• You have to apply for a learner's driving licence before you can learn to drive a vehicle (except taxi and special purpose vehicle).
• Applicants of driving tests (except for motorcycle driving tests) are not required to apply for learner's driving licences in conjunction with the application of driving tests. In other words, applicants can apply for a driving test first, and then they can consider applying for a learner's driving licence after their arrangement of their driving learning schedule depending on their need. Applicants may still apply for a learner's driving licence in conjunction with the application for driving tests, if necessary.

• Submit an application using form TD555 together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Enroll with a designated driving school for a mandatory training course to acquire the basic knowledge and skills to manoeuvre a motor cycle;

• Take the written test (Part A Test) and the Competence Test (Part B Test);

• Apply for a motor cycle learner's driving licence within 2 years after passing the Competence Test (Part B Test) and with a valid Road Test (Part C Test) appointment by the following methods (if you do not have a Road Test (Part C Test) appointment yet, please make a Road Test (Part C Test) appointment first by yourself or through a designated driving school (please refer to 2.3.1 below)):

• Submit an application using form TD555 together with required documents and fees according to listed methods (if you do not have a Road Test (Part C) appointment letter and would like to apply for an end-of-list appointment at Transport Department, please submit the application together with application for road test appointment (TD82) to Hong Kong Licensing Office/ Kowloon Licensing Office); or

• Apply online if you already have a Road Test (Part C Test) appointment, and have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Submit an application using form TD555 together with required documents and fees according to listed methods (if you do not have a Road Test (Part C) appointment letter and would like to apply for an end-of-list appointment at Transport Department, please submit the application together with application for road test appointment (TD82) to Hong Kong Licensing Office/ Kowloon Licensing Office); or

• Apply online if you already have a Road Test (Part C Test) appointment, and have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Applicants generally have to hold a valid full driving licence to drive a private car or light goods vehicle for at least 1 year immediately preceding his application, or holding a valid full driving licence issued after the completion of probationary driving period to drive a private car or light goods vehicle immediately preceding his application (for enquiries, please call hotline 2804 2600).

• For articulated vehicle, applicants have to hold a valid full driving licence for medium goods vehicles or heavy goods vehicles (depending on the vehicle's permitted goods combined weight).

• Submit an application using form TD556 together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Hong Kong Identity Card for Hong Kong residents, while relevant passport or travel document for non-Hong Kong residents;

• Original or photocopy of proof of present address (residential address and correspondence address);

• Medical examination report form TD256 duly completed by a registered medical practitioner (only for applicants aged 70 or above);

• Road Test (Part C) appointment letter (applicable to application for learner's driving licence for motor cycle. If you do not have a Road Test (Part C)　appointment letter, you or your agent must submit the application to Hong Kong Licensing Office/Kowloon Licensing Office); and

• Required fee (you may make enquiries at the enquiry counters of licensing offices or through 1823 Call Centre, refer to the licence fees table (TD341) at the licensing offices, or visit Transport Department's website for information).

• You have to apply for a driving test form and make a driving test appointment in order to attend a driving test.

• You have to apply for a learner's driving licence before you can learn to drive a vehicle (except taxi and special purpose vehicle).

• Submit an application using form TD82 together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Enroll with a designated driving school for a mandatory training course for acquiring the basic knowledge and skills to manoeuvre a motor cycle. Candidates are required to complete the whole mandatory training course before they can take the Competence Test (Part B Test);

• After passing the Part B Test, you can make a road test (Part C Test) appointment either by yourself or through a designated driving school; and

• If you wish to apply for the Part C Test appointment at Government test centre by yourself, you should inform the designated driving school of your intention and apply for learner's driving licence as well as appointment for Part C Test with the Transport Department after 4 working days (but not exceeding 2 years) as from the date of passing the Part B test.

• Submit an application using form TD82 (and application form TD555 if you wish to apply for learner's driving licence as well in one go) together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Submit an application using form TD321 together with required documents and fees according to listed methods (if you wish to apply for a learner's driving licence for commercial vehicles at the same time, you may submit the application form (TD556) together with the application form for driving test of commercial vehicles by post); or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Eligible applicant can make an appointment online to re-take the road test for non-commercial vehicles, or to take/re-take the road test for commercial vehicles or taxi written test by visiting the GovHK's website: http://www.gov.hk/.

