The Government has taken over the Tai Lam Tunnel on 31 May 2025 and implement new tolls, with substantially reduced tolls for all vehicle types. Private cars and motorcycles (including motor tricycles) will be charged time-varying tolls, while taxis and other commercial vehicles will have fixed tolls. The Government has appropriately reduced the tolls of the Tai Lam Tunnel, to ensure that the tunnel remains smooth and its spare capacity is better utilised to alleviate the heavy traffic on its alternative routes enabling the public's commuting. Additionally, it is anticipated that commercial vehicles would be attracted to use the Tai Lam Tunnel in support of the operation and development of the logistics industry.
The toll for private cars is set at $45 in the morning and evening peak time slots on weekdays (Mondays to Saturdays, excluding general holidays), $30 during normal time slot, while it is charged at $18 during the remaining off-peak time slot. For Sundays and general holidays, private cars are charged at a fixed toll of $18 throughout the day.
For motorcycles, the corresponding toll for all time slots is set at 40% of the private car toll.
Taxis have a fixed toll of $28 on all days, while other commercial vehicles, including goods vehicles, light buses and buses, are charged at a fixed toll of $43 on all days.

On Sundays and general holidays, a fixed off-peak toll will be applied whole day, with no transitional charging arrangements in place.
Examples of Transition Charging Arrangement
Taking weekday tolls as an example, the toll for private car is $18 during the "off-peak time slot" before 07:15. At 07:15, when the off-peak time slot ends, the toll immediately increases by $1 to $19. After 2 minutes at 07:17, the toll increases by another $2 to $21. Subsequently, the toll gradually increases by $2 every 2 minutes until reaching the morning "peak time slot" of $45. Before 19:00 during the "peak time slot", the toll for private car is $45. At 19:00, when the "peak time slot" ends, the toll immediately decreases by $2 to $43. After 2 minutes at 19:02, the toll decreases by another $2 to $41. In this manner, the toll gradually decreases by $2 every 2 minutes until it reaches the toll for afternoon "off-peak time slot" of $18. The transitional toll arrangements between other charging time slots follow a similar pattern, with tolls gradually increasing or decreasing from the moment the previous time slot ends and the following time slot begins.

HKeToll has been implemented at Tai Lam Tunnel. The tolls under the Time-varying Toll are determined based on the vehicle data and passage time records detected by the HKeToll toll points at Tai Lam Tunnel. New Toll Information Displays of each bound of the Tai Lam Tunnel located at/near the toll points of HKeToll allow the motorists to check the real-time toll information and the approximate locations of the toll points.
Locations of the Toll Points at Tai Lam Tunnel
Apart from the above toll points, HKeToll will set up backup toll point in each direction of the tunnel to ensure stable operation of the toll collection system. When the above toll point requires maintenance or coordination with construction works or tunnel operations, toll collection will be switched to the backup toll point. When the backup toll point is in operation, the Toll Information Display near its location will be activated, displaying the real-time tolls.

The new tolls for Tai Lam Tunnel will be significantly reduced by 22% to 80%. This is expected to bring multiple benefits to the public and the transportation industry, promote the flow of people and goods between the Northwest New Territories and urban areas, provide convenience and bring benefits to all.
