (Yau Ma Tei Section Tunnel and Kowloon Bay Section Tunnel), Fanling Bypass (Eastern Section), Improvement Works at Tsuen Tsing Interchange, Trunk Road T4 in Sha Tin , Widening of Fanling Highway (Kwu Tung Section), and Hiram’s Highway Improvement Stage 2. Besides, major road projects under planning include Fanling Bypass (Western Section), Road P1 (Tai Ho - Sunny Bay Section) in Lantau, Route 11 (Section between Yuen Long and North Lantau), Improvement of Lion Rock Tunnel, Widening of Yuen Long Highway (Section between Lam Tei Quarry and Tong Yan San Tsuen Interchange), Tsing Yi - Lantau Link, Tuen Mun Bypass, Extension Works to Major Roads in Tuen Mun, Hong Kong Island West – Northeast Lantau Link, Widening of T6 Bridge of Tate’s Cairn Highway, Nim Wan Road (South), Upgrading of Nim Wan Road (North) and Deep Bay Road, Widening of Tsuen Wan Road, Northern Metropolis Highway, Shatin Bypass and Tseung Kwan O – Yau Tong Tunnel.

To further develop the railway networks in Hong Kong to facilitate daily commuting of the public and promote district development, the Government is taking forward various new railway projects. Among them, the construction works of the Northern Link Phase 1 (Kwu Tung Station), Tung Chung Line Extension, Tuen Mun South Extension and Oyster Bay Station commenced in 2023, and Hung Shui Kiu Station commenced in 2024 for completion from 2027 to 2030. In addition, the advance works for Northern Link Phase 2 have started and the project is targeted to commence the construction works in 2025 for completion by 2034.

The Government promulgated the "Hong Kong Major Transport Infrastructure Development Blueprint" in December 2023. Based on the latest planning information, the Government will timely review the planning of transport infrastructure and proceed with various transport infrastructure projects in an orderly manner to meet the transport demand of long-term development, improve infrastructure facilities, and further enhance the efficiency and connectivity of Hong Kong's transport infrastructure network.