• Hong Kong Identity Card for Hong Kong residents, while relevant passport or travel document for non-Hong Kong residents;

• Learner's driving licence (if applicable); or full driving licence  (if applicable); or temporary driving licence (if applicable); and

• Required fee (you may make enquiries at the enquiry counters of licensing offices or through 1823 Call Centre, refer to the licence fees table (TD341) at the licensing offices, or visit Transport Department's website for information).

• The driving test form entitles you to take all parts of a driving test within the 18-month validity period of the form. It becomes invalidated if you fail in any part of the driving test. You need to re-apply for a new driving test form if you wish to take the driving test again.

• The driving test form also becomes invalidated if you fail to attend a driving test under appointment unless:

• A new driving test appointment will be arranged for circumstances under (a) or (b) above provided that the test appointment can be arranged within the 18-month validity period of the driving test form; otherwise you have to apply for a new driving test form.

• The driving tests for various vehicle classes are different. You must pass all parts of a driving test before you are eligible to apply for a full driving licence (except for motor cycle, motor tricycle, private car and light goods vehicle).

• Driving test requirements for various vehicle classes are set out below:-

• Written test (Part A Test) on the Road Users' Code; and

• Road test (Part B Test and Part C Test).

• Written test (Part A Test) on the Road Users' Code; and

• Road test (Part B Test and Part C Test).

• Written test (Part A Test) on the Road Users' Code;

• Competence test (Part B Test) arranged by the designated driving school; and

• Road test (Part C Test).

• Written test on the Road Users' Code, knowledge on locations of Hong Kong and general legal requirements relating to taxi operation.

• Road test

• Once you have passed the written test (Part A Test), you will not be required to take the same test again when you apply for the licence of other classes of vehicle; and

• If you enroll with a designated driving school established in accordance with the Road Traffic Ordinance (Cap.374), you are required to comply with the school regulations and pass the tests arranged by the school.

• Any person who applies to take a driving test for motor cycle, motor tricycle, private car or light goods vehicle is only eligible to apply for a probationary driving licence upon passing the test. The holder of a probationary driving licence is required by law to undergo a mandatory 12-month probationary driving period (i.e. 12 months from the issue date of the probationary driving licence).

• A probationary driving licence must be applied within 3 years from the date of passing relevant driving tests; otherwise, you must re-take and pass the relevant driving tests before you can apply for a probationary driving licence for that vehicle class.
• A probationary driving licence holder will only be allowed to apply for a full driving licence for the related class of vehicle upon satisfactory completion of the probationary driving period. If the day after the completion date of probationary driving period is a non-working day for the Licensing Offices of Transport Department, e.g. Saturday, Sunday or a public holiday, the probationary driving licence holder concerned can only apply for a full driving licence at Licensing Offices on any subsequent working day.

• Application for full driving licence to drive a vehicle class must be submitted within 3 years from the date of completion of the probationary driving period for that vehicle class; otherwise you must re-take and pass the relevant driving tests again to obtain a new probationary driving licence to drive that vehicle class.  You will be eligible to apply for a full driving licence to drive that vehicle class after completing the requisite probationary driving period afresh.

• There are some special conditions for probationary driving licence at Appendix B. You are advised to read these conditions or the booklet on probationary driving licence scheme if you wish to apply for such a licence.

• Submit an application using form TD590 together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Hong Kong Identity Card for Hong Kong residents, while relevant passport or travel document for non-Hong Kong residents;

• Original or photocopy of proof of present address (residential address and correspondence address);

• Medical examination report form TD256 duly completed by a registered medical practitioner (only for applicants aged 70 or above); and

• Required fee (you may make enquiries at the enquiry counters of licensing offices or through 1823 Call Centre, refer to the licence fees table (TD341) at the licensing offices, or visit Transport Department's website for information).

