1) Application for Personalized Vehicle Registration Mark

The Department has to take time to process the reserved applications accumulated during the pandemic, the processing time of submitted applications and waiting time for auction will become longer. Thank you for your kind attention and understanding.                                   

In general, applications will be accepted within the determined period in January, May and September each year.

(3) Submission of Application

  1. By post to the Vehicle Registration Marks Unit, Transport Department, 12/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon. Applications received by post will be dated by the postmark.
  2. Via the drop-in box at any of the TD's Licensing Offices at Admiralty, Cheung Sha Wan, Kwun Tong and Sha Tin. For easy identification, please mark "PVRM Application" on the envelope of the application.
  3. Through the online application service at the GovHK website if the applicant possesses an "iAM Smart+" account with digital signing function (for Hong Kong residents only) or a digital certificate. You may also make general enquiries through a chatbot at the GovHK website.


(4) Change of correspondence address and contact details

All mails relating to application for personalized vehicle registration mark will be sent to the correspondence address provided by the applicant on the application form. If you would like to change the correspondence address or other contact details, please submit the completed application form (TD 640) by post or by fax to the Vehicle Registration Marks Unit of Transport Department (Address: 12/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon/ Fax no: 3101 5532).

You may also submit the change request through electronic form, or use GovHK's Access Change of Address Service to make application (After starting the application, click "Services by Organisation" in Step 2 and select "Vehicle Registration Marks Auction Applicant [TD03]" under "Transport Department", and then input and submit the required information).

Certificate of Allocation

The PVRM purchaser shall receive a "Certificate of Allocation of Personalized Registration Mark" after auction. Keep the certificate in a safe place. Report its loss at once to any Police Station, and apply in a specified form (TD 572) for a duplicate document on payment of the appropriate fee.

Who is expected to attend an auction?

Any member of the public who is interested in bidding for the marks put up for auction can attend.

What to bring along on the date of auction?

Bidders are reminded to bring along the following documents with them for completion of registration and payment procedures immediately after the successful bidding:


(7)Procedure for registering a mark after auction

What is the procedure for registering a mark bought at auction?

If successful in obtaining a mark at auction, the bidder has to complete a "Memorandum of Sale of Vehicle Registration Mark" to confirm acceptance of the mark. Within 12 months after the date of being allocated with the mark by auction, the purchaser has to get the mark assigned to a vehicle registered in his name, otherwise this allocation of the mark may be cancelled by the Transport Department and the mark may be reallocated.
