Purpose:

• To improve the image of private driving instructors
• To deter illegal driving training
• To safeguard the interest of both private driving instructors and learner drivers

Implementation Timeline:

The display of private driving instructor identity plate has taken effect from 4 March 2022. Failure to display private driving instructor identity plate at the training vehicle while giving driving instruction will breach the law and be liable to a fine of $2,000. 

Application Procedures：

First batch application / Replacement of PDI Identity Plate

Private driving instructors shall submit a completed application form, a copy of the identity document, a copy of a valid private driving instructor licence and a new and recent photograph to the Driving Test Appointment Office at 2/F Cheung Sha Wan Government Offices. After processing the application, the Transport Department will issue a private driving instructor identity plate to the applicant. For application by post, the Transport Department will contact him/her at the correspondence address recorded in the computer system of the Transport Department. A plate holder will be issued to the first time applicant free of charge.

Apply / Renew PDI Licence and PDI Identity plate at the same time

Private driving instructors can apply for the private driving instructor identity plate when applying for/renewing their driving instructor's license. They shall submit a completed application form (TD557), related supporting documents and a new and recent photograph to the Transport Department. For application in person or by an agent, he/she should go to the Kowloon Licensing Office. After obtaining the private driving instructor license, he/she can go to the Driving Test Appointment Office at the same floor to apply for the private driving instructor identity plate. For application by post, the Transport Department will contact him/her at the correspondence address recorded in the computer system of the Transport Department.

Please note that application for private driving instructor identity plate would only be processed at the Driving Test Appointment Office of the Transport Department (2/F Cheung Sha Wan Government Offices). If the private driving instructor would like to apply for the issuance / renewal of his/her private driving instructor license in person or by an agent, and the private driving instructor identity plate at the same time, he/she must submit application to the Kowloon Licensing Office at 2/F Cheung Sha Wan Government Offices.

Design and Format:

The private driving instructor identity plate shall show the following information:

1. the caption "PRIVATE DRIVING INSTRUCTOR IDENTITY PLATE" and "私人駕駛教師證";
2. the private driving instructor's full name as shown in the identity card in English and, where appropriate, in Chinese
3. driver's photograph that is recent as at the date of issue;
4. the group of motor vehicles in respect of which the instructor is entitled to give driving instruction; and
5. date of issue and date of expiry.

Position for Display:

The private driving instructor identity plate shall be inserted in the plate holder and displayed with the side bearing the photograph facing the learner driver. The private driving instructor identity plate holder shall enable the private driving instructor identity plate to be inserted in without obstructing the display of any information and logo shown on both sides of the private driving instructor identity plate. The overall size of the private driving instructor identity plate holder together with the private driving instructor identity plate inserted inside shall not exceed 120 mm in width and 110 mm in height. The plate holder shall show the registration number of the vehicle and be mounted securely on the left side of the dashboard. A plate holder will be issued to first time applicant free of charge.
