The median monthly wage for the aforementioned labour importation scheme will be adjusted with effect from 1 April 2026 which applicable to quota renewal applications and applications for replacement of imported workers. When submitting quota renewal applications, employers must demonstrate that even with local recruitment at wages no less than the adjusted monthly median wages, they are still unable to meet their staffing needs. Furthermore, starting from the same date, employers submitting applications for replacement of imported workers must also ensure the wages of imported drivers are no less than the adjusted monthly median wages. In order to address the long term driver shortage problem faced by the Public Light Bus ("PLB") trade (including Green Minibus ("GMB") and Red Minibus ("RMB")) and the coach trade (including local and cross-boundary coaches), the Government announced the Labour Importation Scheme for Transport Sector - PLB/coach trade ("The Scheme") on 13 June 2023 to allow the trades to suitably import drivers on the premise of safeguarding the employment priority for local workers. The Scheme aims at enhancing the stability of the transport workforce and service reliability of the public transport services, and the Government subsequently approved 900 PLB and 800 coach driver quotas through two rounds of application in September 2023 and July 2024 respectively.
Applicants shall be in possession of relevant PLB or coach driver quotas as acquired under the Scheme.
Applicants shall prove that, before applying for renewing the expiring PLB or coach driver quotas, they have made sufficient efforts in recruiting local drivers in the manner so required by the Scheme preceding their applications, but have not been able to recruit sufficient local drivers for the specified job type(s).
Applicants shall maintain a minimum ratio of local full time employees to imported workers so required by the Scheme.