• Except for motor cycle, motor tricycle, private car, light goods vehicle and special purpose vehicle, you can apply for a full driving licence within 3 years after passing all parts of the relevant driving test.   Otherwise, you must re-take and pass the relevant driving test before you can apply for full driving licence.

• For motor cycle, motor tricycle, private car or light goods vehicle, you must apply for a full driving licence within 3 years from the date of your completion of the probationary driving period. Otherwise, you must re-take and pass the relevant driving test to obtain a new probationary driving licence to drive that vehicle class and complete the probationary driving period again before you can apply for full driving licence.

• If applicant is a holder of a valid full driving licence to drive a private car for at least 3 years, you can apply for a full driving licence for light goods vehicle after passing the driving test for light goods vehicle without undergoing the relevant probationary driving period;

• An applicant is a holder of a valid full driving licence issued after the completion of probationary driving period to drive a private car for at least 2 years, you can apply for a full driving licence for light goods vehicle after passing the driving test for light goods vehicle without undergoing the relevant probationary driving period.

• Submit an application using form TD557 together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate.

• Complete two application forms TD321 and TD557;

• Complete a declaration form for special purpose vehicle; and

• Submit them to any licensing office.

• Hong Kong Identity Card for Hong Kong residents, while relevant passport or travel document for non-Hong Kong residents;

• Original driving test form (only applicable to addition of driving entitlement to full driving licence for Public Bus — Franchised and first issue of or addition of Driving Instructor's Licence);

• Original or photocopy of proof of present address (residential address and correspondence address);

• Medical examination report form TD256 duly completed by a registered medical practitioner (only for applicants aged 70 or above)

• Required fee (you may make enquiries at the enquiry counters of licensing offices or through 1823 Call Centre, refer to the licence fees table (TD341) at the licensing offices, or visit Transport Department's website for information).

• Hong Kong Identity Card for Hong Kong residents, while relevant passport or travel document for non-Hong Kong residents;

• Original or photocopy of proof of present address (residential address and correspondence address);

• A letter from the employer specifying the name and HKID no. of the driver, the vehicle registration number (or movement permit number) and the chassis number of the special purpose vehicle which the applicant will drive;

• Original and copy of the vehicle registration document (or movement permit) of the special purpose vehicle;

• A letter from the applicant requesting exemption from a driving test for special purpose vehicle; and

• Medical examination report form TD256 duly completed by a registered medical practitioner (only for applicants aged 70 or above)

• Private Light Bus (class code 04), Public Light Bus (class code 05), Taxi (class code 06), Private Bus (class code 09), Public Bus (class code 10), Public Bus – Franchised (class code 17), Medium Goods Vehicle (class code 18), Heavy Goods Vehicle (class code 19), Articulated Vehicle (class code 20) and Special Purpose Vehicle (class code 21) are vehicles requiring Commercial Driving Licences.

• According to regulations 11 and 15 of the Road Traffic (Driving Licences) Regulation, Cap. 374B, applicant for full driving licence to drive a commercial vehicle (vide para. 2.7.1) must be:

• Submit an application using form TD557 together with required documents and fees according to listed methods; or

• Apply online if you have an "iAM Smart+" account with digital signing function or a valid personal digital certificate (not applicable for issue of special purpose vehicle driving licence).

• Hong Kong Permanent Identity Card (photocopy) for Hong Kong permanent resident, while Hong Kong Identity Card (photocopy) together with his valid travel document (original and photocopy) for a holder of Hong Kong Identity Card (other than a Hong Kong Permanent Identity Card) who is not subject to any condition of stay other than a limit of stay as defined in section 2(1) of the Immigration Ordinance (Cap. 115);

• Original driving test form (only applicable to addition of driving entitlement to full driving licence for Public Bus — Franchised);

• Original or photocopy of proof of present address (residential address and correspondence address);

• Original of valid course certificate of the relevant Pre-service Course (the date of completion of the course as specified in the course certificate shall fall within one year preceding the date of application for the relevant full driving licence). (Only for applicants for full driving licence for Taxi, Public Light Bus and Public Bus);

• Medical examination report form TD256 duly completed by a registered medical practitioner (only for applicants aged 70 or above); and
