As an integral part of the digitalisation of licences, the Transport Department ("TD") has introduced the electronic driving licence and electronic driving instructor's licence (collectively referred to as "eDLs") starting from 15 September 2025. This initiative allows licence holders to choose to display their eDLs on their smartphones via the eDL mobile application ("app"), fulfilling the relevant statutory requirements of carrying or producing a driving licence ("DL") for examination or inspection, thereby bringing more convenience to licence holders.
Licence holders can simply download the eDL mobile app and log on upon authentication via iAM Smart (for Hong Kong Identity ("ID") Card holders) or TD's e-Licensing Portal (for non-Hong Kong ID Card holders) to display their eDLs. The eDL mobile app covers the full driving licence, learner's driving licence, probationary driving licence, temporary driving licence and driving instructor's licence.
The eDL provides data in sync with the information contained in the physical DL and shows the status of the DL (i.e. whether it is valid). To prevent forgery of eDLs, the relevant app is equipped with security features, including identity authentication, dynamic logo of TD, disabling the screen capture function, etc. Meanwhile, the TD will continue to issue physical DLs to meet the needs of different parties.

Q1: What is electronic driving licence ("eDL")? |
| |
A1: eDL is an electronic representation of your DL or driving instructor's licence, which provides data in sync with the information contained in your physical DL. eDL must be obtained and displayed through the eDL mobile app on smartphones in order to fulfil the relevant statutory requirements of carrying or producing a DL at the time of driving for examination or inspection by authorised officers.

Q2: Who can use eDL? |
| |
A2: All holders of valid DL, including full driving licence, learner's driving licence, probationary driving licence, temporary driving licence and driving instructor's licence, can use eDL.
Hong Kong ID Card holders have to log in to the eDL mobile app via their iAM Smart accounts, while non-Hong Kong ID Card holders can log in via their e-Licensing Portal ("e-LP") accounts of the TD. If you do not have a relevant account, you must first register successfully in order to use eDL.

Q3: How to obtain an eDL? Does it incur additional application fee? |
| |
A3: DL holders simply need to download the eDL mobile app (free download from Apple App Store, Google Play and Huawei AppGallery) onto their smartphones and complete the identity authentication via iAM Smart or TD's e-LP to obtain their eDLs instantly without making applications to the TD separately or paying any additional fee.
Each smartphone can only be used for logging in to one eDL at a time, and each eDL can only be displayed on one smartphone at one time. If you need to change your smartphone, you may obtain your eDL simply by repeating the above steps to download the app and log in to the system for identity authentication.

Q4: What information will be displayed on an eDL? |

A4: The information on an existing physical DL will be displayed on an eDL through the mobile app, including the name of the licence holder, driving entitlement(s), driving licence number, validity period and system encrypted QR code. Moreover, the status of DL (i.e. whether it is valid) will also be displayed on an eDL.

Q5: Is it necessary to register for an electronic driving instructor's licence separately? |
| |
A5: If you are a holder of driving instructor's licence, your electronic driving instructor's licence will also be displayed on the eDL mobile app without separate registration.

Q6: If I hold a full driving licence and a driving instructor's licence at the same time, do I have to log in to the eDL mobile app separately to display the relevant licence? |
| |
A6: If you hold more than one type of DL, you only have to log in to the eDL mobile app once and then swipe left on the "Licence" page to display the electronic driving instructor's licence. |

Q7: What is the function of the QR code on the eDL? Can the public read the information contained in the QR code? |
| |
A7: The QR code, which is the same as the QR code contained in the physical DL currently issued by the TD, has been encrypted by the system and is for scanning or reading by the Hong Kong Police Force and the TD only when necessary, so as to facilitate the day-to-day traffic enforcement by police officers. In fact, the public can read their DL particulars directly on the eDL without the QR code. In addition, please note that the electronic temporary driving licence and the electronic driving instructor's licence will contain an encrypted QR code.

Q8: Does the eDL have any validity period? If there is any change in the particulars of the licence holder or the licence, is it necessary to inform the TD of the eDL update separately? |
| |
A8: The eDL, being the electronic version of the DL, will display in real time the particulars contained in the physical DL, including the validity period. When the licence holder submits to the TD an application for change in licence particulars or renewal, the relevant information in the TD's licensing system will be updated instantly upon completion of the application, and the particulars displayed on the eDL will also be updated automatically and synchronously. Therefore, the licence holder does not have to inform the TD of the eDL update separately.

Q9: If I choose to use an eDL, do I still have to renew my DL? |
| |
A9: Yes, you still have to renew your DL, which is no different from the current practice. For instance, you should renew the full driving licence within 4 months before its expiry date or within 3 years after it has expired.
If you apply for renewal of a DL online, by post or through the drop-in boxes, the eDL will be updated after your application is approved and can be used immediately, saving you from waiting for the mail of the physical DL from TD.
If you choose to apply for renewal of your DL at the walk-in counters, it will remain the same as the current arrangement. You will be issued with the physical DL immediately and the information and status displayed on the eDL will also be updated simultaneously.

Q10: Can an eDL substitute for a physical DL? |
| |
A10: eDL is an additional and optional form of DL. In other words, all motorists are still required to apply for and hold a physical DL. According to the law, when motorists are driving on the roads or are requested to produce a DL, they can choose to carry or produce an eDL in the place of a physical DL. However, motorists may still have to use a physical DL in certain situations, such as when driving overseas or surrendering the relevant DL after being disqualified from driving.
As such, you still have to apply to TD for a duplicate of the relevant DL if your physical DL has been lost, destroyed or defaced.

