New Arrangements of Closed Road Permits for Cross-boundary Vehicles The following new arrangements for Closed Road Permit (CRP) will be applicable to CRP applications submitted to this Department from 1 January 2026 onwards: (i) Extension of maximum validity of CRP to align with the validity period of respective cross-boundary quotas, or up to 60 months at most, whichever is shorter; and(ii) Adjustment of CRP fees. At present, Hong Kong and Macao cross-boundary non-commercial private cars are regulated by a quota system jointly administered by the governments of Hong Kong and Macao. Hong Kong private cars under the quota system ("Hong Kong quotas") are permitted to make multiple access to city of Macao via the Hong Kong-Zhuhai-Macao Bridge ("HZMB") during the quota validity period. Since the commissioning of the HZMB in 2018, the Transport Department ("TD") has successively allocated a total of 5 100 Hong Kong quotas according to the arrangement agreed by the two governments.
