The queue ticketing system for driving licensing-related services will be implemented at the four Licensing Offices of the Transport Department starting from 13 March 2024 (Please click here for details). For driving licensing services and driving test applications processing over the counter, if no prior appointment has been made online or by phone, applicants are required to obtain a same-day queue ticket on-site before using the counter services.

Remarks:

(A)  Original driving test form (only applicable to addition of driving entitlement to full driving licence for Public Bus – Franchised and first issue of or addition of Driving Instructor's Licence); and
  Original of valid course certificate of the relevant Pre-service Course (the date of completion of the course as specified in the course certificate shall fall within one year preceding the date of application for the relevant full driving licence). (Only for applicants for full driving licence for Taxi, Public Light Bus and Public Bus)
(B)  If your licence has been defaced, the defaced licence shall be submitted together with your application at any one of the Licensing Offices or by post. Online application is applicable for lost/destroyed licence only. If your licence will expire within 4 months or has expired but not exceeding 3 years, you may apply for renewal instead of obtaining a duplicate one. If your driving licence has expired exceeding 3 years, it cannot be renewed.
(C)  Two identical, new and recent photographs, with plain background, size 40mm × 50mm taken full face without headwear;
(D) Required documents for application for change of personal particulars vary depending on the particulars to be changed. Please see the application form for details. For change of name or identity document no., please visit counter of Licensing Office to complete the application. Online service is applicable to change of address and e-contact means only.
(E) Regarding Learner's Driving Licence for Motor Cycle or Motor Tricycle, your application must be accompanied with Part B (Competence Test) pass certificate, Part C test (i.e. Road Test) appointment letter or application for Part C test. If you do not have a Road Test (Part C) appointment letter, you or your agent must submit the application to Hong Kong Licensing Office/Kowloon Licensing Office.
(F)  Original and copies of full driving licence issued by one of the approved countries or places, identity document and any other documentary proof of compliance of application criteria are required.

(P) Postal applications may be submitted by mail to Kwun Tong Licensing Office, P.O. Box 68115, Kowloon East Post Office, Kowloon. If your application is in order, the licensing document for which you have applied will be sent to you by registered post within 10 working days upon receipt of application.
(Q) Postal applications may be submitted by mail to Transport Department Kowloon Licensing Office at 2/F., Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon.
(R) Postal applications may be submitted by mail to Shatin Licensing Office, P.O. Box 79, Shatin Central Post Office. If your application is in order, the licensing document for which you have applied will be sent to you by registered post within 10 working days upon receipt of application. If your application for Learner's Driving Licence for (Commercial Vehicle) is submitted together with an application for a Driving Test (Commercial Vehicle), we will sent the licence together with details of the test appointment to you by registered post within 15 working days upon receipt of application.

Notes for Attention

Please refer to the application forms or relevant GovHK's websites for online application service (if available) for details on the required documents for the application.

^ Cash and original identity document should not be sent by post. For postal applications, crossed cheque/cashier order for the correct amount of fees should be made payable to either "The Government of the Hong Kong Special Administrative Region" or "The Government of the HKSAR". Please write down your name, first four characters/digits of your identity document number and daytime contact telephone number on the back of the cheque/cashier order.

(1) If a change occurs in the name, address or identity document of a driving licence holder/registered owner previously provided by the driving licence holder/registered owner to the Commissioner for Transport, the driving licence holder/registered owner shall, within 72 hours of the change, notify the Commissioner for Transport in writing or by submitting the completed Transport Department Form (TD559) with the proof of change. Any person who without reasonable excuse contravenes such requirement commits an offence and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving licence holder/registered owner shall also deliver to the Commissioner for Transport the existing original driving licence (if applicable), original driving instructor's licence (if applicable), original vehicle registration document (if applicable), vehicle licence (if applicable) and Certification of Allocation of Personalized Registration Mark (if applicable) for amendment.
(2) Applicants are required to produce proof of present address (residential address and correspondence address). Transport Department may suspend the processing of licensing applications until the production of address proof.
(3) For any change of address notified under any Transport Department application form, all vehicle/driving licence records of the applicant under the same identity document held by this Department will also be changed.
(4) From 19 May 2007, driving licence holders who apply for renewal of full driving licences, probationary driving licences or driving instructors' licences are not required to produce their existing licences. Also, those who apply for driving instructors' licences or international driving permits do not need to produce their full driving licences.
(5) All applicants for full driving licences for Taxi, Public Light Bus and Public Bus shall pass the relevant driving test administered by this department, complete the relevant Pre-service Course as approved by this department and obtain the valid course certificate issued by the Pre-service training school concerned before submitting their applications.  The date of completion of the course specified in the course certificate shall fall within one year preceding the date of application for the relevant full driving licence. (6) If you have not received the licence concerned 4 weeks after the submission of your application via post, drop boxes or through GovHK, please inform us at 2804 2600 for follow up action.
(7) Underpaid mail items will be rejected. For proper delivery of your mail items to the department, please ensure your mail items bear sufficient postage with return address. (Details)

Except for online change of address / e-contact means / renewal of full driving licence with renewal password issued by the Transport Department, applicant who wishes to submit online application must have an "iAM Smart+" account with digital signing function or a valid personal digital certificate for submitting application online via GovHK's website. Applicant must provide original signature for application submitted over the counter, by post or through drop-in box (i.e. printed signature is not accepted).