Q11: What is the difference between the e-LP, which is launched by the TD and also contains the DL information of the licence holder, and the eDL? |
| |
A11: The e-LP is an online licensing platform that provides one-stop online service for licence applications and enquiries, where members of public can check the information of their licence and permit (including DL, vehicle licence and permit). Nevertheless, the DL information displayed on e-LP is for reference only and does not fulfill the requirement of carrying or producing a DL under legislation.
Therefore, members of the public must carry their physical DL or display their eDLs obtained through the eDL mobile app on smartphones when driving.

Q12: Does the eDL mobile app support other services apart from eDL? |
| |
A12: The eDL mobile app, apart from displaying the eDL, also sends push notifications to licence holders. You can click the push notifications and view the relevant notifications in the "Inbox" of the app. Such notifications include cancellation/ revision/ reinstatement/ addition of restrictions on DL, as well as relevant system maintenance reminders.

Q13: How to identify the authenticity of an eDL?
|
| |
A13: eDL has to be obtained and displayed through the eDL mobile app on smartphones. Licence holders are required to authenticate their identity via their accounts of iAM Smart or TD's e-LP. Various security features have already been incorporated into the eDL mobile app, including displaying dynamic logo of TD, disabling the screen capture function, using time-limited encrypted QR codes and preventing the app from running on jailbroken devices, to safeguard the authenticity of eDLs.
Apart from paying attention to the above security features, authorised officers can also request a licence holder to tap on the smartphone to verify whether the eDL produced is a screenshot of photo or video, or to tap to enlarge the encrypted QR code for scanning to confirm the authenticity of the eDL.

Q14: Does the smartphone has to be connected to the Internet service to use the eDL? |
| |
A14: To ensure that your eDL can provide accurate real-time information, your smartphone must be connected to the Internet service.
|

Q15: Can the eDL mobile app be installed and used on tablets? |
| |
A15: No, it cannot be installed and used on tablets. In light of the popularity of smartphones, the eDL mobile app currently supports smartphones only. TD will consider reviewing whether to support more different types of electronic devices subject to the usage of the public.
|

Q16: Will the eDL mobile app access other information on my smartphone? |
| |
A16: To protect the personal information of DL holders, the eDL mobile app will not store any personal information of the licence holder. The eDL mobile app will not access other information on your smartphone.
|
|
Q17: Will the use of eDL be affected during system maintenance? |
| |
A17: The eDL displays DL information obtained from the TD's licensing system, including status of the DL (i.e. whether it is valid). During system maintenance of the licensing system, the eDL system will obtain DL information from a backup system. In such case, the eDL mobile app will not contain encrypted QR codes and will display the DL information updated the previous night.
In addition, before the scheduled system maintenance of the eDL and its supporting systems, the eDL mobile app will notify all users in advance through push notifications, reminding them that eDLs could not be used during the affected period.

Q18: If I lose my smartphone on which the eDL mobile app is installed, what should I do? Do I need to report the loss or apply for a duplicate of eDL? |
| |
A18: If you lose your smartphone on which the eDL mobile app is installed, you do not need to report the loss or apply for a duplicate eDL. You only need to download the app onto your new smartphone and log in to the system to complete the identity authentication for obtaining your eDL. If someone found your smartphone, he/she will not be able to access your eDL as the eDL mobile app can only be used via identity authentication.
If necessary, DL holders can change their passwords of e-LP to prevent others from logging into their eDL via e-LP.

Q19: Do I need to hand over my smartphone to the relevant officer when I am required to produce my DL for inspection? |
| |
A19: The new legislation does not require a licence holder to hand over the smartphone to the relevant officer for inspection. However, the person must comply with the reasonable request of the relevant officer to facilitate the reading or scanning of the eDL. If the relevant officer cannot read or scan the eDL obtained through the eDL mobile app on the person's smartphone, the person would be regarded as having not produced his/her eDL.

Q20: Can a driver present a screen capture of his/her eDL to comply with the requirement to produce an eDL? |
| |
A20: No, a driver must open the eDL mobile app to obtain real-time data of his/her eDL in order to comply with the requirement to produce an eDL.
The eDL mobile app has a function to prevent users from taking screen captures. Law enforcement officers can also observe the dynamic features on the app, including the countdown timer and TD's dynamic logo, to determine whether the eDL presented by the user is in compliance with the legal requirements.

Q21: Can I drive in other countries or places with my eDL? |
| |
A21: International recognition of Hong Kong's eDL depends on the policies or conditions of the countries or places concerned. Therefore, we suggest that you should first gain a clear understanding of the local driving requirements before driving abroad, and bring your physical DL and International Driving Permit (if applicable) with you as appropriate.

Q22: What is the meaning of the "*" symbol marked next to the vehicle classification code(s) on my physical DL and eDL? |
| |
A22: If a driving licence holder has any driving entitlement(s) obtained through "direct issue" mechanism pursuant to regulation 11(3) of Road Traffic (Driving Licences) Regulations (Cap. 374B), regardless of whether it is a physical or electronic driving licence, the reference number of the driving licence issued/renewed would begin with a prefix "DI", and a "*" symbol will be marked next to the driving entitlement(s) obtained through "direct issue" mechanism (applicable to licences issued/renewed from 15 September 2025 onwards). If necessary, licence holder may submit written application to the Transport Department for issuing a letter certificating his driving entitlement(s) obtained through "direct issue" mechanism or completion of driving test(s).

Q23: The eDL does not show my driving licence information/ some of the driving entitlements. What are the possible reasons? |
| |
A23: All driving entitlements which have been disqualified, suspended or cancelled by the court, Police or Transport Department will not be displayed on the eDL and "e-Licensing Portal". If all your driving entitlements have been cancelled or you are asked to surrender your driving licence, your driving licence information will not be shown on the eDL and "e-Licensing Portal". Full driving licence, probationary driving licence and driving instructor's licence that have expired for over 3 years will also not be shown on eDL and "e-Licensing Portal".
