New Arrangements of Closed Road Permits for Cross-boundary Vehicles

The following new arrangements for Closed Road Permit (CRP) will be applicable to CRP applications submitted to this Department from 1 January 2026 onwards:

(i) Extension of maximum validity of CRP to align with the validity period of respective cross-boundary quotas, or up to 60 months at most, whichever is shorter; and
(ii) Adjustment of CRP fees.

The Macao Transport Bureau will cease printing Identification Labels starting from October 1, 2022 and will notify applicants about the approval number and validity period via email. For details, please visit the following website:

Situation Latest Arrangement
Situation 1：Quota holders have already collected the Identification Label from Macao Customs Service
  • Quota holders can continue to use the collected Identification Label and are not required to return the Label after the quota validity period.
Situation 2：Quota holders whose applications have been approved by the governments of Mainland, Hong Kong and Macao before October 1, 2022, but have yet to collect the Identification Label from Macao Customs Service
  • Quota holders are required to make appointments with the Macao Customs Service to collect and display the permit, Electronic Label (RFID) and Identification Label upon receiving the notification from the Macao Customs Service.
Situation 3：Quota applicants whose applications have yet to be approved by the governments of Mainland, Hong Kong and Macao before October 1, 2022
  • Quota applicants whose applications are approved by the governments of Mainland, Hong Kong and Macao after October 1, 2022 are required to make appointments with the Macao Customs Service to collect and display the permit and Electronic Label (RFID) upon receiving the approval confirmation email from the Macao Transport Bureau and the notification from the Macao Customs Service.

At present, Hong Kong and Macao cross-boundary non-commercial private cars are regulated by a quota system jointly administered by the governments of Hong Kong and Macao. Hong Kong private cars under the quota system ("Hong Kong quotas") are permitted to make multiple access to city of Macao via the Hong Kong-Zhuhai-Macao Bridge ("HZMB") during the quota validity period. Since the commissioning of the HZMB in 2018, the Transport Department ("TD") has successively allocated a total of 5 100 Hong Kong quotas according to the arrangement agreed by the two governments.
